Introduction

A PhD in Turkey for international students is a doctoral program run by a university graduate school under the Council of Higher Education (YÖK) Regulation on Graduate Education and Training. Admission is decided by the university, not by a central placement office. The program combines coursework, a qualifying examination, a thesis proposal defense and a thesis defense, and it is normally open to applicants who already hold a recognized master's degree.

Turkey runs a large doctoral system. YÖK's Higher Education Statistics Bulletin of 27 March 2026 records 89,665 doctoral students in 2025–2026 and 14,875 doctoral graduates in 2024–2025. That scale matters: most graduate schools have handled international admissions before and publish written procedures.

The answers below draw on the regulation published in the Official Gazette on 20 April 2016, on YÖK statistics, and on the Presidency of Migration Management and YTB. Mezun Kampüsü brings the programme and announcement side together in one place. As of August 2026, the rules reflect the regulation in force; application periods and scholarship conditions should be checked at source.

What is a doctorate in Turkey, and who sets the rules?

A doctorate in Turkey is a thesis-based research degree governed by the Council of Higher Education (YÖK) Regulation on Graduate Education and Training, published in the Official Gazette on 20 April 2016. Universities deliver it through a graduate school. A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures.

The word doctorate reads two ways in English. This guide covers the academic PhD: a supervised research degree ending in a thesis defense, not the licensing route that allows a qualified physician to practise medicine in Turkey.

Under Article 17 of the regulation, a doctoral program entered with a master's with thesis consists of at least seven courses and at least 240 ECTS credits. A master's with thesis is a graduate program completed through coursework and the preparation of a thesis. For candidates admitted with a bachelor's degree, the same article sets at least fourteen courses and at least 300 ECTS credits.

The degree runs through defined stages, not one open block of research:

  • Coursework and a seminar, within the period the regulation allows.

  • A qualifying examination. A qualifying examination is the assessment of a doctoral student's subject knowledge and research capability after the coursework stage, and is the condition for proceeding to the thesis stage.

  • A thesis proposal defended before a committee.

  • Progress review by a Thesis Monitoring Committee. A Thesis Monitoring Committee is the committee that periodically evaluates and tracks the progress of a doctoral thesis.

  • A thesis submitted and defended before a jury.

Supervision sits at the centre of all five stages. YÖK's bulletin of 27 March 2026 records 189,868 teaching staff, of whom 42,195 hold the title of professor.

Who can apply, and by which route?

Two routes lead into a Turkish PhD program. The standard one is entry with a master's with thesis. The second is the integrated doctorate. An integrated doctorate is a route allowing admission directly into a doctoral program with a bachelor's degree, without a master's degree. Both appear in the Regulation on Graduate Education and Training and are open to international students.

An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status. Graduate schools weigh the academic record, a research statement, language evidence, and in many programs an interview or a scientific assessment. A scientific assessment is a written or oral evaluation of subject knowledge administered by a university as part of its graduate admissions; it is not a centralised examination and its scope varies by program.

The regulation also starts a clock at registration. The maximum period of study is the longest duration set out in regulation within which a graduate program must be completed before the right to enrolment ends. The two routes differ.

Applicants from a different discipline may first be asked to complete a scientific preparatory program. A scientific preparatory program is a set of completion courses that a student admitted to a graduate program from a different field must complete before beginning the main program. That period is counted separately from the durations above.

Which documents does a doctoral application need?

A doctoral application file in Turkey generally contains the entry diploma and transcript, evidence that the awarding institution is recognized, language evidence, a passport copy, a research statement and academic references. Each graduate school sets the exact list in its announcement, so two universities can ask for different documents in the same period.

Recognition and equivalence differ, and confusing them delays files. A Certificate of Recognition is a document confirming that a higher education institution abroad, and the specific program attended there, appear among the institutions recognised by the Council of Higher Education (YÖK); it does not mean the diploma has been declared equivalent to a Turkish qualification. A Certificate of Equivalence is the Council of Higher Education's formal determination of which Turkish qualification, in which field and at which level, a diploma obtained abroad corresponds to.

For doctoral-level qualifications the responsible body differs again.

Equivalence process of doctoral and higher diplomas is done by Interuniversity Board
— Council of Higher Education (YÖK), Study in Türkiye Frequently Asked Questions, accessed 22 August 2026

Foreign documents also need to work in Turkey as legal documents. An apostille is a certification attached to an official document that makes it valid in another country that is party to the Hague Convention. Where the issuing country sits outside it, consular certification applies.

Language evidence follows the language of instruction. Turkish-medium programs generally ask for a Certificate of Turkish Proficiency, the document showing an applicant's level of Turkish and required for admission to Turkish-medium programs; the accepted level varies. YÖK's Study in Türkiye information states that the Turkish Proficiency Exam is conducted three times a year.

How does the admission process run?

Doctoral admission in Turkey runs through the university's graduate school from start to finish. The graduate school publishes an announcement with quotas, documents and dates; applicants apply online; the department evaluates the file and usually holds an interview or a scientific assessment; results are published; and successful applicants register within a stated window. No single national application portal exists for doctoral study.

The sequence below reflects how graduate schools describe the process; steps and their order vary between universities and terms.

  1. Identify the department and research area, and read the graduate school's most recent announcement in full.

  2. Contact prospective supervisors where invited, and prepare a research statement matching an active research group.

  3. Assemble the file: diploma, transcript, passport copy, language evidence and recognition documents where required.

  4. Apply online within the published period, following the format rules for uploaded documents.

  5. Attend the interview or scientific assessment, in person or online as announced.

  6. Check the published results and the objection period stated in the announcement.

  7. Register within the enrolment window, submitting original or certified documents.

  8. Complete post-registration administration, including the residence permit application and health insurance.

Quotas for international applicants are usually announced separately. An international student quota is the application quota reserved for international students in higher education programs, separate from the general quota. Because they are set programme by programme, the places in one department say nothing about another.

YÖK's bulletin of 27 March 2026 records 15,899 new doctoral registrations for 2025–2026 across 208 higher education institutions, so department-level places are limited.

What happens after admission to a PhD program?

After registration a doctoral student in Turkey moves through four regulated stages: credited coursework with a seminar, the qualifying examination, the thesis proposal defense, and the thesis defense. The Regulation on Graduate Education and Training attaches a deadline to each, and a Thesis Monitoring Committee tracks progress from the proposal onward.

Coursework comes first. Under Article 17, students admitted with a master's with thesis complete credited courses within four semesters, and those admitted with a bachelor's degree within six. Under Article 19 the qualifying examination is held in two parts, written and oral, and a student who succeeds in the written part proceeds to the oral part.

Article 20 provides that a Thesis Monitoring Committee is formed of three faculty members: the supervisor plus one from inside and one from outside the department. Article 21 requires the student to defend a thesis proposal covering the aim, method and work plan within six months of passing the qualifying examination.

Progress is measured against fixed points. A student planning fieldwork abroad or a long data-collection period should map it against the deadlines above, and ask the graduate school how leave of absence is treated there.

How is doctoral study in Turkey funded?

Funding for international doctoral students in Turkey comes from three directions: government scholarship programs, university-based research and teaching positions, and self-funding. The Presidency for Turks Abroad and Related Communities (YTB) runs Türkiye Scholarships, the main government program, and its own information indicates that around 15,000 international students in Turkey hold one.

Türkiye Scholarships publishes eligibility conditions centrally. For doctoral candidates the program states an upper age limit of 35 and a minimum academic achievement level of 75 percent, and it excludes Turkish citizens, people who have lost Turkish citizenship, and applicants already enrolled at a Turkish university at the same level. YTB lists the support categories: tuition coverage, accommodation, health insurance and a Turkish language course.

University-based routes matter at least as much. Research assistant and project-based positions sit inside the academic staff structure, which is why approaching a research group early is often more useful than applying to a program in the abstract.

Paid work alongside a doctorate is possible but conditional. YÖK's Study in Türkiye information states that graduate and doctoral students can work by obtaining a work permit, a separate procedure from the residence permit.

Legal status runs in parallel. A student residence permit is the residence permit granted to a foreign national studying in Turkey, allowing them to remain in the country for the duration of their studies; the Presidency of Migration Management issues it under Articles 38 to 41 of Law No. 6458 on Foreigners and International Protection. General Health Insurance is the social security coverage providing access to healthcare services in Turkey, and its application period for international students is limited.

What do applicants most often misunderstand?

Three points cause most of the confusion in English-language material about doctoral study in Turkey: the status of certain scholarship programs, the difference between recognition and equivalence, and the meaning of the maximum period of study. Each has a documented answer worth checking before a file is built on an assumption.

The first concerns scholarships. The Scientific and Technological Research Council of Türkiye (TÜBİTAK) previously ran programme 2215, the Graduate Scholarship Programme for International Students, and programme 2235, the Graduate Scholarship Programme for Least Developed Countries. TÜBİTAK's own announcement page states that both were repealed by decision of its Science Committee and no longer accept applications, directing international applicants to Türkiye Scholarships. Guides still listing programme 2215 as open describe a closed route.

The second concerns documents. A Certificate of Recognition and a Certificate of Equivalence answer different questions, and a graduate school asking for one is not asking for the other. Applying for equivalence when only recognition was requested adds weeks for no admission benefit.

The third concerns time. The maximum period of study is a regulatory limit on completion, not a target duration. Under Article 17 the normal duration is eight semesters for entry with a master's with thesis, against a maximum of twelve, and the gap works as a planning buffer rather than an entitlement.

How to check whether a scholarship route is still open

Announcement pages for government scholarship programs carry a status line and a date. Read the awarding institution's own page rather than a summary, look for a repeal or closure notice, and check whether the most recent call belongs to the open application cycle. Where a page carries no date, treat it as unconfirmed and write to the institution first.

What should an applicant do next?

The next step for most applicants is narrowing the search from the country to the department. Doctoral admission in Turkey is decided at department level, so the useful work is identifying three or four research groups whose published work matches the intended thesis, then reading each graduate school's announcement closely.

Timing shapes the order of that work. Recognition, apostille or consular certification, and Turkish language certification sit outside the university's control and take their own time, while the graduate school sets the application window. Starting with the longest-lead documents is safer.

  • Shortlist three or four departments whose published research matches the intended thesis.

  • Download each graduate school's announcement and note its dates and documents.

  • Confirm whether target programs are taught in Turkish or English, and which language evidence each accepts.

  • Start the recognition, apostille or consular certification procedures for the diploma and transcript.

  • Prepare a research statement written for a specific research group.

  • Check the Türkiye Scholarships conditions and calendar published by YTB.

  • Plan the residence permit and health insurance steps for after registration.

With 15,899 new doctoral registrations recorded across 208 institutions in 2025–2026 in YÖK's bulletin of 27 March 2026, an application showing a clear research fit does more than one showing general interest. Treat every date as provisional until confirmed at source: calendars, quotas and scholarship conditions are set for a single academic year.

Real-World Examples

The examples in this section are illustrative scenarios created to explain situations applicants may encounter.

Amina, entering with a master's with thesis. Amina holds a master's with thesis in environmental engineering from a university outside Turkey and wants to stay in that field. She shortlists three departments, writes to two research groups, and builds a research statement around a topic one already works on. Her graduate school's announcement asks for a Certificate of Recognition rather than a Certificate of Equivalence, so she applies only for recognition. She maps the document timeline backwards from the deadline, starting with the apostille.

Chen, considering the integrated doctorate. Chen holds a bachelor's degree in mathematics with a strong academic record and no master's degree. Reading Article 17 of the Regulation on Graduate Education and Training, he sees the integrated doctorate carries at least fourteen courses and 300 ECTS credits, against seven courses and 240 ECTS for master's entry, and that the qualifying examination falls by the end of the seventh semester rather than the fifth. He asks whether the department has admitted bachelor's-entry candidates before.

Yusuf, arriving from a different discipline. Yusuf has a master's with thesis in sociology and wants to move into public policy. The department accepts his application but attaches a scientific preparatory program, a set of completion courses to finish before the main program begins. He confirms with the graduate school that this period is counted separately from the durations in the regulation, adjusts his research plan by two semesters, and asks how the university's own rules treat scientific preparation when progress is calculated.

Leyla, planning the administrative side. Leyla is admitted to a Turkish-medium doctoral program and turns to the steps after registration. She applies for a student residence permit through the Presidency of Migration Management, which issues it under Articles 38 to 41 of Law No. 6458. She then arranges General Health Insurance within the limited application period the regulation allows. Intending to take paid research work later, she notes that graduate and doctoral students can work by obtaining a work permit.

Discover Universities and Academic Opportunities

Doctoral admission is decided at department level, so the comparison that matters is between graduate schools and their academic areas.

Browse Universities
Can international students do a PhD in Turkey without a master's degree?+

Yes, through the integrated doctorate, which allows admission directly into a doctoral program with a bachelor's degree. Article 17 of the Regulation on Graduate Education and Training sets a heavier load for this route: at least fourteen courses and at least 300 ECTS credits. Universities attach further conditions and availability varies by department.

How long does a doctorate in Turkey take?+

Under Article 17 of the Regulation on Graduate Education and Training, the normal duration is eight semesters for a student admitted with a master's with thesis and ten semesters for one admitted with a bachelor's degree. The maximum period of study is twelve and fourteen semesters respectively. Completion times vary by field and by thesis.

Is a Turkish PhD taught in Turkish or in English?+

Both exist. The language of instruction is set programme by programme, and one university can run Turkish-medium and English-medium doctoral programs side by side. Turkish-medium programs generally require a Certificate of Turkish Proficiency, and the accepted level varies between universities. English-medium doctoral programs ask for their own language evidence, and the announcement states which applies.

Do I need a Certificate of Equivalence to apply for a doctorate?+

Not always. A Certificate of Recognition confirms that the awarding institution and program appear among those recognised by the Council of Higher Education (YÖK), while a Certificate of Equivalence determines which Turkish qualification a foreign diploma corresponds to. Per YÖK's Study in Türkiye information, equivalence for doctoral and higher diplomas is handled by the Interuniversity Board.

What is the qualifying examination in a Turkish doctoral program?+

It assesses a doctoral student's subject knowledge and research capability after the coursework stage, and it is the condition for proceeding to the thesis stage. Under Article 19 of the Regulation on Graduate Education and Training the examination is held in two parts, written and oral, and a student who passes the written part proceeds to the oral part.

Can I work while doing a PhD in Turkey?+

According to YÖK's Study in Türkiye information, graduate and doctoral students can work by obtaining a work permit. That permit is a separate procedure from the student residence permit issued by the Presidency of Migration Management under Articles 38 to 41 of Law No. 6458. Scholarship conditions may also restrict paid work.

Are TÜBİTAK scholarships still open to international PhD applicants?+

Not through the programs most often named in older guides. The Scientific and Technological Research Council of Türkiye (TÜBİTAK) states on its own announcement page that programme 2215, the Graduate Scholarship Programme for International Students, and programme 2235, the Graduate Scholarship Programme for Least Developed Countries, were repealed and no longer accept applications.

How do I find a PhD supervisor in Turkey?+

Start from published research rather than the university name. Identify departments whose recent work overlaps with the intended thesis, read the faculty pages of the researchers concerned, and write to those whose projects match. Some graduate schools invite contact with prospective supervisors before application, while others assign a supervisor after admission, so read the announcement first.

Do international doctoral applicants take a central entrance exam?+

No single national entrance examination decides doctoral admission in Turkey the way a central placement system would. Graduate schools evaluate applications themselves, generally combining the academic record with an interview or a scientific assessment set by the department. Requirements relating to centrally administered examinations vary between universities and between applicant groups.

When do doctoral applications open in Turkey?+

Application periods are set by each university's graduate school and published in its admission announcement, usually ahead of the autumn and spring semesters. No single national calendar exists, and dates move between academic years. As of August 2026, the safe method is to track the announcement pages of shortlisted graduate schools.
