Before the paperwork begins, the program decides most of it: the level of study, the length of the program and the university's province all shape which registrations apply to you.
Open AtlasIntroduction
Living in Turkey as an international student rests on three registrations that run in parallel: a student residence permit issued by the Presidency of Migration Management, a health insurance record, and an address record. Each is handled by a different authority and each carries its own clock. This handbook sets out what each one covers, who applies, and when, as of August 2026.
The scale of the system is worth stating first. In the 2025-2026 academic year Türkiye, also written as Turkey in English, had 6,301,434 students across 208 higher education institutions, according to the Council of Higher Education (YÖK) Higher Education Statistics bulletin published on 27 March 2026. Anadolu Agency reported on 14 April 2025 that the President of YÖK put the number of international students in the country at around 360,000. The OECD's Education at a Glance 2025 country profile records international students rising from 1.7 percent to 4.3 percent of tertiary enrollment in Türkiye, with 2023 as the reference year.
The sources used here are the text of Law No. 6458 on Foreigners and International Protection, the published guidance of the Presidency of Migration Management, announcements of the Social Security Institution (SGK), address rules published by the Directorate General of Civil Registration and Nationality, and work permit criteria published by the Ministry of Labour and Social Security. Mezun Kampüsü brings the application side of this picture together in one place. Two things shift with the academic calendar and should be re-checked each year: university enrollment dates, which start the health insurance clock, and provincial appointment availability.

What does living in Turkey as an international student involve?
Living in Turkey as an international student produces three official records: a residence permit, a health insurance registration, and an address entry. Law No. 6458 on Foreigners and International Protection, Article 19, provides that foreigners who will stay longer than the period their visa or visa exemption allows, or longer than ninety days, are required to hold a residence permit.
A student residence permit is the residence permit granted to a foreign national studying in Turkey, allowing them to remain in the country for the duration of their studies. It is one of the residence permit categories set out in Law No. 6458, and the Presidency of Migration Management states on its General Information page that six types of residence permit are regulated under Article 30 of that law.
The second record is health insurance. General Health Insurance is the social security coverage providing access to healthcare services in Turkey; the application period for international students is limited by regulation. That time limit is the single most consequential date in the first term, and it is explained in full in the health insurance section below.
The third record is identity and address. Law No. 6458, Article 3, defines the Foreign Identification Number by reference to the Population Services Law No. 5490. A Foreign Identification Number is the identification number beginning with 99 that is issued to foreign nationals holding a residence permit in Turkey and used in official procedures. The Presidency of Migration Management's residence guidance states that changes of address are notified to the provincial directorate of migration management and the provincial civil registration directorate within twenty working days.
These three records are the administrative spine of student life in Türkiye. Everything else, from a mobile phone line to an e-Devlet login, follows from them.
Who needs a student residence permit?
A student residence permit is available to foreign nationals enrolled at a higher education institution in Türkiye at associate, bachelor's, master's or doctoral level. Law No. 6458, Article 38, sets out that group. The Presidency of Migration Management states on its Residence Permit Types page that a student residence permit is not allowed on the grounds of special student, open education or distance education.
An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status. Being an international student and holding a student residence permit are related but separate things: the first is an academic status granted by the university, the second is a legal status granted by the Presidency of Migration Management.
Article 38 of Law No. 6458 also sets two boundaries that are frequently misread. Paragraph three provides that a student residence permit gives no residence right to the student's mother, father or other relatives. Paragraph four provides that where the period of study is shorter than one year, the permit duration cannot exceed the period of study. Separately, the Presidency of Migration Management states on its Residence Permit Types page that a student residence permit allows the student to act as supporter only for the family residence permit applications of a spouse and children.
Article 39 of the same law lists the conditions sought: presenting the information and documents under Article 38, not falling within the scope of Article 7 of that law, and supplying the address at which the student will stay in Türkiye. Article 40 lists the grounds on which a permit is refused, cancelled or not extended, including the emergence of evidence that the studies cannot be continued.
Table 1. Which residence and insurance route applies to which student situation, as described by the Presidency of Migration Management and the Social Security Institution (SGK)
Student situation | Student residence permit | Health insurance route |

Student from a country with a social security agreement covering health care | Available, insurance evidenced separately | Entitlement under the agreement, per SGK |
How does health insurance work for international students?
General Health Insurance is the social security coverage providing access to healthcare services in Turkey; the application period for international students is limited by regulation. The Social Security Institution (SGK) stated in its announcement of 5 September 2014 that international students who make a written request within three months of the date of first registration at their school are registered as general health insurance holders.
The same SGK announcement states the consequence of not making that request: those who do not apply in writing within the period will not have a general health insurance registration made again for the duration of their studies. This is why the three-month mark is the hinge of the first term rather than one deadline among many.
The Presidency of Migration Management sets out the same rule from the residence permit side.
Another health insurance is not required if the students request the general health insurance within three months from the date of admission according to the rules of Social Insurances and General Health Insurance Law. However, if they lose the right of carrying insurance by not requesting within three months, private health insurance is required.
— Presidency of Migration Management, Residence Permit Types page, accessed 24 August 2026
SGK's announcement describes the application as a written request to the social security provincial directorate or social security centre in the place where the school is located, accompanied by a petition and a student certificate showing the date of first registration. An e-Devlet service also exists for this purpose: e-Devlet is the online services portal of the Republic of Türkiye, through which residents access services offered by public institutions with a single personal login. Its foreign students' general health insurance page states that applications are received and can be tracked there.
One group sits outside this route. SGK's social security agreements page states that, as of January 2024, 35 social security agreements were in force, of which 19 cover health insurance alongside long-term and short-term insurance branches. Students who hold health entitlement under such an agreement generally evidence that entitlement instead of registering for General Health Insurance, though the documentation universities ask for varies.
Track Your Academic Process in One Account
Enrollment dates, insurance deadlines and permit expiry dates sit in three different systems. Keeping the academic side in one account makes the sequence easier to follow.
Log InWhat is the order of tasks after arrival?
The first term in Türkiye follows a repeatable order: complete enrollment, apply for the student residence permit before the visa or visa exemption period ends, settle health insurance within three months of first registration, and register an address. The Presidency of Migration Management states that residence permit applications are lodged with the governorates.
Complete university enrollment and obtain a student certificate. The certificate carries the date of first registration, which starts the three-month health insurance clock described by SGK in its announcement of 5 September 2014.
File the residence permit application online through the e-İkamet system while the visa or visa exemption period is still valid. The Presidency of Migration Management's residence guidance states that after the online application, the applicant attends the chosen appointment with the requested documents.
Prepare the document set. The e-İkamet page listing documents required for student residence permit applications names the application form, the passport or passport substitute, four biometric photographs taken within the previous six months on a white background, a declaration of sufficient and regular means for the stay, the residence card fee receipt, valid health insurance covering the permit period, and proof of address.
Settle health insurance within three months of first registration, either by requesting General Health Insurance or, where that route is not used, by arranging private health insurance as the Presidency of Migration Management describes.
Register the address. The Directorate General of Civil Registration and Nationality states that address declarations are received by district population directorates, and that people staying in student dormitories have their address declarations made by the officials of the institution concerned.
Collect the residence permit card and read the Foreign Identification Number from it. Law No. 6458, Article 3, ties that number to the Population Services Law No. 5490.
Obtain an e-Devlet password. The e-Devlet Non-Citizens page states that foreign nationals apply at PTT centres with the residence permit paper bearing their foreigner number.
Note the expiry date. Law No. 6458, Article 24, provides that extension applications are made to the governorates from sixty days before the permit period expires and in every case before it expires.
Which authority handles which task?
Five authorities divide the work. The Presidency of Migration Management handles residence permits, the Social Security Institution (SGK) handles General Health Insurance, the Directorate General of Civil Registration and Nationality handles address records, the Ministry of Labour and Social Security handles work permits, and the Information and Communication Technologies Authority (BTK) handles handset registration.
Knowing which door to knock on is half the task. The Presidency of Migration Management operates provincial directorates in all 81 provinces, and its Foreigners Communication Center, YİMER 157, was founded on 20 August 2015 and serves in five languages: Turkish, English, Russian, Arabic and Persian. The Presidency's announcement of 3 June 2024 states that under a protocol with the Council of Higher Education (YÖK), international students who press 2 are connected to a foreign-language representative, and that the information line is served on weekdays between 08:00 and 18:00 while emergency notifications are handled around the clock.
Timing is where most difficulties arise, and the timeframes come from different instruments. Law No. 6458, Article 21, provides that applications are finalized within ninety days at the latest and that the passport must be valid for at least sixty days beyond the requested permit period. Article 24 provides the sixty-day extension window. The three-month insurance period comes from SGK. The twenty-working-day address rule comes from the Presidency of Migration Management and the Directorate General of Civil Registration and Nationality.

How do universities and provinces differ?
Practice varies between universities and provinces even where the underlying rule is the same. Proof of address differs by housing type, dormitory address declarations are made by the institution rather than the resident, and a student who moves to a different province applies there for a new residence permit.
The document set is where the difference shows first. The e-İkamet page listing documents required for student residence permit applications accepts several forms of address proof, including a title deed, a notarized lease, hotel accommodation proof, a signed and sealed document confirming dormitory residence, or a notarized undertaking from the person hosting the student. A student in a state dormitory, a student renting privately and a student staying with a relative therefore assemble three different files for the same application.
Who files the application also varies. The Regulation on the Implementation of Law No. 6458 provides that the student residence permit application is made, after the pre-registration process is completed, by the student or by the institution where the student will study. Some universities run a bulk process through their international office; others leave each student to file individually.
Duration is the point where sources describe the position differently, and the honest answer is that no single maximum should be assumed. Law No. 6458, Article 38, provides only that a permit cannot exceed a study period shorter than one year, and that students arriving through public institutions may be given a permit for the study period. The Presidency of Migration Management states in its residence permit questions that student residence permits are arranged in one-year periods running from the start of one academic year to the start of the next. Applicants are advised to confirm the duration their own provincial directorate applies.
Province matters for a second reason. The Presidency of Migration Management states that a student who moves to an address in a province other than the one where the permit was obtained applies for a new residence permit in that province within twenty working days, while a move within the same province is notified rather than restarted.
Can international students work while studying?
Working as an international student in Türkiye requires a work permit. Law No. 6458, Article 41, provides that students in formal associate, bachelor's, master's and doctoral programs may work on condition of obtaining a work permit, and that for associate and bachelor's students the right to work begins after the first year.
The distinction between degree levels is where the rule is most often misapplied. The Ministry of Labour and Social Security, in its published Work Permit Evaluation Criteria, states that foreign students registered in formal associate and bachelor's programs may work part-time after completing the first year of their studies, and that the limitations in that paragraph are not applied to work permit applications concerning postgraduate students registered in formal programs. A master's or doctoral student is therefore not subject to the first-year waiting period that applies at associate and bachelor's level, though the work permit requirement itself remains.
The same Ministry criteria state that work permit applications made on behalf of foreign students for work in the entertainment sector that is not suitable to their situation, and in the domestic services sector, are evaluated negatively.
Where a work permit application is filed from
The Ministry of Labour and Social Security distinguishes two routes. A domestic application is made for foreigners already in Türkiye who hold a valid residence permit of at least six months, and such a foreigner holds a Foreign Identification Number beginning with 99. An application from abroad is made by the foreigner at the Turkish mission in the country of nationality, after which a reference number is issued for the employer's side of the process. Applications are submitted through the Ministry's electronic work permit system.
One further point deserves stating plainly. A figure for weekly working hours circulates widely in English-language material about student work in Türkiye. That figure does not appear in the text of Law No. 6458, Article 41, nor in the Ministry of Labour and Social Security's published Work Permit Evaluation Criteria, and it is not stated here. Students planning to work should confirm the terms with the Ministry and with the prospective employer before making commitments.
What should you do next?
The next step after reading is a calendar. Three dates decide most of the administrative year: the end of the visa or visa exemption period, the three-month mark from first registration at the university, and the expiry date printed on the residence permit card.
Working backwards from those three dates makes the rest of the sequence fall into place. The residence permit application is filed while the visa or visa exemption period still runs. The health insurance decision is made against the first registration date on the student certificate, not against the arrival date. The extension application opens sixty days before the permit expires, under Law No. 6458, Article 24. Graduation closes the student route: the Presidency of Migration Management states that a graduate applies within ten days for a residence permit matching the new purpose of stay.
Write the first registration date from your student certificate into your calendar and mark the day three months later.
File the e-İkamet application before your visa or visa exemption period ends.
Decide the health insurance route and complete it before the three-month mark.
Register your address, and confirm with your dormitory whether the institution declares it for you.
Record the expiry date on your residence permit card and set a reminder sixty days earlier.
Save the YİMER 157 number and check the Presidency of Migration Management's stated service hours before calling.
Re-check university enrollment dates each academic year, since they move the insurance deadline with them.
Two things change with the season rather than with the law. University enrollment calendars shift each academic year and move the three-month insurance window with them. Provincial appointment availability is heaviest around the start of the academic year, which is a practical argument for filing early rather than a legal one.

Real-World Examples
The examples in this section are illustrative scenarios created to explain situations applicants may encounter.
Amina, a master's student who enrolled late. Amina completes registration for a master's with thesis in the second week of the academic term. Her student certificate shows that registration date, and she notes the three-month mark from it rather than from the day she landed. She files the e-İkamet application while her student visa is still valid, and separately submits her written request for General Health Insurance to the social security centre in her university's province. Because both clocks are running from different starting points, she keeps the two deadlines on separate lines in her calendar. When her appointment date arrives she brings the passport original alongside the copies she uploaded.
Ravi, a doctoral student who moves apartments. Ravi moves from a shared flat to a studio in the same province in his second year. His first instinct is that a move within one city needs no paperwork. The Presidency of Migration Management's guidance points the other way: a change of address is notified within twenty working days, and both the provincial directorate of migration management and the provincial civil registration directorate are named. Ravi gathers the new lease, notifies both offices inside the period, and also tells his graduate school so that university correspondence reaches the right address.
Léa, on a ten-month exchange-linked program. Léa is admitted to a program that runs for ten months rather than a full academic year. Law No. 6458, Article 38, provides that where the period of study is shorter than one year, the student residence permit duration cannot exceed the period of study. Léa therefore plans on the basis that her permit will track her program rather than a standard one-year block, and she checks with her provincial directorate before booking travel that falls after her program's end date. She also asks her international office which address proof her dormitory issues.
Deniz, a master's student considering part-time work. Deniz is offered part-time work in his second semester by a company connected to his research field. He reads that associate and bachelor's students wait until after the first year, and assumes the same applies to him. The Ministry of Labour and Social Security's Work Permit Evaluation Criteria state that those limitations are not applied to postgraduate students in formal programs. The work permit requirement still stands, so Deniz asks the company to confirm how it will handle the application before he agrees to a start date.

Provincial practice, dormitory arrangements and international office support differ from one university to another, and those differences shape the first term as much as the rules do.
Browse UniversitiesWhat paperwork does living in Turkey as an international student involve in the first term?+
Three registrations. A student residence permit from the Presidency of Migration Management, a health insurance record, and an address record handled by the Directorate General of Civil Registration and Nationality. Each has a separate authority and a separate deadline, and completing one does not complete the others. Law No. 6458 governs the permit, SGK's announcement of 5 September 2014 governs the health insurance request period, and the address obligation is set out in the Presidency of Migration Management's residence guidance.
Do I need a student residence permit if my program lasts less than one year?+
Law No. 6458, Article 19, provides that a residence permit is required for stays longer than the period the visa or visa exemption allows, or longer than ninety days. Article 38 of the same law provides that where the period of study is shorter than one year, the student residence permit duration cannot exceed the period of study. A short program does not remove the requirement; it limits the duration of the permit issued. Applicants are advised to confirm the position with the provincial directorate of migration management.
what happens if i miss the three month health insurance deadline in turkey+
SGK stated in its announcement of 5 September 2014 that international students who do not make a written request within three months of first registration will not have a general health insurance registration made for them again during their studies. The Presidency of Migration Management states that private health insurance is required where the general health insurance route was not requested within three months. The residence permit route stays open; the insurance route changes.
Can my parents live in Türkiye on my student residence permit?+
Law No. 6458, Article 38, provides that a student residence permit gives no residence right to the student's mother, father or other relatives. The Presidency of Migration Management states separately that a student residence permit allows the student to act as supporter only in family residence permit applications for a spouse and children. Family members with other plans generally look at a separate permit route, and conditions are confirmed with the Presidency of Migration Management.
How do I find my Foreign Identification Number?+
A Foreign Identification Number is the identification number beginning with 99 that is issued to foreign nationals holding a residence permit in Turkey and used in official procedures. Law No. 6458, Article 3, defines it by reference to the Population Services Law No. 5490. The e-Devlet Non-Citizens page states that foreign nationals residing in Türkiye receive such a number and directs holders to the civil registration identity query service to look it up.
how long does a student residence permit application take in turkey+
Law No. 6458, Article 21, provides that residence permit applications are finalized within ninety days at the latest. The same article provides that the passport or passport substitute must remain valid for at least sixty days beyond the requested permit period. Actual processing varies by province and by the volume of applications around the start of the academic year, so the ninety-day figure is a legal outer limit rather than an expected waiting time.
Do I have to tell anyone when I move to a new apartment?+
Yes. The Presidency of Migration Management states that changes of address are notified within twenty working days, and names both the provincial directorate of migration management and the provincial civil registration directorate. The Directorate General of Civil Registration and Nationality states that address declarations are received by district population directorates. A move to a different province is treated differently from a move within the same province, and the Presidency of Migration Management describes a new permit application in the new province.
Is General Health Insurance compulsory for international students?+
The route described by SGK is request-based for international students: registration follows a written request made within three months of first registration. That differs from the position for Turkish citizens, which SGK describes as compulsory coverage. Where the student route is not used, the Presidency of Migration Management states that private health insurance is required for the residence permit. Students holding entitlement under a social security agreement generally evidence that entitlement instead.
Can I use e-Devlet as a foreign national?+
The e-Devlet Non-Citizens page states that foreign nationals apply at PTT centres with the residence permit paper bearing their foreigner number in order to obtain access. As of 31 July 2026 the e-Devlet portal reported 9,358 services and 69,358,782 registered users, with 206 universities integrated. Student-relevant services include the general health insurance application for foreign national students, student certificate queries, address certificate queries and residence permit information queries.
What happens to my residence permit after I graduate?+
The Presidency of Migration Management states that the residence permit of a graduating student ends as of the graduation date, and that an application for a residence permit matching the new purpose of stay is made within ten days. Graduation therefore closes the student route rather than extending it. Planning that step before the defence or final assessment leaves room to assemble documents, and the applicable conditions are confirmed with the provincial directorate of migration management.
