Introduction
International students in Turkey can do an internship, but the legal route depends on the type of internship. A compulsory internship that is part of a degree program is covered by a work permit exemption under Article 48 of the Implementing Regulation of the International Labour Force Law (2 February 2022). A voluntary internship generally falls under ordinary work permit rules. Both require approval before the first working day.
This article is written for students enrolled in, or planning to join, a master's or doctoral program in Turkey. It also applies to undergraduates and exchange students where the rules overlap. The sources are Turkish legislation, the English-language guidance of the Ministry of Labour and Social Security (ÇSGB), the Presidency of Migration Management, the Social Security Institution (SGK), the European Commission, and published procedures from Turkish universities.
The scale of the question is significant. Speaking to Anadolu Agency on 14 April 2025, the President of the Council of Higher Education (YÖK), Erol Özvar, put the number of international students in Turkey at approximately 360,000.
Two things can change. Application screens, required uploads and university deadlines are revised periodically, and the Implementing Regulation itself was last amended on 15 October 2024. Mezun Kampüsü follows these changes, but your graduate school remains the authority for your own program.

What internship rules apply to international students in Turkey?
Internship rules for international students in Turkey start from one idea: an internship is a period of practical work with an employer, and Turkish law sorts it into three groups: mandatory internships required by a degree program, internships done under an approved exchange or trainee program, and voluntary internships chosen by the student. Each group has its own permit route under the Implementing Regulation of the International Labour Force Law (2 February 2022).
The first term to settle is the student's own status. According to the Mezun Kampüsü glossary, an international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status. Turkish work law uses the broader word "foreigner", defined in Article 3 of Law No. 6735 (13 August 2016) as a person without a citizenship bond to the Republic of Turkey.
Mandatory internships. Article 48(1)(n) of the Implementing Regulation covers foreign students enrolled in a formal education program in Turkey who must complete an internship with an employer under the relevant legislation. The exemption lasts for the duration of the compulsory internship. Whether an internship is compulsory is generally determined by the relevant legislation and the program's curriculum, not by the student or the employer.
Exchange and trainee programs. Article 48(1)(f) covers internships under student exchange programs between Turkish and foreign universities approved by YÖK, for up to four months. Article 48(1)(i) covers international trainee exchange, new-graduate trainee exchange and youth exchange programs approved by the Directorate General of International Labour Force, for up to twelve months.
Voluntary internships. The regulation text accessed in September 2026 does not list voluntary internships among the exemptions. In practice, a voluntary placement is generally assessed as ordinary employment, which requires a work permit that the hiring company applies for, as the Middle East Technical University (METU) International Students Office describes on its work permits page, accessed September 2026.
The word "internship" also carries other meanings in English search results. In this article it does not refer to the final clinical year of a medical degree or to internship visas used in other countries. It refers only to practical training during or after university study in Turkey, and to the work permit exemption rules of the Ministry of Labour and Social Security.
Do international students need a work permit exemption?
Yes, in most cases. The Ministry of Labour and Social Security states in its English-language guidance, accessed in September 2026, that students with a compulsory internship must apply for a work permit exemption. A student residence permit alone does not authorize work. Voluntary internships generally need a full work permit, while approved exchange placements have their own time-limited exemptions.
A student residence permit is the residence permit granted to a foreign national studying in Turkey, allowing them to remain in the country for the duration of their studies. The permit confirms a right to stay for study. It does not confirm a right to work, and the METU International Students Office states the same distinction.
Law No. 6735 sets different rules for different study levels. Article 19(2) states that associate and bachelor's students may apply for a work permit only after completing their first year of study and may work part-time. The same paragraph states that these limits do not apply to graduate students enrolled in formal programs. A master's or doctoral student is therefore not held back by the first-year rule, although the permit or exemption itself is still required.
The table below compares the four routes a student may meet.
Table 1. Internship routes for international students in Turkey by legal basis, permit type and maximum duration (Implementing Regulation, 2 February 2022; Law No. 6735)
Internship type | Legal basis | Permit route | Maximum duration |
|---|---|---|---|
Mandatory internship in a formal program | Implementing Regulation, Article 48(1)(n) | Work permit exemption | Length of the compulsory internship |
Exchange between Turkish and foreign universities approved by YÖK | Implementing Regulation, Article 48(1)(f) | Work permit exemption | Up to four months |
International trainee or youth exchange approved by the Directorate General | Implementing Regulation, Article 48(1)(i) | Work permit exemption | Up to twelve months |
Voluntary internship chosen by the student | Law No. 6735, Article 19 | Work permit, usually applied for by the employer | Set in the permit decision |
The distinction matters for graduate students in particular. A master's or doctoral program whose curriculum contains no internship requirement offers no basis for the mandatory-internship exemption. A graduate student who takes an internship in such a program is, in legal terms, a student employee, and the route shifts from exemption to work permit.
How do you apply for a work permit exemption?
A work permit exemption for a mandatory internship is requested online from the Ministry of Labour and Social Security. Under Article 49 of the Implementing Regulation (2 February 2022), applications made inside Turkey go through the Ministry's online system and must be made while the student is legally present in the country. Approval should arrive before the internship starts.
The Ministry states the rule plainly in its English-language guidance.
It is necessary to apply for work permit exemption for internships that are required as a part of university education.
— Ministry of Labour and Social Security, Work Permit Exemption FAQ, accessed September 2026
The application runs through the Ministry's exemption system, known as e-Muafiyet. Özyeğin University's Faculty of Engineering, in its published rules for foreign interns accessed September 2026, describes four stages. The student logs in through the e-Government Gateway using a Foreign Identification Number, or passport details if no number has been issued. The student then completes the exemption application and waits for a decision. If approved, the student pays the required fees, and the exemption document is mailed to the student's address.
A Foreign Identification Number is the identification number beginning with 99 that is issued to foreign nationals holding a residence permit in Turkey and used in official procedures. İstanbul Kültür University's Psychology Department notes in its guidance, accessed September 2026, that an e-Government password can be obtained at branches of PTT, the Turkish postal service, with a valid residence permit.
The university plays a supporting role. Bursa Technical University's Student Affairs announcement, accessed September 2026, lists an official university letter, a student certificate, a mandatory internship certificate and the employer-university agreement among the uploads. The faculty's social insurance office prepares the letter, and the student carries out the online application.
Fees for work permit exemptions are set by the Ministry and change between years, so this article gives no amounts. The Ministry's exemption system and your faculty office are the places to check the fee that applies to your application date.
Which documents should you prepare before the internship?
Before a mandatory internship in Turkey, an international student usually needs a valid passport, a student certificate, proof that the internship is compulsory, the employer-university internship agreement and a residence permit copy. Published procedures from Özyeğin University and Bursa Technical University, accessed September 2026, list these items. Exact requirements vary by university and faculty.
Passport validity is the item students most often overlook. The Ministry of Labour and Social Security states in its work permit exemption guidance, accessed September 2026, that an exemption cannot run beyond 60 days before the passport's expiry date. Applications made with a passport valid for less than 60 days from the application date are not processed. A passport that expires during the internship period can therefore shorten or block the exemption.
Health coverage is a separate file. General Health Insurance is the social security coverage providing access to healthcare services in Turkey; the application period for international students is limited by regulation. The SGK announcement of 5 September 2014 states that international students are registered if they submit a written request within three months of their first enrollment. That registration concerns health cover during study and is distinct from the internship insurance your university arranges.
Internship insurance rests on a different law. Article 5(1)(b) of the Social Insurance and General Health Insurance Law No. 5510 (16 June 2006) brings students in compulsory internships during higher education under work accident, occupational disease and sickness insurance. Bursa Technical University's announcement states that insurance procedures are not processed for foreign students who have not completed the exemption step.
Use the list below as a working checklist and confirm each item with your department.
Check that your passport stays valid beyond the internship end date by more than 60 days
Request a student certificate from your graduate school or student affairs office
Obtain written confirmation from your department that the internship is compulsory
Sign the internship agreement with the employer and the university
Copy your residence permit card and note your Foreign Identification Number
Activate your e-Government password before starting the online application
Submit the approved exemption document to your faculty's social insurance office
When should you apply for the exemption?
Apply for a mandatory internship exemption as soon as the internship agreement is signed, and in every case before the first working day. Article 49 of the Implementing Regulation (2 February 2022) requires in-country applications to be made while the student is legally in Turkey. Some universities set earlier internal deadlines, such as Özyeğin University's two-month lead time for internship forms.
The legal timing is short to state but has several moving parts. The Ministry must evaluate the application, the student may need to correct documents, and the exemption document is sent by post after approval. The university also needs the approved document before it can register the internship insurance. Each of these steps adds time, which is why faculties often ask for paperwork weeks ahead.
A student's own residence status also shapes the calendar. An exemption application from inside Turkey depends on legal presence, so a student whose residence permit is due for renewal should handle the renewal first or in parallel. Graduation dates matter too, because the mandatory-internship exemption applies to students enrolled in a formal program.
The table below sets out the time points that apply to each stage.
Table 2. Time points for an internship in Turkey, from application to post-graduation options (sources as stated in each row)
Stage | Time point | Source |
|---|---|---|
Internship forms to the department | At least two months before the start date (one university's rule) | Özyeğin University Faculty of Engineering, accessed September 2026 |
Exemption application | While legally present in Turkey, before work begins | Implementing Regulation, Article 49(3) |
Passport validity at application | More than 60 days remaining | Ministry of Labour and Social Security FAQ, accessed September 2026 |
Exchange internship exemption | Up to four months | Implementing Regulation, Article 48(1)(f) |
Trainee exchange exemption | Up to twelve months | Implementing Regulation, Article 48(1)(i) |
Residence permit after graduation | Apply within six months of graduation; granted once, for up to one year | Presidency of Migration Management, accessed September 2026 |
Work permit after graduation | Application within one year of graduation is assessed under special principles | Law No. 6735, Article 19(5) |
Two of these time points belong to the period after graduation. They are relevant to students who hope to turn an internship into a first job, and they sit outside the mandatory-internship exemption, which ends with the compulsory internship itself.

How do university internship procedures differ?
The legal basis for an internship exemption is national, but the paperwork around it is set by each university. Published procedures from Özyeğin University, Bursa Technical University and İstanbul Kültür University, all accessed September 2026, differ in who signs the forms, which office writes the official letter and how early documents are due. Your own faculty's procedure is the one that applies.
Özyeğin University's Faculty of Engineering asks students to submit internship forms to the department secretariat, and by email, at least two months before the internship start date. The same document states that students without a work permit exemption document cannot be registered as interns, and that internship days must be official working days.
Bursa Technical University routes the process through the faculty's social insurance office. The department commission approves the internship documents first, the faculty office issues an official letter, and the student then applies online. The approved exemption is returned to the same office so that insurance can be processed.
İstanbul Kültür University's Psychology Department uses an e-signed exemption form signed by the head of department. Its guidance states that internship applications submitted before the e-Government step is completed are rejected automatically by the human resources office.
Graduate students should also look at their own graduate school's rules. A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures. Where a master's or doctoral program includes an internship, the graduate school's student affairs staff are a sensible first contact, because the graduate school manages enrolment procedures for the program.
Questions to ask your faculty office before you apply
Ask which office writes the official letter for the exemption system, and whether it needs the internship agreement in advance. Ask if the department uses its own internship form, who signs it, and whether an electronic signature is accepted. Ask how many weeks before the start date the faculty expects the full file. Finally, ask where the approved exemption document should be delivered, so that the internship insurance can be registered on time.
These differences are procedural, not legal. None of them changes the rule in Article 48(1)(n) of the Implementing Regulation. They do change the calendar, and a student who follows another university's checklist may miss an internal deadline.
Does a residence permit let you intern freely?
No. A student residence permit allows an international student to stay in Turkey for study, but it does not by itself authorize work, including internships. The METU International Students Office states on its work permits page, accessed September 2026, that a residence permit alone is insufficient and that working without authorization can lead the Migration Office to cancel the residence permit.
This point is often confused because internships feel like part of education rather than employment. The law treats the setting, not the label. When a student works for an employer, the Implementing Regulation of 2 February 2022 asks whether the placement is compulsory, part of an approved exchange, or voluntary. Only the first two categories are listed as exemptions.
The confusion shows up in several recurring beliefs.
Pay is not the deciding factor. The exemption in Article 48(1)(n) is tied to the compulsory nature of the internship, so an unpaid placement still needs the correct approval.
Graduate status removes limits, not the permit. Article 19(2) of Law No. 6735 lifts the first-year and part-time limits for graduate students, while Article 19(1) keeps the work permit requirement.
An offer letter starts the process. The exemption or permit decision itself comes from the Ministry of Labour and Social Security.
Residence and work permits are separate documents. Article 19(3) of Law No. 6735 states that a work permit does not end a valid student residence permit.
Graduation changes the route. The mandatory-internship exemption applies to enrolled students, so post-graduation placements follow other routes.
For voluntary internships, the METU International Students Office notes that the hiring company applies for the student's work permit. Graduate students may take both full-time and part-time jobs from their first year, according to the same page, provided a permit is issued. A graduate student considering a voluntary internship should therefore raise the permit question with the employer before accepting the offer.
When the rules are unclear for a specific placement, the Ministry's Directorate General of International Labour Force is the authority that decides. A written answer from the Ministry, or from your university's international office after it has checked with the Ministry, is more reliable than advice from classmates or online forums.
What are your next steps before an internship?
Start by confirming with your department whether your internship is compulsory under the curriculum, because that answer decides between a work permit exemption and a work permit. Then check your passport and residence permit dates, collect the documents your faculty lists, and submit the application through the Ministry of Labour and Social Security's system before your first working day.
The order below follows the sequence used in the published university procedures accessed in September 2026.
Ask your department or graduate school for written confirmation that the internship is a curriculum requirement.
Agree the internship dates with the employer and sign the employer-university agreement.
Check that your passport has more than 60 days of validity beyond the planned exemption period.
Confirm that your residence permit covers the application date and the internship period.
Collect the student certificate and the official university letter from the office your faculty names.
Apply online through the Ministry's exemption system using the e-Government Gateway or passport registration.
Deliver the approved exemption document to your faculty's social insurance office before the start date.
If your placement is voluntary, the path changes at step one. Ask the employer whether it will apply for a work permit on your behalf, as the METU International Students Office describes, and do not start working until the permit decision is issued.
If you plan to stay in Turkey after graduation, the Presidency of Migration Management states that a graduate who applies within six months of graduation can receive a residence permit once, for up to one year. Law No. 6735, Article 19(5), adds that a work permit application made within one year of graduation is assessed under principles set by the International Labour Policy Advisory Board. Both routes are worth mapping before your final semester.
Rules and application screens change. Check the Ministry's guidance, your faculty's internship page and your graduate school's announcements at the start of each internship season, and keep copies of every approval you receive.

Real-World Examples
The examples in this section are illustrative scenarios created to explain situations applicants may encounter.
Amina, master's in civil engineering. Amina's master's with thesis program includes a compulsory summer internship at a construction firm. In May she asks her department for a letter confirming the internship is a curriculum requirement. Her faculty office adds the official letter, and she applies online through the e-Government Gateway using her Foreign Identification Number. She notices her passport expires shortly after the internship ends, so she renews it first to keep more than 60 days of validity. The exemption document arrives by post, she delivers it to the faculty office, and her internship insurance is registered before her first day.
Daniel, PhD student in computer science. Daniel's doctoral program has no internship requirement, but a software company offers him a three-month summer placement. He learns that a voluntary internship is not listed among the exemptions in the Implementing Regulation. Because he is a graduate student, the first-year limit in Law No. 6735 does not apply to him, but he still needs a work permit. He asks the company whether it will apply on his behalf and agrees with his supervisor that his thesis milestones will stay on schedule during the placement. He waits for the permit decision before starting.
Sofia, exchange student from abroad. Sofia is enrolled at a university outside Turkey and comes to a Turkish university under an exchange agreement. Her home program includes a practical training period, and the host department arranges a placement with a local employer. Her coordinator explains that internships under YÖK-approved university exchange programs can be covered by a work permit exemption for up to four months. Sofia plans a three-month placement, asks the international office which documents the exchange route requires, and applies before she starts.
Kwame, new graduate. Kwame completed his master's in business administration in June. A company he met at a career fair offers him a six-month traineeship. He realizes that the mandatory-internship exemption ended with his enrollment. He applies to the Presidency of Migration Management within six months of graduation for the one-time post-graduation residence permit, and the company prepares a work permit application. He notes that Law No. 6735 gives applications made within one year of graduation special assessment, and he keeps his diploma and transcript ready for both files.
Frequently Asked Questions
What are the internship rules for international students in Turkey?+
International students can do internships in Turkey, but approval is needed before work starts. A compulsory internship in a formal degree program is covered by a work permit exemption under Article 48(1)(n) of the Implementing Regulation of the International Labour Force Law (2 February 2022). A voluntary internship generally requires a work permit. Exchange and trainee programs approved by YÖK or the Ministry of Labour and Social Security have their own exemptions of up to four and twelve months. Requirements may be updated, so check your faculty's internship page before applying.
Do I need a work permit for a mandatory internship in Turkey?+
You need a work permit exemption rather than a full work permit. The Ministry of Labour and Social Security states in its English FAQ, accessed September 2026, that students must apply for a work permit exemption for internships that are required as part of university education. The exemption covers the duration of the compulsory internship. The application is made online, and your faculty usually provides an official letter and a document confirming that the internship is compulsory.
Is an unpaid internship allowed without a permit?+
Not as a rule. The exemption in Article 48(1)(n) of the Implementing Regulation is tied to whether the internship is compulsory under the program's legislation, and the regulation's text does not make payment the deciding factor. An unpaid voluntary placement with an employer is therefore still a work arrangement in legal terms. Before accepting any placement, ask your university's international office which route applies to your situation, and keep the written answer.
Can masters students work or intern in Turkey from the first year?+
Yes, with a permit or exemption. Article 19(2) of Law No. 6735 allows associate and bachelor's students to apply for a work permit only after their first year and limits them to part-time work. The same article states that these limits do not apply to graduate students in formal programs. A master's or PhD student can therefore apply from the first year, but still needs a work permit for a voluntary internship or an exemption for a mandatory one.
How do I apply for a work permit exemption for my internship?+
The application is made online through the Ministry of Labour and Social Security's exemption system. According to Özyeğin University's published rules, accessed September 2026, you log in through the e-Government Gateway with a Foreign Identification Number or passport details, complete the application, wait for the decision, pay any required fees and receive the document by post. Faculties such as Bursa Technical University's first issue an official letter and a compulsory-internship certificate for you to upload.
How long does a work permit exemption for an internship last?+
It depends on the route. For a mandatory internship, Article 48(1)(n) of the Implementing Regulation grants the exemption for the duration of the compulsory internship. For internships under YÖK-approved university exchange programs, Article 48(1)(f) sets a limit of up to four months. For international trainee and youth exchange programs approved by the Directorate General of International Labour Force, Article 48(1)(i) allows up to twelve months. The approved document states the exact dates.
What happens if I do an internship without a work permit exemption in Turkey?+
Working without the required approval can affect your residence status. The METU International Students Office states, on its work permits page accessed September 2026, that unauthorized work could lead the Migration Office to cancel a residence permit. Some universities also refuse to register the internship. Özyeğin University states that students without an exemption document cannot be enrolled as interns. The safest path is to wait for the approved document before the first working day.
Is my internship insured in Turkey?+
Compulsory internships in higher education are covered by social insurance under Article 5(1)(b) of Law No. 5510 on Social Insurance and General Health Insurance, which applies work accident, occupational disease and sickness insurance. Universities usually handle the registration through a faculty social insurance office. Bursa Technical University states that it does not process insurance for foreign students who have not completed the exemption step, so the exemption and the insurance are linked in practice.
Can I do an internship in Turkey after graduation?+
Yes, but through different routes. The mandatory-internship exemption applies to enrolled students, so it ends with your studies. The Presidency of Migration Management states that graduates who apply within six months of graduation can receive a one-time residence permit for up to one year. Law No. 6735, Article 19(5), provides that a work permit application made within one year of graduation is assessed under special principles. Trainee exchange programs may also offer a route.
Can I do an Erasmus+ traineeship in Turkey?+
Erasmus+ traineeships are open to higher education students, doctoral candidates and new graduates. According to the European Commission's Erasmus+ traineeships page, accessed September 2026, Erasmus+ supports traineeships of 2 to 12 months, with a blended option that combines 5 to 30 days abroad with a virtual period. Inside Turkey, the permit route depends on how the placement is organized, such as a YÖK-approved exchange or an approved trainee exchange, so confirm the route with both universities.
