Open AtlasIntroduction
Istanbul University PhD programs for international students are doctoral degrees offered through the university’s graduate schools, with a dedicated international quota for applicants who do not hold Turkish citizenship. As of October 2026, the university lists 189 doctoral programs and 630 international doctoral students on its Education Information System (EBS). International applicants apply online, pass a department-level evaluation and interview, and then complete coursework, a qualifying examination and a doctoral thesis.

This article answers the questions a foreign national applicant usually asks: is a master’s degree needed, how does the calendar run, what does the interview involve, and what happens before the thesis defense. The sources are official university pages, dated 2026 announcements from three graduate schools and the Eurydice network. According to EBS, accessed on 27 October 2026, the university serves 6,467 doctoral students in total and teaches across 9 campuses.
Two cautions shape the whole guide. First, the university published a new graduate education regulation in the Official Gazette on 18 October 2026, so some detailed rules may shift. Second, each graduate school issues its own calls and forms. Mezun Kampüsü collects these calls in one place, but the institute announcement for your program is always the version that counts.

What are Istanbul University PhD programs for international students?
Istanbul University PhD programs for international students are the doctoral programs of Istanbul University’s graduate schools that admit foreign nationals through a separate international quota. The programs lead to a doctoral thesis supervised by a faculty member. As of October 2026, EBS lists 189 doctoral programs, alongside 299 master’s programs, run through the university’s institutes rather than its faculties.
A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures. In Turkish the unit is called an enstitü. At Istanbul University, the university’s own institutes page lists, among others, the Sosyal Bilimler Enstitüsü (Institute of Social Sciences), the Sağlık Bilimleri Enstitüsü (Institute of Health Sciences) and the Fen Bilimleri Enstitüsü (Institute of Sciences). These three published fall 2026 notices relevant to applicants admitted from abroad.
An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status. An international student quota is the application quota reserved for international students in higher education programs, separate from the general quota. In institute announcements the international quota appears as Yurtdışı Kontenjanı.
EBS, accessed on 27 October 2026, reports 6,533 foreign national students from 146 countries across all levels, and 3,515 academic staff, including 911 professors and 1,369 research assistants. The staff figure matters most for doctoral applicants, because thesis work depends on finding a supervisor in your field.
The word “doctor” also appears in medical specialty training, which follows a different route. This guide covers only research doctorates: the PhD programs that end in a doctoral thesis and a defense before a jury, run by a graduate school. Programs taught in Turkish make up much of the catalog, while some, such as the Business Ph.D. program run from the Faculty of Business on the Avcılar campus, publish English-language information for foreign applicants.
Who can apply through the international quota?
Applicants to Istanbul University’s international doctoral quota generally need a thesis-based master’s degree, or a degree from a program that awards the bachelor’s and master’s together. The Institute of Social Sciences also accepts direct applications from graduates of five-year dentistry, pharmacy and veterinary programs and six-year medicine programs, without a separate master’s degree.
The Institute of Social Sciences sets these conditions on its undated “How can I become a student?” page, accessed on 27 October 2026. The page sets minimum grade averages for the bachelor’s and master’s degree. Thresholds can change between calls, so check the figures in the call for your program.
The same page draws a clear line between the two quotas. Under the general quota, the institute lists an ALES requirement, a foreign language score and a weighted interview. ALES is the centralised examination administered by the Student Selection and Placement Centre (ÖSYM) and used in applications to graduate programs and in academic staff recruitment in Turkey. Under the international quota, the page lists graduation and grade conditions, followed by a department-level evaluation and a decision by the Institute Board. It does not list an ALES condition for international-quota applicants.
Table 1. International-quota doctoral eligibility routes at the Istanbul University Institute of Social Sciences (application conditions page, accessed 27 October 2026)
Applicant profile | Can apply to a PhD? | What the institute assesses |
|---|---|---|
Holder of a thesis-based master’s degree | Yes | Bachelor’s and master’s grade averages, then department evaluation |
Graduate of a combined bachelor’s and master’s program | Yes | Grade average of the combined degree, then department evaluation |
Graduate of five-year dentistry, pharmacy or veterinary studies | Yes, without a master’s | Bachelor’s grade average at a higher threshold |
Graduate of six-year medicine studies | Yes, without a master’s | Bachelor’s grade average at a higher threshold |
Holder of a four-year bachelor’s degree only | Generally no; a narrow exception covers science and four-year pharmacy graduates with a laboratory specialty qualification | Specialty qualification and grade average |
Two further points shape eligibility. The International Student Center’s undated FAQ, accessed on 27 October 2026, asks for academic reference letters with every graduate application. And the institute announcements of 16 July 2026 and 17 September 2026 state that a candidate enrolled in another thesis-based master’s or doctoral program must leave that program before final registration, citing Article 5/3 of the university’s graduate regulation.

How do you apply for a PhD at Istanbul University?
You apply for an Istanbul University PhD online through the university’s graduate application portal, during the call period the institute announces each semester. The application is screened by an international-quota commission, shortlisted candidates take an online interview, results are published on the institute website, and admitted candidates complete final registration online in the AKSİS system.
The International Student Center states in its undated FAQ, accessed on 27 October 2026, that graduate applications are accepted only through the online application portal, not by e-mail or post. The Business Ph.D. program noted on 14 October 2020 that the portal was then available only in Turkish and that the International Student Center helps foreign applicants with it.
Reference letters carry real weight at the screening stage. The International Student Center describes the requirement directly:
You also need to submit two academic reference letters from those academics who have published work in the field you want to apply.
— Istanbul University International Student Center, Frequently Asked Questions page, accessed 27 October 2026
The Institute of Social Sciences’ interview notice of 30 June 2026 explains why. Candidates whose reference letters were rejected by the commission were not given the right to take the online interview. The 16 July 2026 results notice adds that an international quota evaluation commission carried out the pre-evaluation, and that applicants missing from the published lists were not approved.
For the fall 2026 intake, the Institute of Social Sciences followed this sequence. The application guide was published on 8 June 2026. Interview dates appeared on 30 June 2026, with a separate schedule for international-quota candidates. Results followed on 16 July 2026. Final registration ran online from 7 to 11 September 2026. The Institute of Health Sciences published its fall results on 17 July 2026 and used the same registration window.
AKSİS is the online student automation system of Istanbul University through which admitted graduate students complete final registration, course selection and fee-related steps. The Institute of Sciences confirmed on 17 September 2026 that students who registered online did not need to bring their registration documents to the institute afterward.

Log InWhich documents should international PhD applicants prepare?
International applicants to Istanbul University PhD programs generally prepare academic documents for the online application and a second set of signed forms for final registration. The application stage centers on diplomas, transcripts and two academic reference letters. The registration stage, in fall 2026, added a registration information form, a residence declaration form and, for some candidates, a written undertaking.
The Institute of Social Sciences listed the registration forms in its 16 July 2026 results notice. All admitted students uploaded a registration information form and a residence declaration form. An undertaking form, called Undertaking-1, applied to candidates who did not yet hold a Certificate of Turkish Proficiency or a recognition document for a university abroad. Each form had to be filled in, signed and uploaded to the system.
A Certificate of Turkish Proficiency is the document showing an applicant’s level of Turkish and required for admission to Turkish-medium programs; the accepted level varies between universities. A Certificate of Recognition is a document confirming that a higher education institution abroad, and the specific program attended there, appear among the institutions recognised by the Council of Higher Education (YÖK); it does not mean the diploma has been declared equivalent to a Turkish qualification. The exact conditions attached to Undertaking-1 are set in the institute’s forms, so read the form itself before signing.
The Institute of Health Sciences asked new doctoral students for one more item. Its reserve-list notice of 17 September 2026 included an Individual Study Plan form for students registering in a doctoral program, next to a separate document list for the international doctoral quota.
Download the call and quota table for your program from the institute’s announcements page
Request two reference letters from academics who have published in your field
Scan your bachelor’s and master’s diplomas and transcripts in readable form
Check whether your program needs a Certificate of Turkish Proficiency or an English-language result
Check whether your university abroad needs a recognition document from YÖK before final registration
Prepare the registration information and residence declaration forms for signature
Confirm with the institute whether you must leave any other graduate program first
Document lists differ between institutes and semesters, so match the checklist line by line to your own call.
How long does a PhD at Istanbul University take?
A PhD in Turkey generally runs eight semesters for students admitted with a thesis-based master’s degree, with a maximum of twelve semesters, according to the Eurydice summary of the national framework last updated on 19 May 2025. Students admitted with a bachelor’s degree follow a longer track of ten semesters, with a maximum of fourteen.
The maximum period of study is the longest duration set out in regulation within which a graduate program must be completed before the right to enrolment ends. The national figures are a framework. Istanbul University applies them through its own graduate regulation, published in the Official Gazette on 18 October 2026 (issue 33404), according to the Institute of Social Sciences’ announcement of 20 October 2026.
The doctorate moves through clear stages. A qualifying examination is the assessment of a doctoral student’s subject knowledge and research capability after the coursework stage, and is the condition for proceeding to the thesis stage. A Thesis Monitoring Committee is the committee that periodically evaluates and tracks the progress of a doctoral thesis. Eurydice describes the committee as three faculty members, formed within one month after a student passes the qualifying examination.
Table 2. Doctoral milestones for students entering with a thesis-based master’s degree (national framework per Eurydice, 19 May 2025; Istanbul University details per Institute of Social Sciences notices of 27 April, 4 September and 11 September 2026)
Milestone | Typical timing in the national framework | Istanbul University detail, fall 2026 |
|---|---|---|
Coursework | At least 7 courses and at least 240 ECTS for the whole program | Course choice capped at 45 ECTS per semester; at least 30 ECTS in the first two semesters |
Qualifying examination | By the end of the fifth semester at the latest | Applications 10 August to 9 October 2026; exams 2 November to 31 December 2026 |
Thesis Monitoring Committee | Formed within one month of passing the qualifying examination | Members from outside Istanbul may join some sessions online under a Senate decision |
Thesis proposal | Defended within six months at the latest | Proposal sessions also covered by the online-participation rule |
Thesis defense | Oral defense before a jury | Defense juries also covered by the online-participation rule |
The 27 April 2026 notice refers to a Senate decision of 7 August 2025. Under that decision, jury and committee members from universities outside Istanbul, and Istanbul University members on official duty elsewhere, could take part online.
How do Istanbul University’s graduate schools differ?
Istanbul University’s graduate schools share one university regulation, but each runs its own calls, interview schedules and forms. In fall 2026, the Social Sciences, Health Sciences and Sciences institutes all used online final registration through AKSİS, while their document lists, interview arrangements and supporting forms differed in visible ways.
The differences that mattered most to international doctoral applicants in 2026 were procedural rather than academic. The Institute of Social Sciences screened reference letters before inviting candidates to an online interview. The Institute of Health Sciences published separate international-quota doctoral interview results on 17 July 2026 and asked doctoral registrants for an Individual Study Plan form. The Institute of Sciences told students on 17 September 2026 that no paper copy was needed after online registration.
Fees follow a separate track. On 31 August 2026, the Institute of Social Sciences linked to a dedicated document on fees for students admitted under the international quota, apart from the rules for Turkish citizens. Mezun Kampüsü does not publish fee figures; they vary by program and academic year, so read the current document from the institute.
To compare institutes in a structured way, work through these steps in order:
Identify which institute runs your target program on the university’s institutes page.
Open that institute’s announcements page and find the latest call for the international quota.
Note whether the call lists an interview, its format and its date range.
Compare the final registration documents with the list from the previous semester.
Check the language of instruction stated for the program in the quota table.
Write to the institute’s e-mail address with any question the call does not answer.
The language question deserves attention. Much of the catalog is taught in Turkish, which is why the Turkish proficiency undertaking exists. TÖMER is the common name for the Turkish language teaching centres attached to Turkish universities, which provide Turkish courses and issue certificates of Turkish proficiency. Programs taught in English, such as the Business Ph.D., state their language in their own information pages.

Is Istanbul University the same as Istanbul University-Cerrahpaşa?
Istanbul University and Istanbul University-Cerrahpaşa are two separate state universities with separate graduate schools, calls and application systems. Istanbul University-Cerrahpaşa was created as an independent university by Law No. 7141 in 2018, according to its 2019 Institutional Internal Evaluation Report. An application to one does not count as an application to the other.
The confusion is understandable. The two names overlap, both are based in Istanbul, and several fields, especially in medicine and health, exist at both. Before 2018 they were one institution, so older documents and alumni profiles may refer to a single Istanbul University. Search results often mix the two, and the websites look alike at first glance.
The practical test is the website. Istanbul University’s graduate schools publish on the university’s main domain, while Istanbul University-Cerrahpaşa uses a separate domain built on its initials, IUC. Each university publishes its own application calendar, quota tables and international-quota rules, and each runs its own graduate admissions.
A second confusion concerns registration in person. The International Student Center’s undated FAQ, accessed on 27 October 2026, tells admitted graduate students to submit documents to the institute in person. The fall 2026 announcements from the Institute of Social Sciences, the Institute of Health Sciences and the Institute of Sciences describe online final registration through AKSİS instead. Where an undated page and a dated 2026 institute announcement differ, the dated announcement reflects the more recent practice.
How to tell the two universities apart in documents
Look at the issuing unit on any letter or call. Istanbul University documents carry the Istanbul University name and the issuing institute. Istanbul University-Cerrahpaşa documents carry the Cerrahpaşa name in the header. Diplomas, admission letters and student certificates from one university are issued only by that university. If a document is unclear, ask the institute that issued it.
Neither university is a branch of the other, and neither handles the other’s admissions. Choose the program first, then confirm which university runs it.

What should you do next?
Your next step toward an Istanbul University PhD is to pick a program and track its institute’s announcements from the spring before the intake you want. For the fall 2026 intake, the Institute of Social Sciences published its application guide on 8 June 2026, so a timeline built backward from early June gives you room to collect documents and letters.
Work in this order. First, confirm that your degree fits one of the eligibility routes in the institute’s international-quota conditions. Second, identify two academics in your field who can write reference letters, since the International Student Center lists them as a requirement for graduate applications. Third, prepare your diplomas, transcripts and language documents in a form you can upload. Fourth, follow the institute’s announcements page weekly from late May.
After admission, plan for life in Turkey as a student. A student residence permit is the residence permit granted to a foreign national studying in Turkey, allowing them to remain in the country for the duration of their studies. The International Student Center’s FAQ, accessed on 27 October 2026, states that students in formal education programs are eligible for a student residence permit, and that extension applications are made through the Presidency of Migration Management’s online system. Residence rules carry legal weight, so confirm every step with Migration Management and the institute.
Funding needs its own plan. The same FAQ states that Istanbul University does not offer graduate scholarships of its own, and points students to external scholarship programs. External programs run on their own calendars, separate from the university’s call, so plan both applications in parallel.
Finally, keep the calendar under review. As of October 2026, the university’s new graduate regulation dated 18 October 2026 is in force, and calls for later intakes may reflect it. Check each date in this guide against the institute’s next call before you act.

Real-World Examples
The examples in this section are illustrative scenarios created to explain situations applicants may encounter.
Amina, a master’s graduate in history. Amina holds a thesis-based master’s degree and wants a doctorate in a social sciences field. She finds the Institute of Social Sciences’ international-quota conditions and confirms that her degree fits the main eligibility route. Her concern is the reference letters. One of her former professors has published widely, but the second referee she had in mind has no publications in her field. She replaces that referee with a co-author from a conference paper, because the screening commission reviews letters before inviting candidates to interview. She uploads both letters before the call closes and prepares for an online interview.
Daniel, a dentistry graduate. Daniel completed a five-year dentistry degree and assumed he would need a master’s first. Reading the institute’s international-quota conditions, he learns that graduates of five-year dentistry programs may apply directly to a doctorate. He also notices that the grade condition for his route is set higher than for master’s holders. He checks the exact threshold in the current call, compares it with his transcript, and decides to apply in the fall round. He writes to the institute to confirm which department runs the doctoral program he wants.
Leyla, unsure which university to apply to. Leyla found a health sciences doctorate online and started an application, then noticed the IUC initials in the web address. She realizes she is on the Istanbul University-Cerrahpaşa site, not the Istanbul University site she intended. She compares both universities’ programs in her field, reads each one’s international-quota call, and decides to apply to both, since the two are separate institutions with separate calls. She keeps two folders, one for each university, so the documents never get mixed.
Kwame, admitted but working on his Turkish. Kwame is admitted to a Turkish-medium doctoral program but does not yet hold a Certificate of Turkish Proficiency. At final registration, he finds the Undertaking-1 form intended for candidates in his situation. He reads the form carefully, signs it and uploads it with his other documents. He then enrolls in a TÖMER course and asks his department which Turkish level it expects before the coursework stage, so he can plan his study time across the first two semesters.

Browse UniversitiesFrequently Asked Questions
Can international students do a PhD at Istanbul University?+
Yes. Istanbul University’s graduate schools admit foreign nationals to doctoral programs through a separate international quota. The International Student Center’s FAQ, accessed on 27 October 2026, confirms that international applicants can apply at graduate level. As of October 2026, EBS reports 630 international doctoral students. Each institute publishes its own call every semester, so the programs open to international applicants vary by intake.
Can I apply for a PhD at Istanbul University without a master’s degree?+
In some fields, yes. The Institute of Social Sciences’ international-quota conditions, accessed on 27 October 2026, allow graduates of five-year dentistry, pharmacy and veterinary programs and six-year medicine programs to apply without a master’s degree. A four-year bachelor’s degree alone is generally not enough, apart from a narrow exception for science and pharmacy graduates with a laboratory specialty qualification. Confirm your route in the current call.
Do international applicants need ALES for an Istanbul University PhD?+
The Institute of Social Sciences lists an ALES condition under its general quota, but not under its international quota. Its international-quota section, accessed on 27 October 2026, sets graduation and grade conditions followed by a department evaluation. Other institutes and later calls may differ, so read the call for your program to see whether any exam result is requested.
How do I apply to Istanbul University graduate programs as an international student?+
Applications are submitted online through the university’s graduate application portal during the call period. The International Student Center’s FAQ states that documents are not accepted by e-mail or post. After screening, candidates may be invited to an online interview, and results are published on the institute website. Admitted candidates then complete final registration online in AKSİS. Dates change each semester.
How many reference letters do I need for an Istanbul University PhD application?+
The International Student Center’s FAQ, accessed on 27 October 2026, asks for two academic reference letters from academics who have published in the field you are applying to. At the Institute of Social Sciences, a commission reviewed these letters in the fall 2026 round, and candidates whose letters were rejected did not receive an interview. Choose referees whose publications match your field.
When does Istanbul University open PhD applications for international students?+
Applications open each semester on dates set by the institute. For the fall 2026 intake, the Institute of Social Sciences published its application guide on 8 June 2026, interview details on 30 June 2026 and results on 16 July 2026. Final registration ran from 7 to 11 September 2026. The next call may follow a different calendar.
Is the PhD interview at Istanbul University online for international applicants?+
For international-quota candidates at the Institute of Social Sciences, the fall 2026 interview was online. The institute’s notice of 30 June 2026 published a separate interview schedule for the international quota and described the interview as online for candidates whose reference letters were accepted. Formats can differ between institutes and semesters.
Are Istanbul University and Istanbul University-Cerrahpaşa the same university?+
No. They are two separate state universities. Istanbul University-Cerrahpaşa became an independent university under Law No. 7141 in 2018, according to its 2019 Institutional Internal Evaluation Report. Each runs its own graduate schools, calls and application systems. Their websites use separate domains, with Cerrahpaşa’s built on the initials IUC. An application to one does not transfer to the other.
How long does a PhD take at Istanbul University?+
Under the national framework summarized by Eurydice on 19 May 2025, a doctorate generally takes eight semesters for students with a master’s degree, with a maximum of twelve. Students admitted with a bachelor’s degree follow a ten-semester track with a maximum of fourteen. Istanbul University applies these rules through its own regulation published on 18 October 2026. Completion time depends on the thesis.
Does Istanbul University offer scholarships for international PhD students?+
The International Student Center’s FAQ, accessed on 27 October 2026, states that Istanbul University does not offer graduate scholarships of its own. It points students to external scholarship programs instead. These programs have separate calendars, so they do not replace the university’s own application. Check each scholarship’s eligibility rules and deadlines well before the university’s doctoral call closes.
Can I get a student residence permit as an Istanbul University PhD student?+
According to the International Student Center’s FAQ, accessed on 27 October 2026, international students in formal education programs at Istanbul University are eligible for a student residence permit, while students in open and distance education programs are not. Extensions are requested through the Presidency of Migration Management’s online system. Confirm the procedure with Migration Management before your permit expires.
