Introduction

Dental specialty training in Turkey for foreigners, including orthodontics, runs through two systems. Clinical specialty training is entered through the Dental Specialty Training Entrance Examination (DUS) and follows the Regulation on Specialty Training in Medicine and Dentistry of 3 September 2022. Academic training is offered as PhD and master's programs in orthodontics at university graduate schools. They lead to different outcomes: a specialist certificate in the first case, an academic degree in the second.

This guide is about education rather than treatment: specialty training, graduate school admission, theses and supervisors.

Mezun Kampüsü drew on the regulation text, guides from the Student Selection and Placement Centre (ÖSYM), Ministry of Health core curricula, the European Commission's Eurydice network and university program pages. Calendars, quotas and court decisions change between terms, so every point carries a date.

Can foreign dentists train as orthodontists in Turkey?

Yes. Foreign dentists may apply for dental specialty training in Turkey, including orthodontics. ÖSYM's 2026-DUS 1st Term Application Guide states that foreign national candidates may also apply to the DUS. Admission to a specialty position then depends on the conditions in Article 14 of the Regulation on Specialty Training in Medicine and Dentistry, published in the Official Gazette on 3 September 2022.

Two systems, two outcomes

The clinical track is dental specialty training, supervised by the Ministry of Health and the Medical Specialty Board (TUK). A trainee enters through the DUS, completes a set curriculum, writes a thesis and sits a two-stage final examination. The outcome is a specialist certificate in a branch such as orthodontics.

The academic track is graduate education at a university. A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures. Orthodontics programs sit in graduate schools or institutes of health sciences and lead to a PhD or a master's degree.

Where DUS sits in the system

Article 12(1) of the 2022 regulation states that ÖSYM holds the DUS at least once a year as a competitive examination of professional knowledge. Article 13(1) requires a dental degree for entry to dental specialty training.

Nine branches, one of them orthodontics

The Medical Specialty Board Curriculum Development and Standard Setting System (TUKMOS) of the Ministry of Health publishes a core curriculum for each dental specialty. The documents reviewed for this article cover nine branches: oral and maxillofacial surgery, oral and maxillofacial radiology, endodontics, orthodontics, pediatric dentistry, periodontology, prosthodontics, restorative dentistry and oral pathology. Orthodontics is one of the two four-year branches confirmed in these curricula.

Which routes lead to orthodontic training in Turkey?

Three routes lead to orthodontic training in Turkey: DUS-based specialty training, a PhD in orthodontics at a graduate school, and a master's program in orthodontics. Only the first is designed to produce a specialist certificate under the Ministry of Health regulation of 3 September 2022. The PhD and master's routes award academic degrees under university and Council of Higher Education (YÖK) rules.

What the table shows

The routes differ most on outcome. Specialty training is a clinical qualification; the PhD and master's are university degrees. Language is the second difference: the specialty route expects working Turkish within a year, while some graduate programs teach in English. Istanbul Okan University's European Credit Transfer and Accumulation System (ECTS) information package lists its orthodontics doctorate at Level 8 of the Turkish Qualifications Framework for Higher Education (TR-NQF-HE). This is the third cycle of the European Higher Education Area.

What does the DUS route require from foreign nationals?

Article 14(1) of the Regulation on Specialty Training in Medicine and Dentistry admits foreign nationals to specialty training when six conditions are met together. They cover the quota, diploma, eligibility, residence, funding and placement. Article 14(2) adds a Turkish language certificate within one year, and Article 14(3) allows extra places for foreign nationals.

Under Article 14(1), a foreign national is admitted when:

  • the institution has a quota reserved for foreign nationals;

  • the applicant graduated from a dental faculty in Turkey, or graduated abroad and completed equivalence and registration procedures by the examination date;

  • there is no circumstance preventing the applicant from training in Turkey;

  • the applicant has been permitted to reside in Turkey;

  • the applicant submits a document stating that a scholarship will be provided or that expenses in Turkey will be covered during training;

  • the applicant has been placed in the relevant program through the entrance examination.

Equivalence comes before the examination

For a diploma from abroad, Article 14(1)(b) sets the examination date as the deadline for equivalence and registration. A Certificate of Equivalence is the Council of Higher Education's formal determination of which Turkish qualification, in which field and at which level, a diploma obtained abroad corresponds to. ÖSYM's 2026 application guide adds that diploma registration with the Ministry of Health must also be complete by that date.

Turkish language and the extra quota

Within one year of starting training, Article 14(2) asks foreign nationals to submit a certificate from a Turkish language test, run by a body the Board designates, showing Turkish good enough to follow professional subjects. Graduates of Turkish-medium dental faculties in Turkey are exempt. Article 14(3) states that up to 10% additional quota may be reserved for foreign nationals. International agreement places are counted separately.

Dual nationals

ÖSYM's 2026-DUS 1st Term Preference Guide states that dual nationals who hold Turkish citizenship cannot choose places reserved for foreign nationals. Article 14(4) adds that a foreign trainee who becomes a Turkish citizen during training continues in the status in which training began.

How do foreign dentists prepare a DUS application?

For overseas-trained dentists, a DUS application starts with paperwork that must be finished before the examination date. ÖSYM's 2026-DUS 1st Term Application Guide lists diploma registration, a valid foreign language result and the correct identification number among the conditions. In 2026, first-term applications ran from 10 to 17 March for an examination on 26 April.

Equivalence is handled by YÖK and diploma registration by the Ministry of Health, and both must be complete before the examination. Use the list below as a working sequence.

  • Apply to YÖK for equivalence of your dental diploma if you graduated outside Turkey.

  • Complete diploma registration with the Ministry of Health before the DUS examination date.

  • Obtain a foreign language result in English, French or German that meets Article 12(4) of the regulation.

  • Check that your language result will still be within its five-year validity on the application date.

  • Confirm the identification number ÖSYM accepts for foreign national candidates in the current guide.

  • Arrange a residence permit, since Article 14(1) requires permission to reside in Turkey.

  • Prepare a scholarship or funding document covering the training period.

  • Plan a Turkish language course so you can submit the certificate within one year of starting.

The language requirement in detail

Article 12(4) of the 2022 regulation requires foreign language proficiency for placement, not for sitting the examination. The accepted routes are an examination in English, French or German held by the Ministry of Health or YÖK, ÖSYM's Foreign Language Proficiency Examination (YDS), or an international certificate that ÖSYM accepts as equivalent. The regulation sets a minimum score. Results stay valid for five years, counted to the application date of the professional knowledge examination.

How long does each dental specialty take?

Where the TUKMOS core curricula of the Ministry of Health state a length, dental specialty training in Turkey takes three or four years. Orthodontics and oral and maxillofacial surgery are four-year programs. Endodontics, pediatric dentistry and oral and maxillofacial radiology are three-year programs. Article 18 of the 2022 regulation allows extensions of up to one third.

The legal durations sit in the tables annexed to Law No. 1219 on the practice of medicine and its branches. Four curricula reviewed here give rotations but no total length; for those branches the annex is the reference.

Which route suits which applicant?

The right route depends on what you want to do after training. A foreign dentist who wants a specialist certificate in orthodontics needs DUS placement and specialty training under the 2022 regulation. A dentist aiming at research or an academic career may find a PhD in orthodontics a better fit. A master's program in orthodontics suits someone who wants structured advanced study without the full doctoral commitment.

Profile one: clinical specialist

The DUS route is the one designed to lead to a specialist certificate. It asks the most before the examination: equivalence, diploma registration, a residence permit and a funding document. It also expects working Turkish within one year, which suits applicants who already speak Turkish.

Profile two: researcher or future academic

A PhD in orthodontics combines coursework, a qualifying examination and a thesis. A qualifying examination is the assessment of a doctoral student's subject knowledge and research capability after the coursework stage, and is the condition for proceeding to the thesis stage. Eurydice, the European Commission's education network, notes that dentistry degrees of at least ten semesters are among the accepted bases for doctoral applications in Turkey.

Language varies by program:

Orthodontics PhD Program is offered in Turkish.
— Altınbaş University Graduate School of Health Sciences, Orthodontics PhD Program page, accessed 26 October 2026

Istanbul Okan University describes its doctorate in a single aim. Its ECTS package states that the program "aims to train dentists admitted to the program in the field of orthodontics."

Profile three: structured advanced study in English

Two master's programs in this review teach in English. Marmara University's Institute of Health Sciences lists an English-medium master's with thesis in orthodontics on a program page last updated on 28 February 2021. Istanbul Medipol University's Graduate School of Health Sciences lists an English-medium non-thesis master's requiring 60 ECTS and a term project. Neither page states that the degree confers a specialist title.

Does a PhD in orthodontics make you a specialist?

As of October 2026, a PhD in orthodontics started after 26 April 2011 does not by itself lead to a specialist certificate in Turkey. A Medical Specialty Board decision of 16 June 2026 opened a conditional route through the DUS. On 29 September 2026, the 8th Chamber of the Council of State (Danıştay) stayed that decision, according to reporting by Cumhuriyet and ANKA.

Before Law No. 6225 of 26 April 2011, advancement in dental branches in Turkey ran mainly through doctoral programs. Zafer Öztek and Eray Öntaş record this in a 2024 entry of the saglik100.com public health history series. The law opened specialty training, and dentists already holding or pursuing a doctorate in those branches could receive a specialist certificate.

The 2026 sequence of events

  1. On 16 June 2026, the Medical Specialty Board adopted decision No. 2826. It covered dentists who began doctoral training between 26 April 2011 and 4 February 2026.

  2. On 17 June 2026, the Ministry of Health told Anadolu Agency (AA) that these dentists would need DUS scores high enough to place in their own field and proof of completed curriculum training. The route would not provide a staff position, appointment or direct placement.

  3. The Turkish Dental Association (TDB) challenged the decision at the Council of State.

  4. On 29 September 2026, the Council of State's 8th Chamber unanimously stayed the decision in case file E.2026/3631, according to Cumhuriyet's report of 20 October 2026. As relayed by the TDB, the court held that exceptional routes to a specialist certificate can be created only by law.

What this means for a foreign applicant

A stay of execution is an interim measure, and the case may still be decided on its merits. If the goal is a specialist certificate in orthodontics, the DUS route is the one set out in regulation. A PhD in orthodontics remains a valuable academic degree in its own right. Check the latest Ministry of Health and Council of State announcements before relying on any doctorate-to-specialty route.

What should you do next?

Every plan starts with your diploma. A foreign dentist aiming for DUS specialty training should start equivalence with YÖK and diploma registration with the Ministry of Health early, because both must be complete by the examination date. Applicants aiming for a PhD or master's should compare graduate school admission rules and language of instruction program by program.

For the DUS route

Read the application guide ÖSYM publishes for the term you are targeting. In 2026, ÖSYM held the first-term examination on 26 April and announced additional placement results on 5 August, as reported by Memurlar.net. Each term's guide restates the eligibility rules, the identification number format and the foreign language rules, and these can change between terms. Then read the preference guide for that term. It is the document that shows which institutions offer foreign national places in orthodontics.

For the PhD or master's route

Contact the graduate school or institute of health sciences at each university you are considering. Ask for the written admission criteria for international applicants, the language of instruction and the expected program length. Eurydice's description of Turkish doctoral programs, updated 18 September 2026, gives the national framework. Each university applies it through its own regulation.

For any route

Keep three things on file: your equivalence decision, your language results with their dates, and your residence permit documents. Note that a degree earned on one route does not automatically convert into a qualification on the other, as the 2026 Council of State stay shows. Recheck each source shortly before you apply, since calendars, quotas and rules can change between terms.

Real-World Examples

The examples in this section are illustrative scenarios created to explain situations applicants may encounter.

Amina, a dentist with a degree from abroad. Amina graduated from a dental faculty outside Turkey and wants to become an orthodontist. Reading the application guide, she sees that equivalence and diploma registration must be complete by the examination date, not by placement. She applies to YÖK for equivalence a full term ahead. She aims for the following DUS sitting, which gives her time to finish registration and start a Turkish course, so she can submit the language certificate within one year of starting training.

Daniel, a researcher who prefers English. Daniel is a dental graduate interested in orthodontic research and teaching. His Turkish is basic, so he compares graduate programs by language of instruction. He finds that one doctoral program he liked is taught in Turkish, while two master's programs list English-medium instruction. He decides to begin with an English-medium master's with thesis and study Turkish alongside it. He keeps the doctoral option open for later and asks each graduate school in writing about admission rules for international applicants.

Leyla, a dual national. Leyla holds Turkish citizenship and a second nationality. She assumed she could apply for the places reserved for foreign nationals in orthodontics. The preference guide tells her that dual nationals holding Turkish citizenship make their preferences as Turkish citizens. She reorganizes her preference list around the general places. She then asks the institution which of the regulation's foreign national rules, such as the Turkish certificate, apply in her case, and focuses on preparing for the professional knowledge examination.

Omar, who holds an orthodontics doctorate. Omar completed a PhD in orthodontics in Turkey after 2011 and read about the June 2026 Medical Specialty Board decision. Before acting, he checks the follow-up and learns that the Council of State stayed the decision on 29 September 2026. He decides not to base his plans on that route while the stay is in effect. Instead he prepares for a regular DUS sitting and follows announcements from the Ministry of Health. Meanwhile he continues his academic work, where his doctorate already counts.

Frequently Asked Questions

Can a foreign dentist take the DUS in Turkey?+

Yes, foreign national candidates may apply. ÖSYM's 2026-DUS 1st Term Application Guide states that foreign national candidates may also apply to the Dental Specialty Training Entrance Examination. Admission to a specialty position then depends on Article 14 of the Regulation on Specialty Training in Medicine and Dentistry, which covers the quota, equivalence, residence, funding and placement. Check the guide for your target term.

Can international students do orthodontics specialty training in Turkey without a Turkish diploma?+

Yes, provided the foreign diploma has gone through equivalence and registration. Article 14(1) of the 2022 regulation accepts graduates of dental faculties abroad whose equivalence and registration procedures were completed by the examination date. Equivalence is decided by the Council of Higher Education (YÖK), and diploma registration is handled by the Ministry of Health. Starting both well before the target DUS term is generally advisable.

Do I need to speak Turkish for dental specialty training in Turkey?+

Generally yes, within a set period. Article 14(2) of the 2022 regulation asks foreign nationals to submit, within one year of starting training, a certificate of success in a Turkish language test. Graduates of Turkish-medium dental faculties in Turkey are exempt. Graduate programs differ: some orthodontics master's programs list English-medium instruction.

How many places are there for foreign nationals in DUS?+

The number varies by term and institution. Article 14(3) of the 2022 regulation allows up to 10% additional quota for foreign nationals wishing to train as specialists. Places set by international agreements are counted separately. The actual places for each term, including orthodontics, are listed in the preference guide and tables that ÖSYM publishes for that term.

How long is orthodontics specialty training in Turkey?+

Orthodontics specialty training lasts four years, according to the TUKMOS Orthodontics Core Curriculum v2.3, in force from 12 October 2017. The curriculum includes one-month rotations in oral and maxillofacial surgery and in periodontology. Article 18(1) of the 2022 regulation allows the Ministry of Health to extend training by up to one third on a Board decision.

Does a PhD in orthodontics from Turkey give a specialist title?+

Not automatically, as of October 2026, for doctorates started after 26 April 2011. A Medical Specialty Board decision of 16 June 2026 created a conditional route requiring DUS placement and documented training. The Council of State's 8th Chamber stayed that decision on 29 September 2026, according to Cumhuriyet and ANKA. Follow Ministry of Health announcements before relying on this route.

Is there an orthodontics master's program in Turkey taught in English?+

Yes, some universities list one. Marmara University's Institute of Health Sciences lists an English-medium master's with thesis in orthodontics. Istanbul Medipol University's Graduate School of Health Sciences lists an English-medium non-thesis master's requiring 60 ECTS and a term project. Neither program page states that the degree confers a specialist title. Confirm admission details with each graduate school.

What happens if my diploma registration is not finished before the DUS?+

The examination may be declared invalid. ÖSYM's 2026-DUS 1st Term Application Guide states that candidates whose diploma registration is not complete by the examination date have their examination declared invalid. Equivalence with YÖK and registration with the Ministry of Health therefore need to be finished before the examination session. Applicants still waiting can plan for a later term.

Can dual citizens apply for foreign national places in DUS?+

Not if one of their nationalities is Turkish. ÖSYM's 2026-DUS 1st Term Preference Guide states that dual nationals holding Turkish citizenship cannot choose the places reserved for foreign nationals. They make their preferences as Turkish citizens and compete for the general places. Under Article 14(4) of the 2022 regulation, a foreign trainee who becomes a Turkish citizen during training continues in the original status.

Which foreign languages are accepted for DUS placement?+

English, French and German are accepted. Article 12(4) of the 2022 regulation requires foreign language proficiency for placement. It accepts examinations held by the Ministry of Health or YÖK, ÖSYM's YDS, or an international certificate that ÖSYM accepts as equivalent. The regulation sets a minimum score, and results remain valid for five years, counted to the application date.
