Introduction

International students who need a visa to study in Turkey generally apply at a Turkish embassy or consulate, not through the e-Visa system. As of September 2026, the Ministry of Foreign Affairs of Türkiye states on its English visa page that the e-Visa covers only tourism and commerce. Visa refusals rest on grounds listed in Article 15 of Law No. 6458, and most of them concern documents, purpose of stay and means.

The Council of Higher Education (YÖK) counted 336,366 international students in Turkish higher education in the 2023–2024 academic year, up from 43,251 in 2012–2013. According to the Organisation for Economic Co-operation and Development (OECD) report Education at a Glance 2025, as reported by YÖK on 11 September 2025, international students made up 4.3% of tertiary students in Turkey (Türkiye) in 2023. This article covers where to apply, what to submit, how long a decision takes, and why a study visa can be refused. Mission requirements and university calendars change between intakes, so check each detail against the official page before applying.

1. Where do you get a student visa for Turkey?

A student visa for Turkey is issued by a Turkish embassy or consulate. The Ministry of Foreign Affairs of Türkiye directs applicants to the mission in their country of citizenship or residence, and says applicants for education visas must appear there in person. Law No. 6458 on Foreigners and International Protection, Article 11, assigns visa issuance to consulates and, only in exceptional cases, to governorships at border gates.

The Ministry of Foreign Affairs uses the term "education visa" on its Turkish-language visa page. The purposes it lists include formal education, study, internships, courses, student exchange programs and Turkish language courses. Because the visa is tied to a legal status, this article describes it through official wording.

An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status. For that group, the visa is only the entry document. Law No. 6458, Article 19, requires a residence permit from anyone staying longer than the visa allows or longer than ninety days.

A student residence permit is the residence permit granted to a foreign national studying in Turkey, allowing them to remain in the country for the duration of their studies. Article 38 of Law No. 6458 extends it to associate, undergraduate, master's and doctoral students at Turkish higher education institutions.

Mission applications pass through an online system first. The Ministry of Foreign Affairs states that visa applications other than the e-Visa have been processed electronically since 5 January 2016, and its General Information About Turkish Visas page calls this the Pre-Application System for Turkish Sticker Visa. The Ministry of Foreign Affairs 2026 Performance Programme lists 263 missions abroad as of 30 September 2025, including 147 embassies and 99 consulates general.

2. Who needs a Turkish study visa?

The need for a Turkish study visa depends on nationality and entry route. Citizens of visa-required countries generally apply for an education visa at a mission before travel. Citizens of visa-exempt countries face a different question, because the Ministry of Foreign Affairs of Türkiye gives separate guidance on entry and on the residence permit that follows.

Law No. 6458, Article 12, lets visa exemptions be granted through international agreements or presidential decisions. Exemptions differ by nationality and passport type, so they have to be checked country by country on the Ministry of Foreign Affairs website.

Every visa or exemption carries a stay limit. The Ministry's Turkish-language visa page says the stay cannot exceed 90 days in any 180-day period. A graduate program lasts far longer, so every international student eventually needs a residence permit.

The same Turkish-language page adds a detail for visa-exempt students. It states that Provincial Directorates of Migration Management accept residence applications from higher education students who entered with a visa or a visa exemption, without requiring a student-annotated visa. It also says students from visa-required countries apply for a residence permit at the Provincial Directorate of Migration Management in their city after entering Turkey.

3. How do you apply for a Turkey student visa?

A Turkey student visa application usually runs in six steps: admission, online pre-application, an in-person appointment, a decision, travel, and a residence permit after arrival. The Ministry of Foreign Affairs of Türkiye advises applying at least one month before the planned travel date, and Law No. 6458, Article 11, allows consulates up to ninety days to decide.

Step one: secure admission. Missions generally ask for an acceptance letter from the Turkish university, which for graduate programs normally comes from the graduate school or international office. The Turkish Embassy in Dhaka, in an information note of 25 June 2019, asks the university to send a copy of the letter to the Embassy's official e-mail account.

Step two: complete the online pre-application, which also leads to an appointment at the mission.

Step three: attend in person. The Ministry's Turkish-language page says education and work visa applicants must apply in person even when the form is filed online. A visa fee is charged, and the Ministry states that it is not refunded if the application is refused.

Step four: wait for the decision. The Presidency of Migration Management states in its visa FAQ that visa applications are concluded within ninety days at the latest, counted from the point the applicant has completed the requested documents. An approved visa still does not settle entry, as Article 11 of Law No. 6458 states:

Visas shall not confer an absolute right of entry.

— Law No. 6458 on Foreigners and International Protection, Article 11(3), official English translation by the Directorate General of Migration Management, April 2014

Step five: travel on time. The Migration Management visa FAQ says a visa obtained from a consulate must be used within six months at the latest.

Step six: apply for the residence permit. After entering Turkey, students apply to Migration Management, whose residence permit FAQ says applications and appointments are made online.

Graduate schools set their own admission calendars, so compare the result date with the one-month advice and contact the graduate school early if a late arrival looks likely.

4. What documents does a Turkish student visa application need?

Turkish student visa applications generally need a valid passport, photographs, the online form, an acceptance letter from a Turkish university, proof of sufficient means, and health or travel insurance. Each Turkish embassy or consulate sets its exact list. The lists published by the missions in Kigali, Dhaka and Dushanbe share this core but differ in the details.

Several items trace back to Article 15 of Law No. 6458, which allows refusal where health insurance, proof of purpose or sufficient means are missing. The insurance policy, acceptance letter and bank statements answer those points.

Passport validity is one item that differs between missions. The Ministry of Foreign Affairs of Türkiye asks for a passport valid at least 60 days beyond the visa, visa exemption or residence permit. The Turkish Embassy in Kigali asks for six months of validity from arrival, and the Turkish Embassy in Dhaka asks for one year of validity on the application date.

Educational documents vary too. The Turkish Embassy in Dhaka asks for a diploma attested by the education and foreign ministries of the issuing country. The Turkish Embassy in Dushanbe asks for the diploma and transcript with the acceptance letter.

Use this list before booking the appointment:

  • Download the document list of the Turkish mission where you will apply

  • Check your passport validity against that mission's requirement

  • Obtain the acceptance letter from the Turkish university's graduate school

  • Complete the online pre-application and book the appointment

  • Prepare biometric photographs in the format the mission specifies

  • Gather bank statements or sponsor documents for the period requested

  • Buy health or travel insurance that covers your intended stay

  • Prepare certified copies of your diploma and transcript

The Dhaka note dates from 25 June 2019, and the Kigali and Dushanbe files carry no date, so confirm any list with the mission before the appointment.

5. Why do Turkish student visa applications get rejected?

Turkish student visa applications are refused on grounds set out in Article 15 of Law No. 6458, which lists nine situations in which a visa is not issued. Most concern the passport, the purpose of stay, health insurance and financial means. As of September 2026, no official Turkish statistics on student visa refusals were found, so no single ground can be called the most common.

The nine grounds fall into two groups. Five relate to the file: passport validity, health insurance, proof of purpose, sufficient means, and willingness to pay debts from an earlier visa or residence breach. Four relate to the person: an entry ban, public order or security concerns, a disease posing a public health threat, and certain extradition-related offences. The first group is where preparation makes the difference.

Article 15(2) of Law No. 6458 adds a discretionary exception: a visa may still be issued with the Minister's approval where it is considered useful. Procedure matters as well. Article 11(2) says an application must be made properly before it can be assessed, and the Presidency of Migration Management states that the ninety-day period starts only once the requested documents are complete.

6. How do Turkish embassies differ in student visa requirements?

Turkish embassies differ mainly in passport validity rules, the period of bank statements they request, and the supporting documents they add. Law No. 6458 sets the general rules, and each mission applies them through its own document list. Comparing the list of your mission with the Ministry of Foreign Affairs baseline shows what to prepare.

The baseline from the law and the Ministry of Foreign Affairs of Türkiye is a passport valid at least 60 days beyond the visa, proof of purpose, insurance and sufficient means. Mission practice adds detail. The Turkish Embassy in Kigali requests bank statements for the last six months, while the Turkish Embassy in Dhaka requests a bank statement and solvency certificate covering one year. Both are mission practice, not national rules.

The Turkish Embassy in Kigali also states that student visa applications are sent to, and must be approved by, the Directorate General of Migration. The Turkish Embassy in Dushanbe notes that a visa does not mean the holder can definitely enter Turkey, which matches Article 11(3) of Law No. 6458.

The practical decision is which mission to use. The Ministry of Foreign Affairs Turkish-language page points to the mission in the country of citizenship or residence, and the two lists may differ for applicants living abroad.

Additional documents some Turkish missions request

Beyond the core file, individual missions add their own items. The Turkish Embassy in Kigali lists a medical examination, a birth certificate, a criminal record certificate, proof of accommodation, a flight booking and a notarized sponsorship letter. The Turkish Embassy in Dhaka asks for a medical certificate that includes an HIV test, and a YÖS result where the applicant has taken that examination. The Turkish Embassy in Dushanbe lists a family register, earlier passports and parental consent for minors. None of these appears on every list, so check the list of the mission where you will apply.

7. Can an e-Visa or visa exemption cover study?

The e-Visa is not intended for study. The Ministry of Foreign Affairs of Türkiye states on its English visa page that the e-Visa is valid only for tourism or commerce, and that visas for study are given by Turkish embassies or consulates. Separately, its Turkish-language page says higher education students who entered with a visa or visa exemption can apply for residence without a student-annotated visa.

The two statements can look contradictory, but they describe different stages. The English page is about which visa to request for entry. The Turkish page is about which documents the Provincial Directorates of Migration Management accept when a higher education student applies for a residence permit. Neither page recommends entering on a tourist e-Visa for a degree program.

Article 16 of Law No. 6458 lists the grounds on which a visa can be cancelled, and one of them is use of a visa or visa exemption outside its purpose. That provision is a reason to choose the entry route deliberately.

The Ministry of Foreign Affairs pages carry no date, so confirm the route for your nationality before you travel with:

  • The international office of the admitting university

  • The graduate school that issued the acceptance letter

  • The Turkish mission in your country of citizenship or residence

  • The Provincial Directorate of Migration Management in the city of study, for residence questions after arrival

The 90-in-180-day limit set out by the Ministry of Foreign Affairs covers a visa exemption as well as a visa. A student who enters under an exemption has to file the residence permit application within that period.

8. What comes after a refusal or after arrival?

After a refusal, start with the notification: Article 17 of Law No. 6458 requires that a visa refusal be notified to the applicant. After arrival on a student visa, the next task is the student residence permit, applied for online through the Presidency of Migration Management. Both paths depend on dates, so keep copies of every document and decision.

Articles 15 and 17 of Law No. 6458 set no waiting period before a new application, and the mission can confirm its own practice. The fee from the first application is not refunded, according to the Ministry of Foreign Affairs of Türkiye. Match the new file to the refusal ground: a clearer acceptance letter for purpose of stay, updated statements for means, or a longer insurance policy.

After arrival, Law No. 6458, Article 19, requires a residence permit from anyone staying beyond the visa period or ninety days. The Migration Management residence FAQ says online applications made within ten days after a visa or visa exemption expires are taken into consideration. Applying well before expiry avoids relying on that margin.

Plan the sequence in this order:

  1. Read the refusal notification or the visa sticker and note every date on it

  2. If refused, compare the stated ground with Table 2 and fix that specific document

  3. If approved, book travel within the six-month period for using a consular visa

  4. After entry, complete the online residence permit application with Migration Management

  5. Attend the residence permit appointment with the documents Migration Management requests

  6. Track the permit's end date; the residence FAQ says extensions can be filed from 60 days before expiry

Check the pages of the Ministry of Foreign Affairs, Migration Management and your university before each step, since rules change between intakes. Interest in study in Turkey is also growing: the Presidency for Turks Abroad and Related Communities (YTB) reported nearly 200,000 Türkiye Scholarships applications for 2026, against about 10,000 in 2012.

Real-World Examples

The examples in this section are illustrative scenarios created to explain situations applicants may encounter.

Amina and the passport date. Amina received an acceptance letter for a master's program in Istanbul. While preparing her file, she saw that her passport would expire a few months after the semester started. The Ministry of Foreign Affairs baseline asks for at least 60 days beyond the visa, and her local Turkish mission asked for more. She renewed her passport before booking the appointment. Because the renewal took several weeks, she told the graduate school her expected arrival date, and the school confirmed its registration window.

Karim's late admission result. Karim's doctoral admission result arrived close to the start of the semester. The Ministry of Foreign Affairs advises applying at least one month before travel, and consulates can take up to ninety days. Karim completed the online pre-application the same week and booked the earliest appointment. He also asked the graduate school how late international students could register. The school explained its late registration procedure in writing, and Karim added that correspondence to his visa file as supporting evidence of his planned start.

Sofia from a visa-exempt country. Sofia holds a passport from a country exempt from Turkish visas for short stays. She read the Ministry of Foreign Affairs English page, which says study visas are issued by missions, and then the Turkish-language page on residence applications without a student-annotated visa. Unsure which applied to her, she asked the university's international office and the nearest Turkish mission. Both confirmed her route, and she planned her residence permit application inside the 90-day exemption period.

Ravi's second application. Ravi's first student visa application was refused, and the notification referred to proof of the purpose of stay. His acceptance letter had been a short preliminary e-mail rather than an official letter. Ravi asked the graduate school for a signed acceptance letter showing the program, start date and enrollment status. He added his registration confirmation and newer bank statements, checked with the mission that a new application was possible, and submitted the updated file with a short cover note.

Frequently Asked Questions

Can I use the Turkish e-Visa to study for a master's in Turkey?+

The e-Visa is not designed for study. The Ministry of Foreign Affairs of Türkiye states on its English visa page that the e-Visa is valid only for tourism or commerce, and that study visas are given by embassies or consulates. Its Turkish-language page adds that higher education students who entered with a visa or visa exemption can apply for residence without a student-annotated visa. Confirm your route with the university and the mission.

How long does a Turkey student visa take to process?+

A Turkish consulate has up to ninety days to decide. Law No. 6458, Article 11, sets this limit, and the Presidency of Migration Management states that the period starts once the requested documents are complete. Because timing varies by mission and season, the Ministry of Foreign Affairs of Türkiye advises applying at least one month before the planned travel date.

Do I need an acceptance letter before applying for a student visa to Turkey?+

Turkish missions generally ask for one. The lists published by the Turkish embassies in Kigali, Dhaka and Dushanbe all include an acceptance letter from the Turkish university. The letter supports the purpose of stay, which is one of the refusal grounds in Article 15 of Law No. 6458. For graduate study, it usually comes from the graduate school or the international office.

Why was my Turkish student visa refused?+

The notification is the best guide, because Article 17 of Law No. 6458 requires that refusals be notified to the applicant. Article 15 lists nine grounds, including passport validity, health insurance, proof of purpose and sufficient means. No official Turkish statistics on student visa refusals were found as of September 2026, so general lists of "common reasons" cannot replace the notification.

Is the visa fee refunded if my Turkey student visa is rejected?+

The visa fee is not refunded after a refusal. The Ministry of Foreign Affairs of Türkiye states this on its visa pages, and the Turkish embassies in Kigali and Dushanbe repeat it in their student visa guidance. Fees vary by nationality and mission, so check with the mission where you apply. A new application normally carries a new fee.

Can I reapply after a Turkish student visa refusal?+

A new application is generally possible. Articles 15 and 17 of Law No. 6458 set no waiting period before reapplying, though practice can vary by mission. Use the refusal notification to identify the ground, fix that specific document, and confirm with the mission that a new application can be accepted.

Do visa-exempt students need a student visa for Turkey?+

Not necessarily. The Ministry of Foreign Affairs of Türkiye states on its Turkish-language page that higher education students who entered with a visa exemption can apply for a residence permit without a student-annotated visa. The exemption still carries the 90-in-180-day stay limit, so confirm the route with the university's international office and plan the residence application within that period.

How long must my passport be valid for a Turkey student visa?+

The general rule is at least 60 days beyond the visa requested, set by Article 15 of Law No. 6458 and repeated by the Ministry of Foreign Affairs of Türkiye. Some missions ask for longer: the Turkish Embassy in Kigali asks for six months from arrival, and the Turkish Embassy in Dhaka asks for one year on the application date. Follow the rule of the mission where you apply.

Do I need a residence permit after arriving in Turkey on a student visa?+

A residence permit is needed for a graduate program. Law No. 6458, Article 19, requires one from anyone staying beyond the visa period or ninety days. The Ministry of Foreign Affairs of Türkiye says students from visa-required countries apply at the Provincial Directorate of Migration Management in their city after entering Turkey. Applications and appointments are made online through Migration Management.

Can I apply for a Turkish student visa without a bank statement?+

Most missions expect some proof of means. Article 15 of Law No. 6458 allows refusal where an applicant lacks sufficient and regular means for the stay. The Turkish embassies in Kigali and Dhaka both request bank statements, for six months and one year respectively. A sponsor letter or scholarship document may support the file, but ask the mission which evidence it accepts.
