Introduction

Diploma recognition in Turkey is the process by which the Council of Higher Education (YÖK) decides whether a higher education institution abroad is recognized, and whether a diploma from it corresponds to a Turkish qualification. The decision is issued as one of two separate certificates, and which one applies depends on the degree, the field and the purpose.

The rules sit in the regulation on the recognition and equivalence of foreign higher education diplomas, published in the Official Gazette on 5 December 2017 under number 30261 and last amended on 28 February 2026 under number 33182. The YÖK Higher Education Statistics bulletin of 27 March 2026 records 6,301,434 students across 208 higher education institutions, among them 330,464 master's students and 89,665 doctoral students. YÖK reported on 12 December 2025 that Türkiye hosts nearly 350,000 international students from more than 200 countries.

Sources are the Official Gazette, YÖK, the Inter-University Council (ÜAK), the ENIC-NARIC Networks and the Hague Conference on Private International Law (HCCH). Institutional document lists are revised between academic years.

What is diploma recognition in Turkey?

Diploma recognition in Turkey is a two-part decision taken by the Council of Higher Education (YÖK). The first part asks whether the foreign institution and its program are recognized. The second asks which Turkish qualification, in which field and at which level, the diploma corresponds to. The two parts produce two documents.

A Certificate of Recognition is a document confirming that a higher education institution abroad, and the specific program attended there, appear among the institutions recognised by the Council of Higher Education (YÖK); it does not mean the diploma has been declared equivalent to a Turkish qualification. It answers a question about the institution.

A Certificate of Equivalence is the Council of Higher Education's formal determination of which Turkish qualification, in which field and at which level, a diploma obtained abroad corresponds to. It answers a question about the diploma.

Article 3 of the regulation published in the Official Gazette on 5 December 2017 under number 30261 frames equivalence as a determination made for associate, bachelor's and master's diplomas issued by institutions recognized by YÖK. Doctoral degrees sit outside that list: the ENIC-NARIC Networks country page for Türkiye, last updated in 2026, states that the Inter-University Council evaluates doctoral degrees obtained abroad.

An applicant is therefore not choosing between two names for one thing. The Certificate of Recognition and the Certificate of Equivalence are separate outcomes of separate examinations, and a file can end with one, with the other, or with neither. Knowing which one a purpose calls for is the first decision in the process.

Who needs a YÖK equivalence decision?

Not every holder of a foreign diploma needs a full equivalence decision. The Council of Higher Education (YÖK) issues a Certificate of Recognition when the question is whether the institution is recognized, and a Certificate of Equivalence when the question is where the diploma sits in the Turkish system. Which applies depends on the purpose, the degree level and whether professional practice in the field is regulated by law.

For admission to a graduate program, several graduate schools state that a recognition document is what they collect from international applicants. The Institute of Health Sciences at Marmara University publishes that foreign nationals applying to master's or doctoral programs do not need an equivalence application outside medicine and dentistry, and directs them to a school recognition letter from YÖK.

How does the YÖK denklik process work?

The process known as denklik runs as an examination of documents followed by an academic assessment. An application record is created, the file is checked for completeness, the institution is examined against the recognition conditions in the regulation, and the program is compared with its Turkish counterpart. Where the comparison leaves gaps, a further assessment stage may follow.

Responsibility is split by degree level, and the ENIC-NARIC Networks country page for Türkiye states this.

Council of Higher Education (CoHE) is responsible for the assessment and recognition of foreign qualifications in Associate's, Bachelor's and Master's Degrees. On the other hand, The Inter-University Council evaluates Ph.D. Degrees from abroad.
— ENIC-NARIC Networks, Türkiye country page, last updated 2026

Under the regulation published in the Official Gazette on 5 December 2017, the file is prepared by the Department of Recognition and Equivalence Services, which produces a preliminary report. Article 6 provides that opinions may be sought from a scientific field advisory commission or from universities before the file reaches the Recognition and Equivalence Commission, described in Article 3 as chaired by a member of the YÖK Executive Board with at least three General Assembly members.

The regulation also names a stage called the Level and Proficiency Determination System, applied where the comparison with the Turkish program leaves gaps in core learning outcomes, the language of instruction, courses, internships or projects. Article 7 describes the measures there as course completion, internship completion, a project or an examination. Article 4 provides that an incomplete file is given a completion period, after which it is returned.

Which documents do you need to prepare?

A recognition or equivalence file is built from identity documents, the diploma, the academic record and evidence that the studies were attended. Article 4 of the regulation published in the Official Gazette on 5 December 2017 lists the application form, an identity document, the diploma and its translation, the transcript, records of transferred courses, earlier education documents, passport and border-crossing records, and master's theses.

Two certification routes exist, and the issuing country decides which applies. An apostille is a certification attached to an official document that makes it valid in another country that is party to the Hague Convention. Consular certification is the process by which documents from countries outside the Hague Convention are approved by the relevant national authorities and the Turkish diplomatic mission, in place of an apostille. The Hague Conference on Private International Law records 130 contracting parties in its status table updated on 30 June 2026, in force for Türkiye from 29 September 1985.

  • Check the HCCH status table for the issuing country's Apostille Convention status

  • Obtain an apostille, or arrange consular certification outside the convention

  • Order an official transcript covering every semester

  • Request a certified translation of the diploma and the transcript

  • Collect passport pages and border-crossing records for the study period

  • Keep the thesis and thesis summary for a master's or doctoral degree

The amendment published in the Official Gazette on 28 February 2026 under number 33182 added a sentence to Article 4 providing that the language document is not requested where the program language is the applicant's native language. A second sentence in Article 9 applies the same logic to the score requirement in the fields it covers.

How long does the process take?

The regulation published in the Official Gazette on 5 December 2017 sets no single fixed processing time. It sets periods for specific steps instead, and the overall duration follows from how many steps a file passes through. A complete file from an institution already examined, in a field with a clear Turkish counterpart, moves through fewer stages than one reaching the Level and Proficiency Determination System.

Doctoral title equivalence runs on a separate calendar. The Inter-University Council (ÜAK) guide for doctoral and sanatta yeterlik title equivalence states that once an electronic record is created through the Turkish e-government portal, the original documents must reach ÜAK within 30 days, and that a file where this does not happen is treated as not filed.

Graduate schools generally advise starting a file before the registration period, because a document reissued abroad moves on a timeline no Turkish body controls.

How do universities differ in what they ask?

The recognition decision belongs to the Council of Higher Education (YÖK), but the document a graduate school collects at application or registration is set by that school. Two published requirement lists show the range, and reading the target school's page is part of preparing the file.

The Institute of Health Sciences at Marmara University states that a school recognition letter is submitted at final registration for thesis-based graduate programs, and that foreign nationals do not need an equivalence application outside medicine and dentistry. The Institute of Science at Gazi University lists a YÖK equivalence certificate or school recognition letter as a mandatory upload at both levels, alongside notarized Turkish translations of the diploma and transcript.

A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures. That unit is where practice differs.

Where published requirements commonly differ:

  • Whether a recognition letter or a full equivalence certificate is accepted at registration

  • Whether the document is required at application or only at final registration

  • Whether translations must be notarized in Turkey or may be certified abroad

  • Whether medicine, dentistry and other regulated fields follow a separate route

  • Whether an interim document is accepted while the YÖK file is open

Two things are worth separating. The general rule comes from the regulation published in the Official Gazette on 5 December 2017 and applies system-wide. The document list is that school's application of the rule for one admission cycle.

Recognition or equivalence: which do you need?

The most common misreading is that a Certificate of Recognition and a Certificate of Equivalence are one document under two names. They are not. A Certificate of Recognition confirms that the institution and program appear among those recognized by the Council of Higher Education (YÖK), while a Certificate of Equivalence states which Turkish qualification, field and level the diploma corresponds to.

The practical difference shows in what each document allows. A recognition document answers an institutional question, and it is often what a graduate school needs to accept a foreign diploma into an application file. An equivalence decision answers a placement question, and it matters where a field is regulated by law.

Certification routes by country group

Documents from countries party to the Apostille Convention carry an apostille issued by the competent authority that country names. Documents from countries outside it follow consular certification through the national authorities and the Turkish diplomatic mission. The Hague Conference on Private International Law status table updated on 30 June 2026 is the list to check before ordering certification, because parties are added over time.

A second point is often misread. Article 3 of the regulation published in the Official Gazette on 5 December 2017 frames equivalence for associate, bachelor's and master's diplomas, while the ENIC-NARIC Networks country page for Türkiye states that the Inter-University Council evaluates doctoral degrees obtained abroad. An applicant holding a foreign doctorate and searching only for YÖK procedures may look in the wrong place for some time.

A third point concerns language. The amendment published in the Official Gazette on 28 February 2026 removed the language-document requirement where the program language is the applicant's native language. Applicants working from older summaries may still expect it.

What should you do next?

The next steps follow the order the system itself uses: establish what the institution is, establish what the diploma is, then match both to what a specific graduate program asks for. Working in that order avoids ordering certified documents twice. Each step below rests on the sources named earlier.

  1. Identify the degree level and, with it, the body that evaluates it. For associate, bachelor's and master's degrees this is the Council of Higher Education (YÖK); for a doctoral degree it is the Inter-University Council (ÜAK), as stated on the ENIC-NARIC Networks country page for Türkiye.

  2. Decide which document the purpose calls for. A recognition document answers a question about the institution; an equivalence decision answers a question about the diploma.

  3. Check the certification route for the issuing country against the Hague Conference on Private International Law status table updated on 30 June 2026, then order the apostille or consular certification.

  4. Assemble the document set listed in Article 4 of the regulation published in the Official Gazette on 5 December 2017.

  5. Read the target graduate school's requirement page for the admission cycle in question, since the Marmara University and Gazi University pages differ in wording.

  6. Where doctoral title equivalence is involved, plan around the 30-day delivery period in the ÜAK application guide.

Application calendars, document lists and regulation wording are revised between academic years, and the regulation itself was amended on 28 February 2026. Summaries written before that date may describe a requirement that no longer applies.

Real-World Examples

The examples in this section are illustrative scenarios created to explain situations applicants may encounter.

Amina prepares a recognition letter for a master's application. Amina holds a bachelor's degree in economics from a university abroad and plans to apply to a thesis-based master's program in Turkey. The graduate school's requirement page tells her that a school recognition letter from the Council of Higher Education is collected at final registration. She opens the file early, orders an apostille for the diploma and transcript, and arranges certified translations. The reissued transcript takes weeks to arrive, and her registration date is unaffected.

Daniel looks for the route for a doctorate earned abroad. Daniel completed a doctorate in engineering outside Turkey and searches for a YÖK equivalence route matching his degree without finding one. The ENIC-NARIC Networks country page for Türkiye shows him that the Inter-University Council evaluates doctoral degrees obtained abroad. He moves to the ÜAK application guide, notes the 30-day period for delivering original documents, and books both the courier and the appointment before opening the electronic record rather than after it.

Leyla studied in her native language. Leyla completed a master's degree in a country where the language of instruction is her native language, and older guidance she found describes a language document as part of every file. Reading the Official Gazette amendment of 28 February 2026, she sees that the document is not requested where the program language matches the applicant's native language. She sets that item aside and puts the time into the transcript and the certified translations instead.

Omar responds to a completion request. Omar submits an equivalence application while one earlier education document is still being reissued abroad. He receives a request to complete the file within a set period, as Article 4 of the regulation provides. Rather than waiting for a single courier, he asks his former institution for an interim certified copy and answers inside the period he was given. The file then continues to the academic examination stage instead of being returned to him.

What is YÖK denklik?+

YÖK denklik is the equivalence decision taken by the Council of Higher Education on a diploma issued abroad. It states which Turkish qualification, in which field and at which level, the diploma corresponds to. The procedure sits in the regulation published in the Official Gazette on 5 December 2017, last amended on 28 February 2026.

Do I need denklik to apply for a master's in Turkey as an international student?+

Practice varies between graduate schools. The Institute of Health Sciences at Marmara University publishes that foreign nationals applying to master's or doctoral programs do not need an equivalence application outside medicine and dentistry, and points them to a school recognition letter. The Institute of Science at Gazi University accepts either document. Reading the target institute's page is the reliable step.

What is the difference between a Certificate of Recognition and a Certificate of Equivalence?+

A Certificate of Recognition confirms that the institution abroad and the program attended there appear among those recognized by the Council of Higher Education. A Certificate of Equivalence states which Turkish qualification the diploma corresponds to, in which field and at which level. The first concerns the institution, the second the diploma.

Who evaluates a doctoral degree earned abroad?+

The ENIC-NARIC Networks country page for Türkiye, last updated in 2026, states that the Inter-University Council evaluates doctoral degrees obtained abroad, while the Council of Higher Education handles associate, bachelor's and master's qualifications. Holders of a foreign doctorate follow the Inter-University Council application guide, which describes an electronic record opened through the Turkish e-government portal.

How long does YÖK denklik take?+

The regulation published in the Official Gazette on 5 December 2017 sets periods for specific steps rather than one fixed total. Duration depends on how many stages a file passes through, whether the documents are complete, whether opinions are sought from universities, and whether the Level and Proficiency Determination System applies.

What happens if my university is not recognized by YÖK?+

Article 7 of the regulation published in the Official Gazette on 5 December 2017 lists grounds on which an application is refused, among them a diploma from an institution that is not recognized. Recognition conditions for institutions sit in Article 5. Checking the institution first avoids preparing a file that cannot proceed.

Can I get denklik without a language certificate?+

The amendment published in the Official Gazette on 28 February 2026 under number 33182 added a provision to Article 4 stating that the language document is not requested where the program attended was taught in the applicant's native language. A second addition applies similar wording in Article 9.

Is an apostille required for my diploma?+

An apostille is a certification attached to an official document that makes it valid in another country that is party to the Hague Convention. Where the issuing country sits outside it, consular certification takes its place. The Hague Conference on Private International Law status table updated on 30 June 2026 lists 130 contracting parties.

What is the Level and Proficiency Determination System?+

The regulation published in the Official Gazette on 5 December 2017 names it as the stage applied where comparison with the Turkish counterpart program leaves gaps in core learning outcomes, the language of instruction, courses, internships or projects. Article 7 describes the measures as course completion, internship completion, a project or an examination.

What documents does an equivalence application need?+

Article 4 of the regulation published in the Official Gazette on 5 December 2017 lists the application form, an identity document, the diploma and its translation, the transcript, records of transferred courses, earlier education documents, passport and border-crossing records, and master's theses. Graduate schools may add notarized translations, as the Gazi University page shows.
