Introduction

Altınbaş University, a foundation university in Istanbul, lists six PhD programs in its Graduate Education Institute brochure for 2026–2027: Business Administration, Private Law, Public Law, International Relations, Electrical and Computer Engineering, and Pharmaceutical Sciences. International students apply online, with a recognized master’s degree with thesis as the standard entry route. One program is taught only in English, and two more run in both Turkish and English.

The university’s “About Us” page, accessed on 23 October 2026, reports 13 doctorate programs and states that more than 6,000 of its more than 10,000 students are international, coming from 105 countries. The difference between 13 and six is explained in the section on 2026–2027 programs. Doctoral study at Altınbaş is governed by the Altınbaş University Graduate Education and Training Regulation, first published in the Official Gazette on 26 February 2024 (issue 32472); the Graduate Education Institute publishes a version dated 20 July 2026.

This guide answers the questions international applicants ask most often: which programs accept applications, in which language each is taught, who is eligible, what the steps and dates are, and which exams count. The sources are Altınbaş University’s own regulation, brochure, academic calendar, program pages and International Office pages. Mezun Kampüsü compiled this overview so applicants can compare Altınbaş with other Turkish universities on the same terms. Application windows, program lists and exam rules change by academic year, so every date here is tied to 2026–2027.

What does an Altınbaş PhD thesis program involve?

A PhD at Altınbaş University is a thesis-based doctoral program run by the Graduate Education Institute. Under the Altınbaş University Graduate Education and Training Regulation (Official Gazette, 26 February 2024), a student admitted with a master’s degree completes at least 240 ECTS credits over a normal period of eight semesters. The program includes coursework, a qualifying examination, a thesis proposal and a supervised doctoral thesis.

At Altınbaş, the Graduate Education Institute plays the role of the graduate school. A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures. The institute brings social sciences, science and engineering, and health sciences programs under one administration.

According to the Graduate Education Institute’s English-language Frequently Asked Questions page, accessed on 23 October 2026, a post-master’s PhD contains these components:

  • at least seven courses and a seminar course

  • a qualifying examination

  • a thesis proposal

  • a thesis project prepared under a supervisor

A qualifying examination is the assessment of a doctoral student’s subject knowledge and research capability after the coursework stage, and is the condition for proceeding to the thesis stage. Article 34 of the Altınbaş regulation sets the deadline for the qualifying examination at the end of the fifth semester for master’s-entry students and the end of the seventh semester for bachelor’s-entry students.

After the qualifying examination, the doctoral thesis is followed by a committee. A Thesis Monitoring Committee is the committee that periodically evaluates and tracks the progress of a doctoral thesis. Under Article 35, the Altınbaş committee has three faculty members and is formed within one month of a successful qualifying examination. Article 36 requires at least three committee reports before a thesis can be concluded.

The final stage is a public thesis defense before a jury. Article 38 of the regulation adds that a student must meet a publication requirement approved by the University Senate before entering the defense. The details of that requirement are set by the Senate and are best confirmed with the Graduate Education Institute for each program.

Which Altınbaş PhD programs are open for 2026–2027?

The Graduate Education Institute’s 2026–2027 Graduate Brochure lists six doctoral programs: Business Administration, Private Law, Public Law, International Relations, Electrical and Computer Engineering, and Pharmaceutical Sciences. International Relations is taught in English. Business Administration and Electrical and Computer Engineering are offered in both Turkish and English, while Private Law, Public Law and Pharmaceutical Sciences are taught in Turkish.

The table below combines the 2026–2027 brochure with the individual program pages accessed on 23 October 2026.

The number six differs from the 13 doctorate programs reported on the university’s “About Us” page. Part of the gap is explained by the International Office program catalogue, which lists dentistry doctorates such as Orthodontics PhD (Turkish), Periodontology (English), Pediatric Dentistry and Prosthetic Dental Treatment, along with Healthcare Management. These programs are not in the 2026–2027 institute brochure. The Graduate Education Institute’s Turkish-language Health Sciences doctoral programs page, accessed on 23 October 2026, likewise lists Pharmaceutical Sciences as the only Health Sciences doctorate. The Graduate Education Institute’s announcements page shows that the Periodontology PhD program admitted candidates for Fall 2025–2026, in a notice dated 21 August 2025.

The institute’s own lists also vary. The English-language institute menu, accessed on 23 October 2026, shows five doctoral programs and omits Public Law, while the Turkish-language menu and the brochure include it. An applicant interested in a dentistry or health management doctorate should ask the Graduate Education Institute in writing whether that program accepts applications for 2026–2027.

Can international students apply without a master’s degree?

International students can apply to most Altınbaş University PhD programs only with a master’s degree. The International Office “Entry Requirements” page, accessed on 23 October 2026, states that PhD applicants must hold a master’s degree that includes a master’s thesis. The Altınbaş University Graduate Education and Training Regulation also allows bachelor’s-degree entry in specific cases, with stricter academic conditions.

An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status. The International Office defines eligible international applicants as holders of a citizenship other than Turkey and the Turkish Republic of Northern Cyprus.

Article 13 of the Altınbaş regulation sets three entry routes. The first is a master’s degree with thesis plus a minimum ALES score in the program’s score type. The second covers bachelor’s degrees of at least ten semesters, outside medicine, dentistry, veterinary medicine and pharmacy. The third is bachelor’s-degree entry, which requires a higher ALES score and a minimum undergraduate grade point average.

An integrated doctorate is a route allowing admission directly into a doctoral program with a bachelor’s degree, without a master’s degree. The Graduate Education Institute’s Frequently Asked Questions page names an International Relations integrated doctorate that admits bachelor’s graduates only. The 2026–2027 brochure, however, lists International Relations as a standard doctoral program without naming an integrated route, so availability for 2026–2027 is worth confirming.

The previous degree must also be recognized. The International Office page states that the bachelor’s degree should come from a university recognized by UK NARIC and that Master’s and PhD applicants need a certificate from the Council of Higher Education (YÖK). A Certificate of Recognition is a document confirming that a higher education institution abroad, and the specific program attended there, appear among the institutions recognised by the Council of Higher Education (YÖK); it does not mean the diploma has been declared equivalent to a Turkish qualification.

However, graduate institutes may require further documentation and/or exams results depending on the program of application.
— Altınbaş University International Office, Entry Requirements page, accessed 23 October 2026

Applicants whose earlier degree is in a different field may be asked to take extra courses. A scientific preparatory program is a set of completion courses that a student admitted to a graduate program from a different field must complete before beginning the main program.

How do you apply to an Altınbaş PhD program?

International applicants apply online through the Altınbaş University International Office application form or the Graduate Education Institute’s graduate application form. The 2026–2027 Graduate Academic Calendar sets the fall application and registration period from 1 June to 9 October 2026 and the spring period from 7 December 2026 to 26 February 2027. The fall 2026 window closed on 9 October 2026.

The sequence below follows the International Office application form, the International Office brochure and the 2026–2027 Graduate Academic Calendar.

  1. Choose a program from the 2026–2027 Graduate Brochure and check its language of instruction.

  2. Request a Certificate of Recognition for your previous university from the Council of Higher Education (YÖK), if the International Office asks for one.

  3. Prepare scanned copies of your diplomas, transcripts, passport and CV. The International Office brochure states that documents in a language other than English or Turkish must be translated and certified at a Turkish embassy or consulate.

  4. Take an accepted English exam, or obtain a Turkish proficiency certificate for a Turkish-taught program.

  5. Complete the online form. The form asks for university education details for postgraduate applicants and allows optional GRE or GMAT results.

  6. Wait for the evaluation. The International Office brochure states that eligible applicants receive an offer letter within 15 days; the Graduate Education Institute may add a written exam or interview under Article 13 of the regulation.

  7. Complete registration within the window in the academic calendar, then register for courses. For spring 2027, course registration runs from 18 to 29 January 2027.

The online form warns that illegible documents are not accepted and that the name on the application must match the applicant’s official identity document. Applicants who send clear scans the first time avoid a second round of requests.

Timing matters for international applicants because a visa and a student residence permit usually follow admission. A student residence permit is the residence permit granted to a foreign national studying in Turkey, allowing them to remain in the country for the duration of their studies. The International Office can explain the documents Altınbaş issues for that process.

Which English and Turkish exams does Altınbaş accept?

The Altınbaş University International Office accepts the university’s own English proficiency test, TOEFL iBT, PTE Academic, Cambridge FCE, CAE and CPE, and YDS for English-taught programs. Its “Entry Requirements” page, accessed on 23 October 2026, states that PhD applicants must submit a valid exam result at both application and registration, whatever the program’s language of instruction. For Turkish-taught programs, the page asks for a TÖMER B2 certificate.

Minimum scores differ by field group and exam, and the International Office publishes them per field group. Health Sciences, for example, does not accept PTE Academic. Applicants should read the exact minimum for their field on the International Office page, because thresholds can change between academic years.

The YDS is run by the Student Selection and Placement Centre (ÖSYM), the national testing body in Turkey. The Graduate Education Institute’s Frequently Asked Questions page adds that other foreign language exams count when ÖSYM and YÖK recognize them as equivalent to YDS.

Turkish-taught programs need proof of Turkish. TÖMER is the common name for the Turkish language teaching centres attached to Turkish universities, which provide Turkish courses and issue certificates of Turkish proficiency. Of the six programs in the 2026–2027 brochure, three are taught only in Turkish, so the TÖMER requirement applies directly to Private Law, Public Law and Pharmaceutical Sciences applicants.

Article 13(6) of the Altınbaş regulation leaves exemptions from the English requirement in English-taught doctoral programs to the University Senate. The International Office brochure stresses that TOEFL iBT must be taken at a test center. Applicants who hold an older certificate should check the two-year validity against both the application date and the registration date.

Which Altınbaş doctoral route suits which applicant?

The right Altınbaş University PhD route depends on three things: the language you can study in, the degree you already hold, and the time you can spend on campus. English speakers can choose International Relations or the English tracks of Business Administration and Electrical and Computer Engineering. Turkish speakers with a TÖMER certificate can add Private Law, Public Law and Pharmaceutical Sciences.

The regulation sets the general rule; the program pages show institutional practice. Under Article 33 of the Altınbaş University Graduate Education and Training Regulation, the normal period is eight semesters for master’s-entry students and ten semesters for bachelor’s-entry students. Those periods are set by the regulation for doctoral study in general. Class times and campuses, by contrast, are set program by program.

The maximum period of study is the longest duration set out in regulation within which a graduate program must be completed before the right to enrolment ends. At Altınbaş, Article 33 sets that maximum at twelve semesters for master’s-entry students and fourteen semesters for bachelor’s-entry students. Required courses must be finished within four semesters and six semesters respectively.

Prior coursework can shorten the taught stage. The Graduate Education Institute’s Frequently Asked Questions page states that up to two courses can be counted for master’s-entry doctoral students and up to four for bachelor’s-entry students.

Evening class schedules on two Altınbaş PhD program pages

The International Relations PhD program page states that classes run on weekdays from 19:00 to 22:00 at Gayrettepe Campus. The Electrical and Computer Engineering PhD program page lists weekday classes from 16:00 to 22:00, with the Turkish track at Gayrettepe Campus and the English track at Mahmutbey Campus. The other four program pages, accessed on 23 October 2026, do not state class times. Evening schedules can suit applicants who plan to work, but international students should check what their residence status allows before arranging employment.

Research focus is the final filter. The Electrical and Computer Engineering PhD page names research areas including artificial intelligence, computer vision, robotics, VLSI systems and computer communication networks. The International Relations page lists International Relations, Regional Studies and Political History as areas of specialization. Applicants who can match a proposed thesis topic to one of these areas, and to a potential supervisor, give the admissions committee a clear reason to accept them.

Do international PhD applicants need ALES at Altınbaş?

ALES is named in the Altınbaş University Graduate Education and Training Regulation as the standard admission exam for doctoral programs, but Altınbaş pages for foreign applicants treat it differently. The International Office “Entry Requirements” page, accessed on 23 October 2026, does not list ALES among PhD requirements, while the Graduate Education Institute’s Frequently Asked Questions page lists ALES and its GRE and GMAT equivalents.

ALES is the centralised examination administered by the Student Selection and Placement Centre (ÖSYM) and used in applications to graduate programs and in academic staff recruitment in Turkey. For applicants educated outside Turkey, the practical question is whether ALES, GRE or GMAT is expected for their program.

Two Altınbaş documents describe two admission channels. The Graduate Education Institute’s Frequently Asked Questions page lists an ALES result among PhD documents and says that GRE and GMAT scores are compared with ALES through the equivalence table published by ÖSYM. The International Office pages list diplomas, transcripts, a passport, a CV, a recognition certificate and a language result for PhD applicants, and the online form invites GRE or GMAT results as optional information.

Both statements can be accurate at the same time. Article 13(1) of the regulation frames doctoral admission conditions in terms of ALES, and the Graduate Education Institute’s Frequently Asked Questions page explains that GRE and GMAT scores are converted through ÖSYM’s equivalence table. The International Office route is the channel Altınbaş uses for applicants with international student status. The International Office entry requirements page also states that graduate institutes may require further documents or exam results depending on the program.

The practical reading is narrow: whether an international PhD applicant at Altınbaş must submit ALES, GRE or GMAT can vary by program and admission channel. The safest step is to ask the International Office in writing, naming the program and the semester, before booking any exam.

A related confusion concerns how candidates are ranked. Article 13(3) lets the University Senate set the weight of ALES at no less than half of the admission evaluation. The same article allows the university to admit on ALES alone or to add a written exam, interview or review of grades, so the evaluation method can differ between programs.

What should you do after choosing a PhD program?

After choosing an Altınbaş University PhD program, the next steps are to confirm the program’s 2026–2027 status, prepare recognized documents and a valid language result, and apply within the window in the 2026–2027 Graduate Academic Calendar. The spring 2027 application and registration period runs from 7 December 2026 to 26 February 2027, according to that calendar.

  • Confirm in writing with the Graduate Education Institute that your program accepts applications for spring 2027.

  • Ask the International Office whether your program requires ALES, GRE or GMAT for international applicants.

  • Request a Certificate of Recognition from YÖK if the International Office asks for one.

  • Book an accepted English exam, or a TÖMER exam for a Turkish-taught program, early enough to receive the result before 26 February 2027.

  • Translate and certify diplomas and transcripts that are not in English or Turkish.

  • Draft a short research statement that names a research area listed on the program page.

  • Ask the International Office which letters Altınbaş issues for visa and residence permit applications.

Applicants who missed the fall 2026 window, which closed on 9 October 2026, can use the spring 2027 window. Applicants aiming for fall 2027 should check the Graduate Education Institute’s calendar page for the 2027–2028 Graduate Academic Calendar.

Scholarship questions belong to the International Office and the Graduate Education Institute. The International Office brochure states that Altınbaş scholarships are awarded on academic merit. The Graduate Education Institute website also links to a scholarship opportunities page, and scholarship rules can differ between programs and academic years.

The program list itself can change between academic years. The 2026–2027 Graduate Brochure is the most specific institute source for the year, but the International Office catalogue and the “About Us” page give different counts. Checking the brochure, the program page and the academic calendar together before each application round gives the most reliable picture.

Real-World Examples

The examples in this section are illustrative scenarios created to explain situations applicants may encounter.

Amina, a master’s graduate in international relations. Amina holds a two-year master’s degree with thesis from a university in her home country and writes academic English comfortably. She wants an English-taught doctorate in Istanbul. The International Relations PhD at Altınbaş is listed as English-taught in the 2026–2027 brochure, so she checks that her TOEFL iBT result will still be within its two-year validity at registration. She asks the International Office whether a Certificate of Recognition from YÖK is needed for her university, and she prepares a short research statement on regional studies. She targets the spring 2027 window that closes on 26 February 2027.

Karim, an engineer with a bachelor’s degree only. Karim finished a four-year electrical engineering degree with strong grades and has no master’s degree. He reads that the International Office expects PhD applicants to hold a master’s degree with thesis, while Article 13 of the regulation allows bachelor’s entry under stricter conditions. He writes to the Graduate Education Institute to ask whether the Electrical and Computer Engineering PhD admits bachelor’s graduates for spring 2027. He also asks about a master’s with thesis at Altınbaş as an alternative route, since that path leads directly into the doctoral program later.

Leyla, a pharmacist planning a Turkish-taught doctorate. Leyla wants the Pharmaceutical Sciences PhD, which the 2026–2027 brochure lists as Turkish-taught. Her Turkish is conversational, not academic. Because the International Office asks for a TÖMER B2 certificate for Turkish-taught programs, she enrolls in a TÖMER course and plans her application for a later window. She uses the waiting period to prepare her translated documents and to read recent theses in the field, so her application is complete once her certificate arrives.

Daniel, a dentist interested in periodontology. Daniel sees a Periodontology doctorate on the Altınbaş International Office catalogue and notes that the Graduate Education Institute announced accepted Periodontology candidates on 21 August 2025. The 2026–2027 institute brochure, however, does not list the program. Instead of assuming either way, he emails the Graduate Education Institute to ask whether Periodontology will take applicants in spring 2027 or fall 2027. In parallel, he shortlists similar dentistry doctorates at other Istanbul universities so his plan does not depend on a single program.

Frequently Asked Questions

Does Altınbaş University offer PhD programs in English?+

Yes. The Graduate Education Institute’s 2026–2027 Graduate Brochure lists International Relations as an English-taught PhD program, and Business Administration and Electrical and Computer Engineering as programs offered in both Turkish and English. The Electrical and Computer Engineering page states that its English track runs at Mahmutbey Campus. The International Office catalogue also lists Periodontology as English-taught, but that program does not appear in the 2026–2027 brochure, so its status should be confirmed. Language of instruction can change between academic years.

How many PhD programs does Altınbaş University have?+

The answer depends on the source. The university’s “About Us” page, accessed on 23 October 2026, reports 13 doctorate programs. The Graduate Education Institute’s 2026–2027 Graduate Brochure lists six: Business Administration, Private Law, Public Law, International Relations, Electrical and Computer Engineering, and Pharmaceutical Sciences. The International Office catalogue adds dentistry doctorates and Healthcare Management. For a specific application round, the 2026–2027 brochure and a written confirmation from the Graduate Education Institute are the most reliable references.

Can I do a PhD at Altınbaş without a master’s degree?+

Possibly, but it is not the standard route. The International Office “Entry Requirements” page states that PhD applicants need a master’s degree with thesis. Article 13 of the Altınbaş University Graduate Education and Training Regulation also allows bachelor’s-degree entry with a higher ALES score and a minimum grade point average. The institute’s Frequently Asked Questions page mentions an International Relations integrated doctorate for bachelor’s graduates. Ask the Graduate Education Institute which programs accept bachelor’s applicants in your intended semester.

When is the Altınbaş PhD application deadline for spring 2027?+

The 2026–2027 Graduate Academic Calendar sets the spring application and registration period from 7 December 2026 to 26 February 2027. Course registration for spring runs from 18 to 29 January 2027, and spring classes run from 25 January to 30 April 2027. International applicants should also allow time for a visa after receiving an offer letter. Dates are set each academic year, so the 2027–2028 calendar will govern the following fall intake.

Do I need ALES to apply for a PhD at Altınbaş as a foreign student?+

It depends on the program and admission channel. The Altınbaş regulation names ALES as the standard doctoral admission exam, and the Graduate Education Institute’s Frequently Asked Questions page accepts GRE and GMAT through ÖSYM’s equivalence table. The International Office “Entry Requirements” page does not list ALES for international PhD applicants and treats GRE or GMAT as optional on the online form. Confirm the requirement for your program in writing before you book an exam.

Which English tests does Altınbaş accept for doctoral applications?+

The International Office accepts TOEFL iBT, PTE Academic, Cambridge FCE, CAE and CPE, YDS, and the Altınbaş School of Foreign Languages proficiency test. Most results are valid for two years. PTE Academic is not accepted for Health Sciences programs, and the TOEFL iBT Home Edition is not accepted. Minimum scores differ by field group and are published on the International Office “Entry Requirements” page. PhD applicants submit a valid result at both application and registration.

Can I study for a PhD at Altınbaş without TÖMER?+

Yes, if you choose an English-taught program or an English track. A TÖMER B2 certificate is requested for Turkish-taught programs, according to the International Office “Entry Requirements” page. In the 2026–2027 brochure, Private Law, Public Law and Pharmaceutical Sciences are Turkish-only, so applicants to those programs need Turkish proof. International Relations is English-taught, and Business Administration and Electrical and Computer Engineering have English tracks, where an English exam result is requested instead.

How long does a PhD at Altınbaş University take?+

A master’s-entry PhD has a normal period of eight semesters and a maximum of twelve, under Article 33 of the Altınbaş University Graduate Education and Training Regulation. A bachelor’s-entry PhD has a normal period of ten semesters and a maximum of fourteen. Required courses must be completed within four and six semesters respectively. Time spent in a scientific preparatory program is not counted in those periods. The actual duration depends on coursework, the qualifying examination and thesis progress.

What happens if my diploma is not recognized by YÖK?+

Recognition comes before evaluation. The International Office “Entry Requirements” page states that Master’s and PhD applicants need a certificate from the Council of Higher Education (YÖK) confirming that their previous institution is recognized in Turkey. If recognition is uncertain, contact YÖK and the Altınbaş International Office before applying, so you know which documents are needed. Applicants whose institution is not recognized can still consider other universities or degree routes after checking YÖK’s criteria.

Is a publication required to graduate from an Altınbaş PhD?+

A publication condition applies before the thesis defense. Article 38 of the Altınbaş University Graduate Education and Training Regulation states that a doctoral student must meet a publication requirement approved by the University Senate before entering the defense. Article 39 adds that other graduation conditions approved by the Senate, such as publications, projects or awards, may apply. The detailed rule can differ by program, so ask the Graduate Education Institute for the current Senate decision.
