Introduction
Turkey's centralized PhD admission for priority fields is a selection route created in 2026, in which the Council of Higher Education (YÖK) fixes the doctoral quota and the Student Selection and Placement Centre (ÖSYM) runs a single written examination for all applicants. It covers four technology fields and 550 places in its first year, and it sits alongside, not in place of, the admissions each university already runs.
This article is built on primary documents: the two amending regulations published in the Official Gazette of 6 March 2026, the Procedures and Principles issued by YÖK with effect from 16 July 2026, the selection announcement and application announcement published by YÖK in August and September 2026, and YÖK's own statistical bulletins. Where an English summary and a Turkish official text disagree, the Turkish official text was followed.
Three questions shape what follows. What exactly was changed in the regulations. What the first application round required of candidates. And where an applicant who is not a Turkish citizen stands, which is the part that international coverage of the change has mostly left out. Mezun Kampüsü tracks these announcements as universities publish them.
One caution before the detail. Application windows, examination dates and quota decisions in this route are set annually and can move. Everything dated in this article reflects the 2026 round as published up to 14 September 2026.

What is Turkey's centralized PhD admission for priority fields?
Turkey's centralized PhD admission for priority fields is a doctoral selection route in which the Council of Higher Education (YÖK) determines how many doctoral students are admitted, in which fields and at which universities, and the Student Selection and Placement Centre (ÖSYM) administers one written examination for every applicant. The legal basis was published in the Official Gazette of 6 March 2026, No. 33188.
The route is a doctoral admission mechanism, not a medical licensing or professional registration process. Applicants enter a PhD program at a graduate school, work with a thesis supervisor, and complete the program under the thesis rules of the Regulation on Graduate Education and Training. A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures.
Four fields were designated for the first round, according to YÖK's announcement of 29 August 2026: information technologies, hardware and computer systems, cybersecurity, and artificial intelligence and intelligent systems. YÖK presented the round under the name Türkiye Strategic Technology Human Resources Program, with 550 doctoral places in the first year and a target of roughly 3,000 researchers across five years.
Two features separate this route from ordinary doctoral admission in Turkey. The selection instrument is a single central written examination rather than an assessment designed by each program. And the doctoral place is tied to a research assistant position at the university, appointed under the legislation in force, as set out in the YÖK Procedures and Principles that took effect on 16 July 2026.
The route does not cover every applicant equally. The amended Regulation on Graduate Education and Training treats Turkish citizens and foreign nationals under different provisions, a distinction explained in full in the section on international applicants.
Which rules govern the 2026 route?
Three documents govern the route, and they settle different questions. The Regulation on Graduate Education and Training establishes that the route exists and who falls under which track. The Regulation on the Procedures and Principles Concerning the Central Examination and Entrance Examinations for Academic Staff Positions Other Than Faculty Members supplies the selection machinery. The YÖK Procedures and Principles, effective 16 July 2026, set the operating detail.
The first two were amended on the same day. The Official Gazette of 6 March 2026, No. 33188, added a seventh paragraph to article 16 of the Regulation on Graduate Education and Training and a third paragraph to article 15 of the appointment regulation. The Regulation on Graduate Education and Training was originally published in the Official Gazette of 20 April 2016, No. 29690; the appointment regulation dates from the Official Gazette of 9 November 2018, No. 30590.
Table 1: What each governing instrument settles in Turkey's centralized doctoral route for priority fields, with its publication date and the applicants it covers.
Instrument | Date and reference | What it settles | Who it covers |
|---|---|---|---|
Regulation on Graduate Education and Training, article 16, paragraph 7 | Added by the Official Gazette of 6 March 2026, No. 33188 | That YÖK may designate institutions, priority fields and student numbers, and which legal track applies | Turkish citizens on one track, foreign nationals on a separate track |
Regulation on the Procedures and Principles Concerning the Central Examination and Entrance Examinations for Academic Staff Positions Other Than Faculty Members, article 15, paragraph 3 | Added by the Official Gazette of 6 March 2026, No. 33188 | That selection runs through a central written examination, with the score weights applied at each stage | Turkish citizens applying under the priority-fields route |
YÖK Procedures and Principles on student selection for doctoral programs in priority fields | In force from 16 July 2026 | Application mechanics, pre-evaluation, examination, final ranking, appointment and maximum periods | Applicants in each announced round |
One further point of law shapes the whole design. The YÖK announcement requires applicants to meet the general conditions in article 48 of Civil Servants Law No. 657, because the route ends in an appointment to a research assistant position at a public institution. That article is the reason the regulation needed a separate track for foreign nationals at all.
Who can apply under the 2026 conditions?
The 2026 round set conditions on age, examination scores, language and undergraduate field. According to YÖK's selection announcement for the 2026 round, applicants had to meet the general conditions of article 48 of Civil Servants Law No. 657, not have reached the age of 35 as of 1 January 2026, hold a numerical ALES score of at least 70, and hold a foreign language score of at least 55.
ALES is the centralised examination administered by the Student Selection and Placement Centre (ÖSYM) and used in applications to graduate programs and in academic staff recruitment in Turkey. The announcement states that an ALES result remains usable for five years. Accepted language results in the 2026 round included YDS and e-YDS, YÖKDİL and e-YÖKDİL, e-TEP, and international examinations whose equivalence ÖSYM recognizes.
Two entry profiles were addressed separately. Applicants holding a master's with thesis in a listed field applied on the general thresholds. A master's with thesis is a graduate program completed through coursework and the preparation of a thesis. Applicants entering with a bachelor's degree alone faced the stricter combination used for direct doctoral entry: an undergraduate average of at least 3.00 out of 4.00 and a numerical ALES score of at least 80. An integrated doctorate is a route allowing admission directly into a doctoral program with a bachelor's degree, without a master's degree.
The undergraduate backgrounds accepted were wider than the field names suggest. YÖK's English announcement of 29 August 2026 lists computer engineering, software engineering, electrical engineering, mathematics, statistics and computer science among them, and Turkish coverage of the launch noted graduates of medicine, law and other engineering branches applying to programs whose conditions they meet.
We will strengthen Türkiye's capabilities in strategic fields through highly qualified human resources.
— Council of Higher Education (YÖK), 29 August 2026
Each applicant could make up to five preferences, spread across no more than two of the four priority fields.
How does the selection work, step by step?
Selection runs in four stages, and the score weights change between them. YÖK's Procedures and Principles, effective 16 July 2026, set a pre-evaluation that decides who sits the examination, a central written examination with a pass mark, a final ranking with different weights, and an appointment stage handled by the university. No oral examination is held at any point.
Application. Candidates apply electronically through YÖK's central application system during the announced window, which ran from 8 to 22 September 2026 in the first round, and list up to five program preferences across a maximum of two priority fields.
Pre-evaluation. A ranking score is calculated from 40 percent of the ALES score, 30 percent of the foreign language score and 30 percent of the undergraduate graduation average. Candidates equal to four times the announced quota are invited to the written examination.
Central written examination. ÖSYM administers one written examination, set for 28 November 2026 in the first round. Half the paper is a common core module and half is a field module. A result below 70 out of 100 is recorded as unsuccessful.
Final ranking. The final score combines 30 percent of the written examination, 25 percent of the undergraduate graduation average, 25 percent of the ALES score and 20 percent of the foreign language score. A final score below 70 is also recorded as unsuccessful. For each program, a principal list and a reserve list of the same size as the quota are drawn up.
The common core module covers mathematical foundations, probability, statistics and data literacy, algorithmic thinking and problem solving, and scientific reasoning and research literacy. The field module is divided evenly across the four priority fields, at 12.5 percent of the paper each, according to the 2026 selection announcement.
After the ranking, appointment to the research assistant position is made by the university under the legislation in force. The Procedures and Principles add two consequences worth noting: candidates who make false declarations have their scores reduced by 10 percent for one year and are barred from applying for two rounds, and doctoral students who do not complete their studies within the maximum periods lose the research assistant position.
What changed compared with the earlier system?
Before the amendment of 6 March 2026, doctoral admission in these fields was generally run by each university. A graduate school announced its quota, applied the thresholds in the Regulation on Graduate Education and Training, and assessed candidates through its own scientific assessment. A scientific assessment is a written or oral evaluation of subject knowledge administered by a university as part of its graduate admissions; it is not a centralised examination and its scope varies by program.
The 2026 route moves four of those decisions upward. YÖK decides the fields and the number of places, ÖSYM writes and administers a single paper, the weightings are fixed in regulation rather than chosen by the program, and the doctoral place arrives attached to a research assistant position.
Table 2: How doctoral selection in priority fields was generally organized before and after the amendment published in the Official Gazette of 6 March 2026, No. 33188.
Element of admission | Generally, before 6 March 2026 | Under the 2026 centralized route |
|---|---|---|
Who sets the quota | Each university's graduate school, within its own planning | Council of Higher Education (YÖK), by field and by institution |
Entrance assessment | Scientific assessment designed by the program, written or oral | One central written examination administered by ÖSYM, no oral stage |
Shortlisting rule | Set by the university within regulatory limits | Four times the quota, on ALES 40, language 30, undergraduate average 30 |
Final score formula | Varied between universities within regulatory limits | Fixed at written examination 30, undergraduate average 25, ALES 25, language 20 |
What the offer includes | A doctoral place | A doctoral place together with a research assistant position at the university |
Applicant nationality | Handled by each university's own international and domestic quotas | Split by regulation into a citizens' track and a separate foreign-nationals track |
One element did not change. Universities continue to admit doctoral students through their own graduate schools in every field, including these four. The centralized route added a channel; it did not close the existing one.

Can international applicants use this route?
Not in the 2026 round, and the reason is written into the regulation rather than left to practice. The seventh paragraph added to article 16 of the Regulation on Graduate Education and Training directs selection for Turkish citizens to the appointment regulation of 9 November 2018, and states that selection for foreign nationals is carried out within procedures and principles determined by the Council of Higher Education. No such procedures had been published as of 14 September 2026.
An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status. The 2026 selection announcement required applicants to meet the general conditions of article 48 of Civil Servants Law No. 657, which governs entry to public service, and the announcement contains no separate provision for foreign nationals.
The practical reading is narrow and worth stating precisely. The regulation does not exclude foreign nationals from priority-field doctoral programs as a category. It separates them into a track whose rules YÖK has yet to issue. Whether that track will exist in the next round, and on what conditions, is not something the published documents answer.
Meanwhile the ordinary route is unaffected. Turkish universities continue to admit international doctoral students through their own graduate schools under international student quotas, in these four fields as in others. YÖK's Internationalization Strategy Document 2024–2028, published in February 2025, recorded 11,027 international doctoral students and 31,438 international master's students in Turkey at the end of 2024, alongside more than 336,000 international students in total.
The scale of the centralized route also deserves context. Its 550 first-year places sit against 89,665 doctoral students enrolled across Turkey in 2025–2026, according to YÖK's Higher Education Statistics published on 27 March 2026. For an international applicant, the university-run route remains the path that is open and documented.
What is most often misread about the change?
Three readings of the 2026 change recur, and each one distorts a decision an applicant might make. The most common is that Turkey has centralized PhD admission generally. It has not. The route applies only to programs in fields designated by the Higher Education Executive Board, at institutions YÖK names, for the number of places YÖK announces.
The second is that the central written examination replaces ALES. It does not. The 2026 selection announcement requires a valid ALES result to apply at all, then uses that result again in both the pre-evaluation and the final ranking. A candidate who sits the examination on 28 November 2026 without a qualifying ALES score would not have reached the examination in the first place.
The third is that a high written examination score carries an application on its own. The final ranking gives the examination 30 percent. The undergraduate average and the ALES score contribute 25 percent each and the language score 20 percent, which means 70 percent of the final score is fixed before the examination room. A candidate below 70 on either the examination or the final score is recorded as unsuccessful regardless of the other.
Why the programme name and the selection route are not the same thing
YÖK announced the 2026 round under the name Türkiye Strategic Technology Human Resources Program on 29 August 2026. That name describes the policy initiative and its five-year ambition. The legal route it uses is the priority-fields doctoral selection created by the amendments of 6 March 2026, which is drafted in general terms and is not limited to the four fields named in the first round. Searching by the programme name alone can therefore miss the regulation that actually governs the process.
A fourth misreading concerns timing. The dates in this article belong to the 2026 round. Quotas, fields and calendars in this route are decided annually, so a date that was correct for the first round should not be carried into the next one without checking.
What should an international applicant do next?
The reasonable next step is to treat the centralized route as something to monitor and the university-run route as the one to act on. Doctoral admission through graduate schools continues in all four priority fields, with international student quotas, program-level conditions and calendars that each university publishes. Nothing in the 2026 amendments changed that path.
Monitoring the centralized route has a specific meaning here. The document that would open it to foreign nationals is a set of procedures and principles issued by YÖK under article 16, paragraph 7 of the Regulation on Graduate Education and Training. It would be published by YÖK, and it would define conditions, application mechanics and any examination arrangement. Until it appears, statements about how international applicants could join this route are speculation.
Preparation that helps in either route overlaps more than it differs. Recognition of a foreign qualification, language evidence, a defensible research direction and a supervisor whose work matches it are asked for by graduate schools and would plausibly matter under any centralized arrangement as well.
Check the Council of Higher Education website for procedures and principles covering foreign nationals in priority-field doctoral programs
Shortlist doctoral programs in computing, cybersecurity, hardware or artificial intelligence that admit international students directly through their graduate schools
Confirm each shortlisted program's application window and required documents on that university's own graduate school page
Verify which language certificates each graduate school accepts, and their validity periods
Start diploma recognition or equivalence procedures early, since processing times are outside the applicant's control
Identify potential supervisors whose published work matches your research direction, and contact them before the application window opens
Re-check field, quota and calendar decisions for the next round, because they are announced annually
Two seasonal points close this out. Graduate school calendars in Turkey generally cluster around the fall and spring intakes, so a program missed in one term often reopens in the next. And the centralized round's own dates moved within a single quarter in 2026, from the Procedures and Principles taking effect on 16 July 2026 to applications closing on 22 September 2026, which is a short cycle to track without checking directly.

Real-World Examples
The examples in this section are illustrative scenarios created to explain situations applicants may encounter.
Amina, reading the news from abroad. Amina holds a master's with thesis in computer engineering and reads a headline about 550 doctoral places in artificial intelligence in Turkey. She assumes the route is open to her and starts preparing for the November examination. Checking the selection announcement, she finds the reference to article 48 of Civil Servants Law No. 657 and no provision for foreign nationals. She redirects her effort to three graduate schools that publish international student quotas in artificial intelligence, and sets a reminder to check YÖK's site for the foreign-nationals procedures before the next round.
Deniz, deciding between two entry profiles. Deniz finished a bachelor's degree in statistics with a 3.20 average and has no master's degree. The general threshold of 70 in numerical ALES looks comfortable, but the bachelor's-entry profile requires at least 80. Rather than applying on the general figure, Deniz plans a further ALES attempt, and in parallel looks at thesis master's programs that would open the other entry profile in a later round. Either way the decision is made from the published conditions rather than from a summary.
Omar, whose documents are not ready. Omar has a language certificate that expired and a diploma awaiting recognition. He is drawn to the centralized route's fixed weightings, which look more predictable than program-designed assessments. Since the route is not open to him in the 2026 round, he uses the time differently: he renews the language certificate, starts the recognition procedure, and contacts two potential supervisors. The preparation carries over to whichever route he eventually uses.
Selin, applying to five preferences. Selin qualifies on every condition and spreads five preferences across cybersecurity and artificial intelligence, which is the maximum of two fields the announcement allows. She scores well in the pre-evaluation and is invited to the written examination. Reviewing the final formula, she notices that her undergraduate average and ALES score together account for half the final ranking, and adjusts her expectations about how much a strong examination day can shift her position.
What is Turkey's centralized PhD admission for priority fields?+
It is a doctoral selection route created by amendments published in the Official Gazette of 6 March 2026, No. 33188. The Council of Higher Education (YÖK) designates the fields, the institutions and the number of places, and the Student Selection and Placement Centre (ÖSYM) administers a single written examination for all applicants. Successful candidates are appointed to research assistant positions at the universities that hold the quota. The route runs alongside the admissions each graduate school already operates.
Which fields did the 2026 round cover?+
Four fields, according to YÖK's announcement of 29 August 2026: information technologies, hardware and computer systems, cybersecurity, and artificial intelligence and intelligent systems. YÖK announced 550 doctoral places across these four fields for the first year, presented under the name Türkiye Strategic Technology Human Resources Program, with a target of about 3,000 researchers over five years. Field designations are made annually, so the list for a later round is not settled by the 2026 announcement.
Can international students apply to the centralized PhD route in Turkey?+
Not in the 2026 round. The seventh paragraph added to article 16 of the Regulation on Graduate Education and Training routes foreign nationals to separate procedures and principles to be determined by the Council of Higher Education, and those procedures had not been published as of 14 September 2026. The 2026 selection announcement also requires the general conditions of article 48 of Civil Servants Law No. 657. International applicants continue to apply through university graduate schools under international student quotas.
Can I do a PhD in Turkey without a master's degree?+
Entry with a bachelor's degree alone is possible in Turkish doctoral admission, and the 2026 centralized round allowed it on stricter conditions: an undergraduate graduation average of at least 3.00 out of 4.00 and a numerical ALES score of at least 80, against the general floor of 70. An integrated doctorate is a route allowing admission directly into a doctoral program with a bachelor's degree, without a master's degree. Conditions for university-run admission are set by each graduate school.
Do I need ALES for a PhD in Turkey in 2026?+
For the centralized priority-fields route, yes. The 2026 selection announcement required a numerical ALES score of at least 70 to apply, and the score is used again in both the pre-evaluation and the final ranking. ALES results are stated in the announcement as usable for five years. For university-run doctoral admission, requirements are set by each graduate school and by the Regulation on Graduate Education and Training, and conditions applied to international applicants vary between universities.
Is there an interview or oral examination in the centralized route?+
No oral examination is held. The 2026 selection announcement describes a single-stage central written examination administered by ÖSYM, with no oral stage. That is one of the clearer differences from university-run doctoral admission, where a scientific assessment may be written, oral or both depending on the program. Candidates below 70 out of 100 on the written examination are recorded as unsuccessful, as are candidates whose final ranking score falls below 70.
What is in the written examination?+
The paper is split evenly. Half is a common core module covering mathematical foundations, probability, statistics and data literacy, algorithmic thinking and problem solving, and scientific reasoning and research literacy. The other half is a field module divided across the four priority fields at 12.5 percent each, according to the 2026 selection announcement. The examination for the first round was scheduled for 28 November 2026. Content descriptions are published with each round's announcement and should be checked against that round.
Does the centralized route replace normal university PhD admission in Turkey?+
No. Universities continue to run their own doctoral admissions through their graduate schools, in the four priority fields as well as in every other field. The 2026 amendments added a channel for programs, institutions and quotas that YÖK designates. For applicants who fall outside the centralized route, including foreign nationals as of 14 September 2026, the university-run path is the one that remains available.
How many programs can an applicant choose?+
Up to five preferences, spread across no more than two of the four priority fields, according to YÖK's 2026 announcement. Applications were made electronically through YÖK's central application system during the published window. Preference limits are set in each round's announcement rather than in the regulation, so the figure should be re-checked for any later round rather than assumed from the 2026 conditions.
What language certificates were accepted in the 2026 round?+
The 2026 selection announcement set a minimum foreign language score of 55 and listed YDS and e-YDS, YÖKDİL and e-YÖKDİL, e-TEP, and international examinations whose equivalence the Student Selection and Placement Centre (ÖSYM) recognizes. Accepted certificates and minimum levels for university-run doctoral admission are set separately by each graduate school and generally differ between Turkish-medium and English-medium programs.
What should international applicants do while the foreign-national procedures are not published?+
Apply through the route that is open. Graduate schools in Turkey admit international doctoral students in computing, cybersecurity, hardware and artificial intelligence under their own international student quotas, with their own calendars and conditions. In parallel, preparation transfers well: recognition of the foreign qualification, valid language evidence, a defined research direction and contact with potential supervisors. Checking the Council of Higher Education site for the foreign-nationals procedures is worth repeating before each intake season.
Does a place in the centralized route come with a research assistant position?+
Yes. The Procedures and Principles in force from 16 July 2026 state that candidates who earn a doctoral place are appointed to research assistant positions by the universities, under the legislation in force. The same document provides that students who do not complete their studies within the maximum periods set in the Regulation on Graduate Education and Training lose that position. Employment conditions are governed by public-service legislation rather than by the doctoral program itself.
