A PhD in psychology in Turkey is a doctoral research degree offered through a university graduate school and governed by the Council of Higher Education (YÖK). International students can enter with a master’s degree or, at some universities, directly after a bachelor’s degree. Admission rules are set by each university within the national regulation. Funding comes mainly from the Türkiye Scholarships program and from university support such as tuition waivers.
The scale of doctoral study in Turkey is significant. YÖK’s Higher Education Statistics Bulletin of 27 March 2026 counts 89,665 doctoral students in the 2025–2026 academic year, across 208 higher education institutions. The same bulletin records 15,899 new doctoral registrations in 2025–2026 and 14,875 doctoral graduates in 2024–2025. YÖK’s Internationalization in Higher Education Strategy Document 2024–2028, published in February 2025, reports 11,027 international students enrolled at doctoral level at the end of 2024.
This guide covers the academic doctorate only, meaning the graduate school, thesis, supervisor and PhD program, not clinical licensing. It draws on YÖK publications, the European Commission’s Eurydice network, the Presidency for Turks Abroad and Related Communities (YTB) and official university pages. Application calendars and admission criteria change every semester, so dates are given as of October 2026.

What is a PhD in psychology in Turkey?
A PhD in psychology in Turkey is a doctoral program in which a student completes advanced courses, passes a qualifying examination and writes an original thesis under a supervisor. Every program follows the national Regulation on Graduate Education and Training, published in the Official Gazette on 20 April 2016 (No. 29690). Universities then add field-specific rules, research tracks and admission criteria through their own senates.
A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures. For psychology, the relevant unit is usually a graduate school of social sciences. The psychology department designs the courses and supervises research, while the graduate school handles applications, registration and the formal stages of the doctorate.
Psychology doctorates in Turkey are usually organized by subfield. Middle East Technical University (METU), in its admission criteria for the 2024/2025 Spring semester, lists doctoral programs in clinical, developmental, cognitive, social and traffic psychology, plus industrial and organizational psychology. Koç University’s application page for the Fall 2026/27 intake names four research tracks: clinical psychological science, cognitive psychology, developmental psychology, and social and industrial-organizational psychology. Hacettepe University’s psychology department states that it has offered a PhD since the mid-1970s, with its first graduates in 1978.
The degree is a research qualification. According to the Eurydice summary of Turkish doctoral education, updated on 18 September 2026, a doctorate entered with a master’s degree carries at least 240 ECTS credits, and one entered with a bachelor’s degree carries at least 300 ECTS credits. ECTS is the European Credit Transfer and Accumulation System, so these totals can be compared with doctoral programs elsewhere in Europe.
A PhD in psychology in Turkey is an academic research degree. Rules on professional titles and clinical practice are generally handled separately from the doctoral degree and fall outside the scope of this guide. Applicants who plan a clinical career should check those rules with the relevant national authority before choosing a program.
Can you apply with a master’s or a bachelor’s degree?
International applicants can generally enter a psychology PhD in Turkey through one of two routes. The first route is for holders of a master’s with thesis. The second, offered only by some programs, admits strong bachelor’s graduates directly. The two routes differ in course load, credit total and length, as set out in the Regulation on Graduate Education and Training and summarized by Eurydice on 18 September 2026.
A master’s with thesis is a graduate program completed through coursework and the preparation of a thesis. Applicants holding a master’s with thesis follow the standard doctoral route. Eurydice describes the standard doctoral route as entry with a thesis-based master’s, so applicants holding a master’s without thesis should check each program’s conditions before applying.
An integrated doctorate is a route allowing admission directly into a doctoral program with a bachelor’s degree, without a master’s degree. Not every psychology program offers it. METU’s 2024/2025 Spring criteria list a “PhD on BS” track for four psychology programs: clinical, cognitive, social and traffic psychology. Koç University states that its psychology PhD accepts applicants with a bachelor’s diploma or higher, but its clinical psychological science track asks for a master’s in clinical psychology.
Applicants from a different field can also be admitted in some cases. A scientific preparatory program is a set of completion courses that a student admitted to a graduate program from a different field must complete before beginning the main program. Time spent in a scientific preparatory program is not counted in the standard doctoral durations shown in Table 1.
Table 1. Two entry routes to a psychology PhD in Turkey, compared by course load, credits and duration

How does a psychology PhD run from coursework to thesis defense?
A psychology PhD in Turkey moves through five formal stages: coursework, a qualifying examination, a thesis proposal, periodic thesis monitoring and a final thesis defense. The Regulation on Graduate Education and Training sets the order and the outer time limits for each stage. Universities set the details, such as the exam format and the timing within those limits, through senate-approved rules.
Coursework comes first. Students admitted with a master’s degree complete at least seven courses within four semesters, according to Eurydice’s summary updated on 18 September 2026. Students admitted with a bachelor’s degree complete at least 14 courses within six semesters. Course content is set by each psychology department and its research tracks.
A qualifying examination is the assessment of a doctoral student’s subject knowledge and research capability after the coursework stage, and is the condition for proceeding to the thesis stage. Students admitted with a master’s degree take it by the end of the fifth semester at the latest. Students admitted with a bachelor’s degree take it by the end of the seventh semester. Eurydice reports that a student who fails is examined again in the following semester, and a second failure ends enrollment.
A Thesis Monitoring Committee is the committee that periodically evaluates and tracks the progress of a doctoral thesis. Eurydice states that the committee is formed within one month of passing the qualifying examination. The student then defends a thesis proposal orally within six months.
The thesis monitoring committee consists of three faculty members.
— European Commission, Eurydice, Third-cycle (PhD) programmes: Türkiye, updated 19 May 2025
According to Eurydice’s summary of 18 September 2026, the student must pass at least three monitoring committee reviews before the defense. The university regulation of Ondokuz Mayıs University, published in the Official Gazette on 3 April 2017, specifies that its committee meets at least twice a year.
The final stage is the oral thesis defense before a jury, which decides by simple majority to accept, require corrections or reject the thesis. The Ondokuz Mayıs University regulation sets its jury at five members including the supervisor, at least two from outside the university. Publication requirements before the defense vary between universities.
Track Your Academic Process in One Account
Log InWhich documents and tests do psychology PhD applicants need?
Psychology PhD applicants in Turkey are generally asked for transcripts, diplomas, reference letters, a statement of purpose and proof of language proficiency. Many programs also ask for a standardized test score. The exact list varies by university and by research track, so each program’s call for applications is the final reference, as METU and Koç University both state on their admission pages.
Standardized tests differ by applicant group. ALES is the centralised examination administered by the Student Selection and Placement Centre (ÖSYM) and used in applications to graduate programs and in academic staff recruitment in Turkey. Eurydice reports that the ALES score must carry at least 50% weight in doctoral admission where it is used. International applicants are often asked for an equivalent test instead. Koç University’s psychology PhD page asks international applicants for the GRE and the TOEFL.
Reference letters are standard. METU’s 2024/2025 Spring criteria ask for two reference letters for each psychology PhD program. Koç University asks for at least three, together with a motivation letter or statement of purpose. Several programs also hold a written exam or interview. Koç University describes a science exam on research design and scientific logic for shortlisted applicants.
Degree documents may need formal recognition. A Certificate of Equivalence is the Council of Higher Education’s formal determination of which Turkish qualification, in which field and at which level, a diploma obtained abroad corresponds to. Koç University’s clinical track asks for Turkish equivalence of a clinical psychology master’s obtained abroad.

For Turkish-medium programs, a Certificate of Turkish Proficiency is the document showing an applicant’s level of Turkish and required for admission to Turkish-medium programs; the accepted level varies between universities. English-taught programs ask for an English score instead; Koç University names the TOEFL and METU names its own English Proficiency Exam.
How do psychology PhD programs differ between graduate schools?
Psychology PhD programs in Turkey share the national framework but differ in language of instruction, research tracks, accepted tests and entry routes. METU lists criteria for each subfield separately, Koç University runs one program with four tracks, and Hacettepe University offers a long-established department with several subfields. The table below compares the three using each university’s own published information as of October 2026.
Table 2. Three psychology PhD providers in Turkey, compared by structure, language and application requirements

Institutional practice is not a national rule. METU’s clinical psychology PhD asks for a bachelor’s degree in psychology. Koç University’s clinical track asks for a master’s in clinical psychology. Both are institutional choices made within the same national regulation.
Admission tables also change by semester. METU publishes a separate criteria page for each intake, with its 2025/2026 Fall table last updated on 15 May 2025, and Koç University’s page shows the Fall 2026/27 application period as closed.
Rules for applicants who studied abroad are also set locally. The Ondokuz Mayıs University regulation of 3 April 2017, for example, leaves admission rules for graduates of universities abroad to the university senate.

How can international students fund a psychology PhD?
International students usually fund a psychology PhD in Turkey through three channels: the government’s Türkiye Scholarships program, support from the university itself, and research project funding. Each channel has its own eligibility rules and calendar. Fees and stipends vary by university and academic year, so applicants should compare the coverage each channel describes rather than expect one standard package.
Türkiye Scholarships is administered by YTB. YTB’s announcement of 15 January 2026 states that 2026 applications were received between 10 January and 20 February 2026, at associate, undergraduate, graduate and doctoral levels. The announcement lists university and department placement, a monthly stipend, tuition, health insurance, housing support and flight ticket opportunities among the support provided. The Türkiye Scholarships program page sets an age limit of under 35 for PhD applicants.
Demand for Türkiye Scholarships is high. YTB reported on 26 February 2026 that the 2026 round received nearly 200,000 applications, compared with around 10,000 in the program’s first year, 2012. Keeping university-funded options open in parallel is a sensible precaution.
University funding is the second channel. Koç University’s Graduate School of Social Sciences and Humanities states that its PhD students receive a tuition waiver, private health insurance with limited benefits and meal cards. It adds that monthly stipends are available to a limited number of students based on academic merit.
Koç University Ph.D. Programs admit all students with tuition waiver.
— Koç University Graduate School of Social Sciences and Humanities, Financial Aid page, accessed 16 October 2026
Project funding is the third channel. Koç University notes that PhD students may be supported through projects of the Scientific and Technological Research Council of Türkiye (TÜBİTAK), European Union projects, corporate funding or faculty research projects. Research assistant positions also exist across Turkish universities. YÖK’s bulletin of 27 March 2026 counts 39,678 research assistants in 2025–2026, although the conditions for international applicants to hold such positions vary.
Confirm any funding in writing before accepting an offer, because coverage and conditions differ between programs and academic years.
Is TÜBİTAK 2215 still open for PhD applicants?
No. TÜBİTAK’s 2215 Graduate Scholarship Programme for International Students no longer accepts applications. TÜBİTAK announced on 16 October 2015 that its Science Board had removed the 2215 program, together with the 2235 program for least developed countries. The same announcement directed international students looking for study funding in Turkey to the Türkiye Scholarships program instead.
The confusion has a clear source. TÜBİTAK’s English announcement of the 2014 call, published on 10 January 2014, can still be found online, with an application deadline of 28 February 2014. University announcement pages and scholarship listing sites have also kept descriptions of the 2215 program for years. A reader who finds one of these pages without its date can easily take it as a live opportunity.
The 2014 call itself shows how broad the 2215 program once was. TÜBİTAK’s announcement listed social sciences and humanities among its eligible fields, which is why psychology applicants often found it in searches. The same 2014 text also stated that clinical sciences were outside its scope.
Two practical checks help with any scholarship page found online. The first is the publication date: an announcement older than the current academic year describes a past call, not an open one. The second is the publisher: an official page from TÜBİTAK, YTB or the university itself carries more weight than a listing site that copies announcements without dates.
TÜBİTAK funding can still reach doctoral students in another form. Koç University’s Financial Aid page notes that PhD students may be funded through TÜBİTAK projects led by faculty members. For a psychology PhD applicant, that usually means a place on a funded project, arranged through a prospective supervisor rather than through a direct scholarship application.
Undated university funding pages, such as Koç University’s Financial Aid page, should also be confirmed with the graduate school for the intake year.
What should you do next?
The next step is to match your degree, subfield and funding plan to specific programs, then work backwards from their deadlines. Start with the entry route that fits your qualifications, shortlist programs by research track, and check each graduate school’s call for the exact semester. Then plan the Türkiye Scholarships window and university applications side by side, since their calendars do not align.
A practical sequence looks like this:
Identify your route: master’s with thesis, bachelor’s degree, or a different field that may need preparatory courses.
List faculty members whose research matches your subfield.
Check the current criteria page of each graduate school, because METU and other universities publish a new one for each intake.
Note the Türkiye Scholarships window; the 2026 round ran from 10 January to 20 February 2026, and the next round’s dates should be confirmed on the YTB website.
Ask each graduate school how international applicants submit equivalent test scores and degree documents.
Prepare for the residence step after admission.
Admission is followed by an administrative stage. A student residence permit is the residence permit granted to a foreign national studying in Turkey, allowing them to remain in the country for the duration of their studies. METU’s International Students Office states, on a page updated on 15 October 2026, that international students in master’s and doctoral programs apply for this permit, which the Presidency of Migration Management decides on. The METU page also notes that the Ankara Migration Office does not process files submitted more than 30 days after the online application date.
A short, specific email to a potential supervisor about research fit can clarify whether a program has capacity in your area and whether project funding exists.
Finally, keep a record of every date you rely on. Calls for applications, test requirements and funding terms change between semesters, and the dates in this guide reflect official pages as of October 2026.

Real-World Examples
The examples in this section are illustrative scenarios created to explain situations applicants may encounter.
Amira, master’s graduate in cognitive psychology. Amira holds a master’s with thesis and wants to study memory and attention. She finds two English-taught programs with a cognitive track and compares their admission pages for the same intake. One asks for an international graduate test score, the other for a local exam or an accepted equivalent. Amira writes to both graduate schools to confirm which of her scores is accepted. She also emails a faculty member whose memory research matches her thesis. The reply helps her decide which program to list first in her Türkiye Scholarships application, while she applies to the second program directly as a backup.
Daniel, bachelor’s graduate aiming for social psychology. Daniel finished a four-year psychology degree with strong research experience but no master’s. He learns that some programs admit bachelor’s graduates directly into a longer doctorate with a heavier course load. He compares the standard length of each route and accepts that his path would take around ten semesters. Daniel shortlists programs that offer a direct-entry track in social psychology and checks that his transcripts meet each program’s published conditions for that track. He also asks one graduate school whether his undergraduate research project can support his statement of purpose, and plans his reference letters around the two lecturers who supervised that work.
Leyla, clinical psychology master’s from abroad. Leyla wants a clinical psychology doctorate in Istanbul. The program she prefers asks for Turkish equivalence of a clinical master’s obtained abroad. She contacts the graduate school to ask when equivalence documents must be submitted and begins the process early, since it involves a separate institutional review. While waiting, she prepares her reference letters and statement of purpose so that her application is ready once the equivalence step is complete. She also keeps a second option open: a program whose clinical track lists different document conditions, so that a delay in one process does not end her plans for the intake.
Kofi, searching for funding. Kofi finds a scholarship listing describing TÜBİTAK 2215 as open. He checks the publication date and finds the page is several years old. He then confirms through TÜBİTAK’s own announcement that the program closed in 2015. Kofi redirects his plan to the Türkiye Scholarships window and to universities that describe tuition waivers for admitted doctoral students. He also asks prospective supervisors whether they lead funded projects that recruit doctoral students. Two faculty members reply, and one describes a project that may take on a doctoral student in the following academic year.

Browse UniversitiesFrequently Asked Questions
Can international students do a PhD in psychology in Turkey?+
Yes. International students can apply to psychology PhD programs at Turkish universities through each university’s graduate school. An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status. YÖK reported 11,027 international doctoral students across all fields at the end of 2024. Admission conditions are set by each university, so read the current call for your intended semester.
Can I do a PhD in psychology in Turkey without a master’s?+
In some programs, yes. An integrated doctorate is a route allowing admission directly into a doctoral program with a bachelor’s degree, without a master’s degree. METU’s 2024/2025 Spring criteria list this “PhD on BS” option for four psychology programs. According to Eurydice, the bachelor’s route requires at least 14 courses and 300 ECTS, with a standard length of 10 semesters. Clinical tracks often ask for a master’s, so check each track separately.
How long does a PhD in psychology take in Turkey?+
The standard length is eight semesters for students admitted with a master’s degree and ten semesters for those admitted with a bachelor’s degree. The longest permitted periods are 12 and 14 semesters respectively, according to Eurydice’s summary of 18 September 2026. Time spent in a scientific preparatory program is not counted. Koç University describes its psychology PhD as a four-year full-time program. Actual completion time depends on thesis progress and the university’s own rules.
Are psychology PhD programs in Turkey taught in English?+
Some are taught in English and others in Turkish. Koç University states that its psychology PhD is taught in English, and METU asks psychology PhD applicants for a score on its English Proficiency Exam or an accepted equivalent. Turkish-medium programs generally ask for proof of Turkish proficiency instead, and the accepted level varies between universities. TÖMER is the common name for the Turkish language teaching centres attached to Turkish universities, which provide Turkish courses and issue certificates of Turkish proficiency.
Do I need ALES or the GRE for a psychology PhD in Turkey?+
It depends on the university and your applicant group. ALES is used widely in Turkish graduate admissions, and Eurydice reports that it carries at least 50% weight where it is applied. Many universities accept international equivalents. Koç University’s psychology PhD page asks international applicants for the GRE, while METU’s criteria list ALES alongside accepted equivalents. Confirm the accepted test and its conversion with the graduate school before booking an exam.
Is there a PhD in clinical psychology in Turkey?+
Yes. Clinical psychology is offered at doctoral level as an academic research program at several universities, including METU and Koç University. METU lists a clinical psychology PhD that asks for a bachelor’s degree in psychology. Koç University offers a clinical psychological science track that asks for a master’s in clinical psychology, with Turkish equivalence if the degree was obtained abroad. The doctorate is a research degree; rules for professional practice and titles are separate and should be checked with the relevant authority.
How can I get a scholarship for a psychology PhD in Turkey?+
The main government route is Türkiye Scholarships, administered by YTB. The 2026 round accepted applications from 10 January to 20 February 2026, and PhD applicants must be under 35. Universities also offer support; Koç University states that it admits all its PhD students with a tuition waiver. Faculty-led research projects can be a further source. Calendars and coverage change by year, so confirm each option on the official page.
Is the TÜBİTAK 2215 scholarship available for psychology PhD students?+
No. TÜBİTAK announced on 16 October 2015 that the 2215 Graduate Scholarship Programme for International Students had been removed and would no longer accept applications. Pages describing the 2215 program usually date from earlier calls, such as the 2014 call. TÜBİTAK’s own announcement directed international students to the Türkiye Scholarships program instead. Doctoral students may still receive support through TÜBİTAK-funded research projects led by faculty members.
Do I need my foreign diploma recognized to apply for a psychology PhD?+
Some programs ask for it, especially in clinical tracks. Koç University’s clinical psychological science track asks for Turkish equivalence of a clinical psychology master’s obtained abroad. Other programs may request recognition or equivalence documents at registration rather than at application. Requirements differ between universities and between tracks in the same university, so ask the graduate school which documents it expects and at which stage.
Do international PhD students need a residence permit in Turkey?+
Yes, international doctoral students generally apply for a student residence permit after admission. METU’s International Students Office states, on a page updated on 15 October 2026, that students in master’s and doctoral programs apply for this permit, which the Presidency of Migration Management decides on. The METU page notes a 30-day processing limit from the online application date. Steps and timing can differ by city, so follow your university’s international office guidance.
