Introduction

Turkish universities do not share one national application deadline for graduate study. Each university senate approves its own academic calendar, and each graduate school announces its own application window for the fall and spring semesters. Fall teaching generally begins in the second half of September and spring teaching in February, so most fall application windows open between April and early September.

That structure is the reason two applicants targeting the same start date can face dates almost three months apart. This article explains where the academic year comes from in Turkish law, what a published university calendar actually contains, how graduate application chains run from the opening of a window to final registration, and which deadlines begin only after a place is accepted.

The material comes from four kinds of source: Turkish legislation and the Official Gazette, the Council of Higher Education (YÖK) and the Student Selection and Placement Centre (ÖSYM), published university and graduate school calendars, and the European Commission's Eurydice description of the Turkish system. Mezun Kampüsü follows these announcements as universities publish them.

One caution before the detail. Admission calendars are seasonal by design. A window that opened in May for one cycle may open in June for the next, and published calendars are sometimes revised mid-cycle. Every date below is given with the institution that published it and the period it covers, so the pattern remains useful even after individual dates change.

1. What is the academic year at Turkish universities?

The academic year at a Turkish university is a teaching cycle that a university senate approves in advance, normally divided into a fall semester and a spring semester. Law No. 2547 permits a maximum of three teaching terms in one year, so an optional summer term may also exist. The academic year sets the dates that every application calendar has to fit around.

Two provisions of Law No. 2547 carry the structure. Article 44(b) states that the number of terms an institution runs in a year, up to three, is decided by university senates in line with principles set by the Council of Higher Education (YÖK). Article 14(b)(4) lists among the senate's duties the review and adoption of the university's annual education program and calendar. The result is a national framework with institutional dates inside it.

The Regulation on Graduate Education and Training, published in the Official Gazette on 20 April 2016 under number 29690, counts every program length in semesters rather than in months. It was amended on 6 March 2026 under Official Gazette number 33188. The regulation does not define how long a semester lasts; each university fixes that in its own graduate education regulation, and fourteen teaching weeks excluding examinations is a common figure.

Applications are handled by the graduate school. A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures. In the Eurydice description of the Turkish system, last updated on 26 March 2025, the academic year for higher education institutions typically begins in September or October, with the precise start date left to each institution.

2. When do fall and spring semesters begin?

Fall teaching at large Turkish universities generally begins in the second half of September and spring teaching in February. Across four institutions publishing 2026-2027 calendars, fall classes start between 14 and 28 September 2026 and spring classes between 8 and 15 February 2027. Those two anchors are what every application window is timed against.

The table below compares published teaching periods for the 2026-2027 academic year. The criteria compared are the fall teaching period, the spring teaching period, and the level the calendar covers.

Two points follow from the table. First, the spread is real but narrow: a week separates the earliest and latest fall start among these four institutions. Second, a graduate school's own calendar can differ from its university's general calendar, as the Çukurova University Institute of Social Sciences fall teaching period shows. Applicants who read only the university-wide calendar can miss a graduate-specific date by several days.

The Middle East Technical University calendar also fixes graduate pre-registration separately from teaching: 7 to 11 September 2026 for the fall semester and 27 to 29 January 2027 for the spring semester. Those pre-registration blocks are the practical end of the admission process, not the first day of classes.

3. Who sets graduate application deadlines in Turkey?

Graduate application deadlines in Turkey are set by each university's senate, not by a national authority. The Council of Higher Education (YÖK) establishes the principles; the senate adopts the calendar and the admission rules. The Regulation on Graduate Education and Training, published in the Official Gazette on 20 April 2016 under number 29690, contains no application dates at all.

According to the Law on Higher Education, the number of semesters in a year, with a maximum of three semesters per year for teaching activities in higher education institutions is determined by the senates of higher education institutions in accordance with the principles set by the Council of Higher Education.

— European Commission, EACEA, Eurydice, "Türkiye: Higher education", last updated 16 May 2025

Two articles of the Regulation on Graduate Education and Training carry the delegation. Article 33 states that the conditions for finalising the registration of admitted graduate students are determined by the regulation adopted by the senate. Article 35(2) states that the procedures and principles for admitting foreign-national candidates, and Turkish citizens who completed their entire undergraduate education abroad, are determined by the senates of higher education institutions.

That second provision is often misread. It is a delegation of authority, not a national exemption from any requirement. An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status. What Article 35(2) means in practice is that the rules applying to that status, including which examinations are accepted and when applications close, are written by each university rather than centrally.

The consequence for planning is direct. There is no single portal, no single deadline and no national results date for graduate admission in Turkey. The dates that bind an applicant are the ones published by the specific graduate school of the specific university, for the specific semester.

4. What should you prepare before applications open?

Preparation for a Turkish graduate application divides into documents that take weeks and documents that take minutes. Examination results, diploma recognition and language certificates belong to the first group and should be started well before a window opens. Uploading a transcript belongs to the second. Application windows at some graduate schools last under three weeks.

Examination timing is the part applicants most often underestimate, because national examination dates are fixed while application windows are not. ALES is the centralised examination administered by the Student Selection and Placement Centre (ÖSYM) and used in applications to graduate programs and in academic staff recruitment in Turkey. The ÖSYM 2026 examination calendar sets three ALES sessions: the examination on 10 May 2026 with applications from 25 March to 2 April 2026, the examination on 2 August 2026 with applications from 10 to 18 June 2026, and the examination on 29 November 2026 with applications from 7 to 15 October 2026.

An ALES result does not expire quickly. The ÖSYM 2026-ALES application guide states in section 1.5 that the results of the examination are valid for five years from the date they are announced. Individual universities may apply a shorter validity in their own regulations, and the regulation sets a minimum score with universities free to require higher.

Diploma documentation runs on its own schedule. A Certificate of Recognition is a document confirming that a higher education institution abroad, and the specific program attended there, appear among the institutions recognised by the Council of Higher Education (YÖK); it does not mean the diploma has been declared equivalent to a Turkish qualification. Recognition is handled by YÖK independently of any university calendar, which is why it is usually started first.

  • Identify the graduate school that runs your target program, then track that unit's announcements rather than the university's general calendar

  • Book the ALES or language examination session that finishes before your earliest target window closes

  • Start the diploma recognition step before you begin filling in application forms

  • Check the validity dates on every examination result and language certificate you plan to submit

  • Confirm whether the program requires a scientific assessment or interview, and note the dates published for it

  • Check that your passport validity extends comfortably beyond the permit period you will need

  • Save the announced final registration dates alongside the application dates, in one file

5. How do graduate school calendars differ?

Graduate schools targeting the same semester can run entirely different calendars. For the 2026-2027 fall semester, one Turkish graduate school opened applications on 21 May 2026 and completed reserve registration by 21 July 2026, while another was still registering admitted candidates on 18 September 2026. Both were admitting students for the same teaching period.

A scientific assessment is a written or oral evaluation of subject knowledge administered by a university as part of its graduate admissions; it is not a centralised examination and its scope varies by program. Its date sits between the application close and the results announcement, and it is the reason the chain takes weeks rather than days.

The Gazi University announcement carries a second lesson. It is labelled as revised, and the revision was made because of the NATO Summit held in Ankara on 7 and 8 July 2026. Published calendars are working documents; an applicant who downloads one in April and never returns to the page can be working from superseded dates.

The gap between application close and registration also varies sharply. Marmara University leaves roughly five weeks between the two; Çukurova University leaves under two. A candidate applying to both would need documents ready on very different schedules, which is the strongest practical argument for tracking each graduate school separately rather than assuming a national rhythm.

6. Should you apply for fall or spring?

Fall is the larger intake at most Turkish graduate schools, and spring is the second chance. Fall applications for the 2026-2027 year ran from May to late August across the institutions reviewed here. Spring applications appear later in the cycle: Marmara University opened its 2025-2026 spring graduate applications on 13 January 2026 and closed them on 21 January 2026.

The choice depends less on preference than on document readiness. An applicant whose recognition file and examination results are complete by May has the full fall field available. An applicant still waiting on a document in July has a stronger case for targeting spring, applying to a smaller set of programs with papers that are genuinely in order.

Program availability is the trade-off. Fall calls at the graduate schools reviewed here covered master's with thesis, master's without thesis, doctoral and, where relevant, proficiency in art programs. Spring calls exist at many universities, and the Marmara University spring announcement covered the same four program types, but no national figure is published on how many universities run a spring intake or how many programs appear in it. The honest position is that spring availability has to be checked program by program.

Timing after admission differs too. The Middle East Technical University calendar places graduate pre-registration for the spring semester on 27 to 29 January 2027 and the start of spring classes on 15 February 2027, leaving a little over two weeks between the two. Applicants arriving from abroad for a spring start have a shorter runway than fall entrants for travel and registration steps.

Why spring quotas are usually narrower than fall quotas

Places in a graduate program are released against supervision capacity and course scheduling, both of which are planned around the fall entry point. A department that filled its supervision capacity in July has fewer places to advertise in December, and courses sequenced to begin in the fall may not have a mid-year entry point. This is an institutional pattern rather than a rule written in regulation, and it varies by department.

7. Which deadlines start after you are admitted?

Admission is not the end of the deadline chain. Several legal deadlines begin only once a place is accepted or registration is completed, and they run on national law rather than on any university calendar. Two of them are strict: general health insurance registration and the residence permit application. Missing either has consequences that a graduate school cannot resolve.

General Health Insurance is the social security coverage providing access to healthcare services in Turkey; the application period for international students is limited by regulation. Article 60 of Law No. 5510 provides that foreign-national students studying in Turkey become general health insurance holders if they submit a request within three months of their first registration date. The three months run from first registration, not from arrival and not from the residence permit date.

A student residence permit is the residence permit granted to a foreign national studying in Turkey, allowing them to remain in the country for the duration of their studies. Article 22 of Law No. 6458 allows student residence permit applications to be made to governorates from inside Turkey, and the application is normally made once pre-registration is complete. Article 21 of Law No. 6458 provides that applications are concluded within ninety days at the latest.

Two further timing rules sit in the same law. Article 24(2) provides that extension applications are made from sixty days before the permit expires and, in every case, before it expires. Article 26(2) provides that foreigners entering Turkey with a residence permit obtained from a consulate must register in the address registration system within twenty working days of entry. The Presidency of Migration Management also publishes answers to frequently asked questions covering online application practice, and confirming details there before travel is the safer course.

8. How do you build your own deadline map?

A deadline map is a single document listing every date that binds you, in the order the dates arrive. Because Turkey sets graduate deadlines institution by institution, the map has to be built from the specific graduate schools you are applying to rather than from a national schedule. Building it takes an hour and removes most of the timing risk from the process.

The sequence below works backwards from the semester you want, which is the only fixed point in the process.

  1. Fix your target semester and find the teaching start date in that university's published academic calendar, for example 28 September 2026 at the Middle East Technical University for the 2026-2027 fall semester.

  2. Find the graduate school running your program and locate its admission announcement for that exact semester, since graduate calendars can differ from the university-wide calendar.

  3. Record five dates from that announcement: application opening, application close, assessment or interview, results, and final registration.

  4. Add the reserve stage dates if the announcement publishes them, because a reserve place is usually confirmed within days.

  5. Work backwards to the last national examination session that finishes before your earliest application close, using the ÖSYM examination calendar.

  6. Add the diploma recognition step at the front of the map, before any application form.

  7. Add the post-admission deadlines from Section 7, counted from your registration date rather than from your arrival.

  8. Set a monthly reminder to re-open each announcement page, since published calendars are revised.

Announcement pages change during a cycle, and a date confirmed in April may not be the date that applies in July. Checking the source page again before each stage costs a few minutes and is the single habit that protects the whole plan.

Real-World Examples

The examples in this section are illustrative scenarios created to explain situations applicants may encounter.

Amina plans for one deadline and finds three. Amina wants to start a master's with thesis in the 2026-2027 fall semester and assumes there is a national closing date. Reading the announcements, she finds one graduate school closing applications in mid-June, another in late June and a third in late August. She builds a single file listing all three chains, notices that the earliest assessment date falls before her examination result would be announced, and drops that option rather than applying with an incomplete file. Her remaining two applications go in with every document attached, and she has the assessment dates in her calendar before the windows even open.

Rustam misses a fall window and changes target. Rustam finishes his recognition file in late July, after the fall windows at his two preferred graduate schools have closed. Instead of applying elsewhere in a hurry, he checks whether those universities ran a spring call in the previous cycle and finds that one of them opened spring applications in mid-January. He spends the autumn completing a language certificate and preparing his research statement, and applies to the spring call with a stronger file than he could have assembled in July.

Leila registers and then notes the three-month clock. Leila completes her final registration in September and writes the date at the top of her deadline file. Working from Article 60 of Law No. 5510, she counts three months forward and sets a reminder six weeks ahead of it for her general health insurance request. She also confirms with her university's international office what the office handles on her behalf and what she must submit herself, so nothing sits waiting on an assumption.

Daniyar sequences recognition before applications. Daniyar plans to apply in two consecutive cycles if the first does not work out. Rather than waiting for a window to open, he begins his diploma recognition step first, because it is handled by the Council of Higher Education (YÖK) on a schedule unconnected to any university calendar. When the fall announcements appear, his documentation is already complete, and he is able to apply to four graduate schools with different closing dates in the same month.

What is the application deadline for universities in Turkey?+

There is no single deadline. Each university senate adopts its own academic calendar under Law No. 2547, and each graduate school publishes its own application window for each semester. For the 2026-2027 fall semester, windows at three graduate schools closed on 15 June, 22 June and 26 August 2026. The date that applies to you is the one published by the graduate school running your program, for the semester you are targeting.

Do Turkish universities accept graduate applications twice a year?+

Many do. Fall is the main intake and spring is the second one. Marmara University, for example, ran 2025-2026 spring graduate applications from 13 to 21 January 2026, covering master's with thesis, master's without thesis, doctoral and proficiency in art programs. No national figure is published on how many universities offer a spring intake, so availability should be checked program by program rather than assumed.

When does the academic year start in Turkey?+

Fall teaching generally begins in the second half of September. Among 2026-2027 calendars, Gazi University and Boğaziçi University set 21 September 2026, the Middle East Technical University set 28 September 2026, and the Çukurova University Institute of Social Sciences set 14 September 2026 for its graduate teaching period. Spring teaching begins in February, with 8 and 15 February 2027 among the published dates.

how long does it take between applying and starting classes in turkey+

Between roughly two and four months, depending on the graduate school. Gazi University's Graduate School of Natural and Applied Sciences opened applications on 21 May 2026 for a 21 September 2026 teaching start, about four months. The Çukurova University Institute of Social Sciences opened applications on 6 July 2026 for teaching from 14 September 2026, about ten weeks. Both chains include an assessment stage and a registration stage.

can i apply to a masters in turkey after the fall deadline has passed+

Not to that window, but other routes remain open. Graduate schools set their windows independently, so a window that closed at one university may still be open at another for the same semester. Spring intakes offer a second entry point in the same academic year, with applications typically appearing in the December to January period. The practical step is to check announcements at other graduate schools before assuming the cycle is over.

Is there one national application portal for graduate programs in Turkey?+

No. Applications are submitted through each university's own system, and the Regulation on Graduate Education and Training of 20 April 2016 leaves admission procedures to university senates under Article 35(2) for foreign-national candidates and Article 33 for registration conditions. This differs from the centralised route used for some undergraduate admissions, which is why graduate applicants track institutions individually.

Do I need an ALES result before the application window closes?+

Where a program requires ALES, the result generally needs to be available at application. Because ALES sessions are national and fixed while windows are not, the examination date is the constraint. The 2026 examination calendar set sessions on 10 May, 2 August and 29 November 2026, with applications closing well in advance of each. Whether ALES is required of international applicants is decided by each university senate, so the program announcement is the place to check.

what happens if i miss the final registration date in turkey+

Final registration dates are set by each university in its own regulation, and the consequence of missing one is a matter for that regulation rather than for national law. The Regulation on Graduate Education and Training leaves registration conditions to the senate under Article 33. Reserve stages often follow the main registration period, as at Gazi University in July 2026 and Çukurova University in September 2026, so contacting the graduate school promptly is the useful first step.

When should an international applicant start the diploma recognition step?+

Before the application forms. Recognition is handled by the Council of Higher Education (YÖK) on a timetable unconnected to any university's admission calendar, so it cannot be compressed to fit a window that is about to close. Applicants who begin recognition first tend to keep more options open, because they can apply to graduate schools with early closing dates as well as late ones in the same cycle.

How long is an ALES result valid?+

Five years from the date the result is announced, according to section 1.5 of the ÖSYM 2026-ALES application guide. That validity covers several admission cycles, so a result obtained for one application can often be reused for a later one. Individual universities may apply a shorter validity period in their own graduate education regulations, so the program announcement should be checked alongside the national rule.

Do application deadlines differ between state and foundation universities?+

Deadlines differ between institutions rather than between categories. Both state and foundation universities set their calendars through their own senates under Law No. 2547, so the variation runs institution by institution and even graduate school by graduate school within one university. The Çukurova University Institute of Social Sciences published a fall teaching period different from several university-wide calendars for the same year, which illustrates the point.
