Introduction

Yes, a Turkish university can admit an applicant holding only a bachelor's degree directly into a doctoral program. The route is opened by the Regulation on Graduate Education and Training, published by the Council of Higher Education (YÖK) in the Official Gazette on 20 April 2016. It is commonly called an integrated doctorate, and it carries double the minimum coursework of the doctorate entered with a master's with thesis.

The scale of doctoral study in Turkey gives the question its weight. YÖK's Higher Education Statistics Bulletin No. 6, dated 27 March 2026, records 89,665 doctoral students and 330,464 master's students across 208 higher education institutions in 2025–2026, with 14,875 doctoral graduates in 2024–2025.

This article covers who the regulation allows onto the bachelor's-entry route, how the coursework and the calendar differ from the master's route, and what a student can do if the doctoral thesis does not work out. It draws on the regulation, the amending regulation published in the Official Gazette on 6 March 2026, YÖK's statistics, the European Commission's Eurydice country description of Türkiye, and the published admission pages of named universities. Medical licensing is a separate professional track and sits outside the article, and no university's own score requirements appear, because those are reset each application period.

What is a doctorate without a master's degree in Turkey?

An integrated doctorate is a route allowing admission directly into a doctoral program with a bachelor's degree, without a master's degree. In Turkey the route is created by the Regulation on Graduate Education and Training, published in the Official Gazette on 20 April 2016, which sets separate coursework, credit and duration figures for students admitted with a bachelor's degree. Turkish sources call it bütünleşik doktora.

The integrated doctorate is not a shortcut around the master's stage; it folds the master's stage into the doctoral program. Under the Regulation on Graduate Education and Training, a student admitted with a master's with thesis takes at least seven courses and at least 240 ECTS credits, while a student admitted with a bachelor's degree takes at least fourteen courses and at least 300 ECTS credits. The European Commission's Eurydice description of Türkiye, updated on 17 May 2025, sets out the same figures.

A master's with thesis is a graduate program completed through coursework and the preparation of a thesis. Because the bachelor's-entry route replaces the master's with thesis rather than skipping it, a student on the route does not hold a master's degree while studying, and does not automatically receive one on the way to the doctorate.

The integrated doctorate is also not the same thing as a combined medical degree. Hacettepe University's Graduate School of Health Sciences, for example, lists MD-PhD Integrated Doctorate Programs, which admit medical graduates. An MD-PhD program and a bachelor's-entry doctoral program in chemistry or economics are different structures with different entry qualifications.

One consequence matters more than the rest. The Regulation on Graduate Education and Training treats the bachelor's-entry doctorate as a single continuous program, so the coursework load, the qualifying examination deadline and the maximum period of study are all measured from first enrolment in the doctoral program.

What are the two routes into a Turkish doctorate?

Turkish doctoral programs admit students through two entry qualifications: a master's with thesis, or a bachelor's degree. The Regulation on Graduate Education and Training, published in the Official Gazette on 20 April 2016, attaches a different course load, credit total and duration to each qualification. The table below compares the two on the figures the regulation sets, as confirmed by the European Commission's Eurydice description of Türkiye, updated on 17 May 2025.

The difference in course count is the clearest signal of what the bachelor's-entry route asks. Fourteen courses against seven means the early years look closer to a master's program than to the thesis-focused rhythm a doctoral student with a master's degree moves into.

The difference in maximum period of study is smaller than the difference in workload. Two additional semesters cover twice the coursework, which is why the Regulation on Graduate Education and Training also doubles the window for finishing credited courses, from four semesters to six.

Both routes converge after the coursework. Both lead to the same doctoral degree, both pass through the qualifying examination, both run a Thesis Monitoring Committee, and both end in a thesis defense before a jury. The regulation creates no lesser doctorate for students who entered with a bachelor's degree, and the diploma does not record the entry route.

Graduate schools often publish quotas separately for the two routes, so an applicant reading a program page may see one quota line for the doctorate and a second for the doctorate with an undergraduate degree.

Who can apply with only a bachelor's degree?

The Regulation on Graduate Education and Training, in Article 16, sets the academic threshold for the bachelor's-entry route: applicants are required to have an undergraduate grade average of at least 3 out of 4 or its equivalent, and an ALES score of at least 80 in the score type of the program applied for. Universities may set conditions above the regulation's floor through their senates.

ALES is the centralised examination administered by the Student Selection and Placement Centre (ÖSYM) and used in applications to graduate programs and in academic staff recruitment in Turkey. ALES is built for candidates inside Turkey, which is why the treatment of international applicants differs from university to university rather than following one national rule.

Three patterns appear across published admission pages:

  • Some universities scope the ALES requirement to Turkish citizens resident in Turkey and accept the GRE from other applicants. Bilkent University states on its Graduate School of Engineering and Science admission requirements page that ALES is required from resident Turkish citizens applying to graduate programs.

  • Some universities run ALES and the GRE as parallel alternatives for every applicant, without a nationality distinction. Middle East Technical University and Sabancı University publish both options side by side in their graduate application requirements.

  • At least one graduate school reverses the emphasis. Koç University's Graduate School of Sciences and Engineering states in its frequently asked questions that the GRE is required from non-Turkish nationals.

Two further filters apply beyond the score condition. Language of instruction is the first: a Turkish-medium doctoral program expects documented Turkish, an English-medium program expects a recognized English result, and each senate sets the accepted documents. Field distance is the second. A scientific preparatory program is a set of completion courses that a student admitted to a graduate program from a different field must complete before beginning the main program.

The Regulation Amending the Regulation on Graduate Education and Training, published in the Official Gazette on 6 March 2026, No. 33188, added a paragraph to Article 16 introducing a selection procedure for doctoral programs in priority fields at institutions designated by YÖK, with a central written examination for Turkish citizens and a procedure determined by YÖK for foreign national applicants.

How do international applicants apply to this route?

Applications are generally made to the graduate school rather than to a university's central admissions office. A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures. Each graduate school publishes its own application window, document list and evaluation method for each semester, and applicants from abroad file the same application as domestic applicants with additional recognition documents.

The recognition step is the one that catches applicants out. A Certificate of Recognition is a document confirming that a higher education institution abroad, and the specific program attended there, appear among the institutions recognised by the Council of Higher Education (YÖK); it does not mean the diploma has been declared equivalent to a Turkish qualification. A Certificate of Equivalence is the Council of Higher Education's formal determination of which Turkish qualification, in which field and at which level, a diploma obtained abroad corresponds to.

Which of the two documents a doctoral applicant needs is not uniform. The Study in Türkiye portal states in its frequently asked questions that graduate programs other than health fields can be registered with a school recognition letter proving that the higher education institution issuing the undergraduate diploma is recognized by YÖK. Health-field programs are treated differently, and each graduate school publishes its own document list.

The evaluation usually combines a score component with an academic one: the ALES or GRE result, the undergraduate grade average and, in many programs, a written scientific assessment or an interview. A scientific assessment is a written or oral evaluation of subject knowledge administered by a university as part of its graduate admissions; it is not a centralised examination and its scope varies by program.

  • Confirm the graduate school lists a doctoral quota for applicants with a bachelor's degree in your field

  • Read the program's application announcement for the semester you are targeting, not the previous semester

  • Check whether the graduate school accepts the GRE in place of ALES for your nationality and residence status

  • Apply to YÖK for the recognition document the graduate school names in its document list

  • Obtain an apostille or consular certification for your undergraduate diploma and transcript

  • Arrange the language document the program's medium of instruction requires

  • Record the closing date and the interview or scientific assessment date in the same calendar

How long does the bachelor's-entry doctorate take?

The Regulation on Graduate Education and Training sets the normal duration of the doctorate entered with a bachelor's degree at ten semesters and the maximum period of study at fourteen semesters. The maximum period of study is the longest duration set out in regulation within which a graduate program must be completed before the right to enrolment ends. Universities restate both figures in their own regulations.

In Ph.D. on Bachelor's degree programs, the normal duration is ten academic semesters, and the maximum duration is fourteen academic semesters.

— Middle East Technical University, Rules and Regulations Governing Graduate Studies, Article 39(1), Official Gazette 21 September 2016

Fixed milestones mark the calendar inside those semesters. A qualifying examination is the assessment of a doctoral student's subject knowledge and research capability after the coursework stage, and is the condition for proceeding to the thesis stage. A Thesis Monitoring Committee tracks the progress of a doctoral thesis and evaluates it periodically.

İstanbul Technical University's Graduate School named the end of the seventh semester as the qualifying examination limit for students admitted with a bachelor's degree, in an announcement dated 26 February 2025.

The additional time after childbirth is a 2026 addition: the Regulation Amending the Regulation on Graduate Education and Training, published in the Official Gazette on 6 March 2026, No. 33188, added a paragraph to Article 35 allowing women graduate students who give birth up to two semesters of additional time on request, outside the maximum period of study.

Which route suits which applicant?

The bachelor's-entry doctorate suits an applicant whose research field is already settled and whose undergraduate record clears the threshold in Article 16 of the Regulation on Graduate Education and Training. The master's route suits an applicant who is still choosing a field, whose undergraduate grade average sits below that threshold, or who wants a graduate qualification in hand within about two years.

The commitment is the real difference. A student who enters with a bachelor's degree commits to a program the regulation allows to run for up to fourteen semesters, before knowing whether the field, the supervisor and the graduate school suit them. A student who completes a master's with thesis first spends two of those years testing exactly that question, and arrives at the doctoral application with a thesis, a supervisor relationship and a record of independent work.

The Regulation on Graduate Education and Training provides a defined exit. Students who entered a doctoral program with a bachelor's degree and cannot complete the credited courses or the thesis within the maximum period of study, or who do not succeed in the doctoral thesis, may be given a master's without thesis diploma on request, provided they have met the credit load, project and other conditions required for it. A master's without thesis is a coursework-focused graduate program completed with a term project instead of a thesis.

The exit provision reduces the risk of the route without removing it. The qualification it leads to is a master's without thesis rather than a master's with thesis, and a master's with thesis is what many doctoral applications and academic posts in Turkey ask for.

Field distance changes the calculation as well. Where the bachelor's field sits far from the intended doctoral field, a graduate school may require a scientific preparatory program, and a scientific preparatory program runs before the fourteen courses of the doctoral program itself. An applicant in that position often reaches the doctorate faster through a master's with thesis in the target field.

Why do universities call this route different names?

One regulation, many labels. The Regulation on Graduate Education and Training does not give the bachelor's-entry route a name of its own, so each university coined one, and an applicant searching for a single English term will miss programs that use another. Middle East Technical University, Boğaziçi University, Bilkent University, Sabancı University, İzmir Institute of Technology and Yıldız Technical University publish six different labels for one admission route.

The English labels universities use for the bachelor's-entry doctoral route

Middle East Technical University writes "Ph.D. on Bachelor's degree" in its Rules and Regulations Governing Graduate Studies. Boğaziçi University lists "Ph.D. (With Undergraduate Degree)" as an admission category in its graduate admissions pages. Bilkent University's Graduate School of Engineering and Science heads the requirement block "Ph.D applications after B.S". Sabancı University publishes "PhD for Undergraduate Degree holders" in its graduate application requirements. İzmir Institute of Technology titles the page "Application to Ph.D. with a Bachelor's Degree". Yıldız Technical University's Graduate School of Science and Engineering uses "Integrated PhD" in its application announcements.

The confusion runs deeper than vocabulary in one case worth naming. Bilkent University's neuroscience doctoral page describes two tracks, and applies "direct Ph.D." to the track entered with a master's degree rather than the track entered with a bachelor's degree. An applicant who assumes "direct PhD" always means entry without a master's degree will read that page backwards.

The word "integrated" also carries a second meaning in Turkish higher education. Graduate schools of health sciences use it for MD-PhD integrated doctorate programs, which admit medical graduates rather than bachelor's graduates in other fields. Ankara University and Yıldız Technical University, by contrast, use "integrated" in the sense described in this article.

The practical response is to search by structure rather than by name. A separate quota for undergraduate-degree applicants, a course requirement in the region of fourteen courses and a normal duration of ten semesters identify the route whatever the page calls it.

Search runs into a different collision outside higher education. In everyday English a "doctor in Turkey" usually means a physician, and a "doctorate" search returns medical licensing material. Adding the words graduate school, thesis, supervisor or doctoral program narrows a search to academic study.

What should you do next?

Start from the program rather than the label. Identify two or three doctoral programs in the field, open the graduate school's application announcement for the semester being targeted, and confirm that the announcement lists a quota for applicants with a bachelor's degree. Where no such quota is listed, the master's with thesis is the available route into that program.

  1. Confirm which recognition document the graduate school requires for a bachelor's diploma obtained abroad, and start that application first, because it depends on an external authority rather than on the university.

  2. Check the language condition against the program's medium of instruction, and allow time for a Turkish or English document to be issued.

  3. Compare your undergraduate grade average against the threshold set in Article 16 of the Regulation on Graduate Education and Training before choosing between the two routes.

  4. Establish whether the graduate school accepts the GRE in place of ALES for your nationality and residence status.

  5. Write to a prospective supervisor in the field, because the bachelor's-entry route commits a student to one research direction earlier than the master's route does.

  6. Record the application closing date and the scientific assessment or interview date together, since the second usually falls a few weeks after the first.

Application windows shift between academic years. Bilkent University opened its 2026 graduate applications in February 2026 and İzmir Institute of Technology opened its own in April 2026, which shows how widely the calendar spreads across a single year. Quotas, accepted examinations and document lists are set for each semester by the senate of each university, so the version to work from is the announcement published for the semester being applied to.

The framework itself moves as well, as the amendment published in the Official Gazette on 6 March 2026, No. 33188, shows. An applicant preparing over more than one cycle should check whether the Regulation on Graduate Education and Training has been amended since the requirements were last read.

Real-World Examples

The examples in this section are illustrative scenarios created to explain situations applicants may encounter.

Four situations follow, each showing a decision point that appears in doctoral applications made with a bachelor's degree, and what an applicant can consider at that point.

Amara compares two entry routes in engineering

Amara finishes a four-year engineering degree abroad with a strong grade average and wants to work on materials research in Turkey. Two graduate schools in her field publish separate quotas for doctoral applicants with an undergraduate degree, and one of the two accepts the GRE in place of ALES for applicants not resident in Turkey. She compares the coursework: fourteen courses on the bachelor's-entry route against seven after a master's with thesis. Her research direction is settled and her supervisor contact works in the same subfield, so she applies to the bachelor's-entry quota and keeps a master's application open at the second university.

Rustam finds his diploma needs a recognition document

Rustam applies to a doctoral program with a bachelor's degree obtained in his home country and assumes his transcript is enough. The graduate school's document list names a recognition document issued by YÖK, which he has not applied for. He starts that application and arranges an apostille for the diploma and the transcript, then finds the process runs on the authority's timetable rather than on the university's. He files for the following semester with the documents complete, which delays him by one semester and leaves the application itself intact.

Leyla changes field between the bachelor's degree and the doctorate

Leyla holds a bachelor's degree in economics and wants a doctorate in public policy. The graduate school accepts her application to the bachelor's-entry route but records a scientific preparatory program, because the two fields sit apart, and those completion courses run before the fourteen courses of the doctoral program. She sets that total against a master's with thesis in public policy followed by a doctorate on the seven-course route, and the two paths land within a similar span. She chooses the master's route, which lets her confirm the field before committing to a program that can run for fourteen semesters.

Kwame uses the exit provision after four years

Kwame entered a doctoral program with a bachelor's degree, completed his coursework within the six semesters allowed and passed the qualifying examination, but his thesis work stalls when his research group's project ends. His graduate school explains the provision in the Regulation on Graduate Education and Training that allows a master's without thesis diploma to students on the route who meet the credit load and project conditions. He completes the project requirement, receives the diploma, and applies elsewhere on the master's route with four years of laboratory experience behind him.

Browse Universities
Can international students do a PhD in Turkey without a master's degree?+

Yes. The Regulation on Graduate Education and Training, published in the Official Gazette on 20 April 2016, allows admission to a doctoral program with a bachelor's degree and does not restrict the route by nationality. What varies is the examination evidence a graduate school accepts from applicants outside Turkey. Some universities accept the GRE in place of ALES, and some scope the ALES requirement to Turkish citizens resident in Turkey.

Is the integrated doctorate a shorter route to a PhD?+

Not in the sense of less study. The Regulation on Graduate Education and Training sets the normal duration of the bachelor's-entry doctorate at ten semesters against eight for the route entered with a master's with thesis, and doubles the minimum course count from seven to fourteen. What the integrated doctorate removes is the separate application, admission and thesis defense of the master's program.

Do I get a master's degree along the way?+

No, not automatically. A student on the bachelor's-entry route is enrolled in a doctoral program, and the Regulation on Graduate Education and Training issues no interim master's qualification on the way through. The regulation does provide a defined exit: students who cannot complete the credited courses or the thesis within the maximum period of study may receive a master's without thesis diploma on request, where the credit load, project and other conditions have been met.

What ALES score does the regulation require for this route?+

Article 16 of the Regulation on Graduate Education and Training requires applicants entering a doctoral program with a bachelor's degree to hold an ALES score of at least 80 in the score type of the program applied for, together with an undergraduate grade average of at least 3 out of 4 or its equivalent. The regulation's threshold is a floor rather than a target, and universities set their own conditions above it through their senates.

Can I apply without ALES as a foreign national?+

In many cases yes, but the answer belongs to the graduate school rather than to the regulation. Bilkent University states on its Graduate School of Engineering and Science requirements page that ALES is required from resident Turkish citizens, and accepts the GRE from other applicants. Koç University's Graduate School of Sciences and Engineering states that the GRE is required from non-Turkish nationals. Other universities run ALES and the GRE as parallel options for everyone.

How long can a bachelor's-entry doctorate take at most?+

Fourteen semesters. The Regulation on Graduate Education and Training sets the maximum period of study for students admitted to a doctoral program with a bachelor's degree at fourteen semesters, against twelve for students admitted with a master's with thesis. Within that span the credited courses are to be completed by the end of the sixth semester and the qualifying examination entered by the end of the seventh.

Do I need a diploma equivalence certificate to apply?+

Not in every case. The Study in Türkiye portal states in its frequently asked questions that graduate programs outside health fields can be registered with a school recognition letter proving the issuing institution is recognized by the Council of Higher Education (YÖK), rather than with a full equivalence certificate. Health-field programs are handled differently, and each graduate school publishes its own document list, so the requirement should be confirmed before the recognition application is filed.

What is this route called on Turkish university websites?+

There is no single English name. Middle East Technical University writes "Ph.D. on Bachelor's degree", Boğaziçi University lists "Ph.D. (With Undergraduate Degree)", Bilkent University heads it "Ph.D applications after B.S", Sabancı University publishes "PhD for Undergraduate Degree holders", İzmir Institute of Technology titles it "Application to Ph.D. with a Bachelor's Degree", and Yıldız Technical University uses "Integrated PhD". The Turkish term is bütünleşik doktora.

Does the diploma show that I entered without a master's degree?+

No. The Regulation on Graduate Education and Training sets a single doctoral qualification, reached through the same qualifying examination, Thesis Monitoring Committee and thesis defense whichever entry route the student took. The regulation differs between the two routes on coursework, credits and duration, not on the degree awarded. Employers and academic committees in Turkey read the doctorate, the thesis and the publication record.

Can I apply while still in my final undergraduate semester?+

Often yes. Middle East Technical University's Rules and Regulations Governing Graduate Studies state that candidates who have completed or are in their final semester of their undergraduate studies may apply to master's programs or to doctoral programs on a bachelor's degree. Other universities set their own position on final-semester applicants, and admission is normally conditional on graduating before enrolment.
