Open AtlasIntroduction
Recognition and equivalence in Turkey are two different YÖK decisions about a foreign diploma. Recognition confirms that the foreign university and program are accepted by the Council of Higher Education (YÖK). Equivalence states which Turkish degree, field and level the diploma matches. According to YÖK's Department of Recognition and Equivalence Services, international applicants to most master's and doctoral programs need only the recognition document.
The two procedures are easy to confuse because both come from the same YÖK department. One document is issued at institutional level; the other is a formal assessment of an individual diploma. YÖK's Higher Education Internationalization Strategy Document 2024–2028, published in February 2025, reports more than 336,000 international students in Turkey at the end of 2024, so the question affects a large group of applicants.
This guide covers what each procedure decides, which one graduate applicants usually need, where the exceptions sit and how universities phrase their requests. Mezun Kampüsü compiled it as of September 2026 from YÖK pages, the Official Gazette, YÖK statistics, the ENIC-NARIC network and university graduate school pages. Document lists can change between admission periods, so check each program's announcement.

How do recognition and equivalence differ in Turkey?
Recognition and equivalence answer two different questions about a foreign degree. Recognition asks whether YÖK accepts the foreign university and its program as authorized to award academic degrees. Equivalence asks what that specific diploma corresponds to inside the Turkish higher education system. Recognition is decided at the level of the institution and program; equivalence is decided for one person's diploma, field and degree level.
A Certificate of Recognition is a document confirming that a higher education institution abroad, and the specific program attended there, appear among the institutions recognised by the Council of Higher Education (YÖK); it does not mean the diploma has been declared equivalent to a Turkish qualification. YÖK's English pages call it the "HE Institution Recognition Certificate".
A Certificate of Equivalence is the Council of Higher Education's formal determination of which Turkish qualification, in which field and at which level, a diploma obtained abroad corresponds to. YÖK's pages name it the "Diploma Equivalence Certificate" and apply it to associate's, bachelor's and master's diplomas from YÖK-recognized foreign institutions.
Both procedures rest on the Regulation on Recognition and Equivalence of Foreign Higher Education Diplomas, first published in the Official Gazette on 5 December 2017 (issue 30261). An amendment published on 15 March 2024 (issue 32490) revised the definitions of the two certificates. The amended text describes the recognition document as one that shows whether the institution and program are recognized, and states that it does not carry the status of a diploma equivalence certificate.
According to YÖK's "About Us" page, the department was restructured as the Department of Recognition and Equivalence Services on 6 July 2017 and took on Turkey's ENIC-NARIC center on 15 November 2017. An ENIC-NARIC center is a national information office that advises on the recognition of foreign qualifications within the European ENIC-NARIC network.
How do the two YÖK certificates compare?
The Certificate of Recognition and the Certificate of Equivalence differ in what they assess, which degree levels they cover, how you apply and what they are used for. Recognition is an institution-level confirmation. Equivalence is an assessment of a single diploma against Turkish learning outcomes. The comparison below uses YÖK's recognition and equivalence pages and FAQ, accessed on 30 September 2026, as its only sources.
Table 1. Certificate of Recognition and Certificate of Equivalence compared on six criteria (YÖK Department of Recognition and Equivalence Services, accessed 30 September 2026)
Criterion | Certificate of Recognition | Certificate of Equivalence |
|---|---|---|
Object of assessment | Whether the foreign institution and program are recognized by YÖK | Which Turkish field and level one diploma corresponds to |
Degree levels covered | Institution and program, not the individual degree result | Associate's, bachelor's and master's diplomas |
Application route | Online through e-Devlet for holders of a Turkish identity number; otherwise front office or email petition | Online application, then original documents submitted on an appointment date |
Processing time | No commission review described; issued at institutional level | Varies with Science Field Advisory Commission reviews and correspondence |
Typical use in graduate admission | Registration of international applicants to most master's and PhD programs | Access to postgraduate health programs with clinical practice |
Doctoral degrees earned abroad | Not an equivalence decision | Handled by the Inter-University Council (ÜAK), not YÖK's department |
Table 1 shows why the two documents are not interchangeable. YÖK's FAQ states that the recognition certificate "does not replace the Diploma Equivalence Certificate". An applicant holding only the recognition document therefore has proof about the institution, not a Turkish-level decision about the degree itself.
Equivalence is also a heavier procedure. YÖK's Internationalization Strategy Document (February 2025) reports that YÖK concluded 11,069 equivalence applications in 2023, each assessed individually. YÖK does not publish a fixed processing time for equivalence.
Which certificate do international graduate applicants need?
For most graduate programs, an international applicant needs the Certificate of Recognition, not the Certificate of Equivalence. YÖK's Turkish-language equivalence page states that foreign nationals applying for a master's or doctorate do not need to apply for equivalence, except for health fields with clinical practice. The final document list is still set by each university's graduate school, so the program announcement has the last word.
YÖK's English FAQ describes the recognition document this way:
It is a document that indicates whether a foreign higher education institution is recognized by the Council of Higher Education. It is issued on institutional level, and it does not replace the Diploma Equivalence Certificate.
— Council of Higher Education (YÖK), Department of Recognition and Equivalence Services, FAQ, accessed 30 September 2026
YÖK's page "Information About Recognition and Equivalence" adds that, for foreign nationals applying for a postgraduate degree, the recognition certificate "is enough for registration to the university, except for health programs." The Turkish-language page narrows that exception to health fields with clinical practice; where the versions differ, the Turkish official wording is the safer reading.
YÖK's English FAQ also states that access to postgraduate health programs "is only possible with" the Diploma Equivalence Certificate. An applicant aiming at a clinical specialty should therefore plan for the longer equivalence procedure.
YÖK's statistics bulletin of 27 March 2026 counts 330,464 master's students and 89,665 doctoral students in Turkey for the 2025–2026 academic year. International students are part of that population: YÖK's Internationalization Strategy Document puts 9.35% of them at master's level and 3.28% at doctoral level in 2023–2024.
An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status. Turkish citizens holding a foreign diploma can face different document rules at graduate schools.
Track Your Academic Process in One Account
Log InHow do you get a Certificate of Recognition?
The Certificate of Recognition is requested from YÖK's Department of Recognition and Equivalence Services, and the route depends on whether you have access to e-Devlet, Turkey's e-government portal. According to YÖK's English FAQ, accessed on 30 September 2026, applicants with a Turkish identity number apply online through e-Devlet, while others use the department's front office or an email petition.
The steps below follow YÖK's FAQ and add checks to make before starting.
Confirm the exact university and program names on your diploma and transcript, since recognition concerns both.
Check whether you hold a Turkish Republic identity number or a Foreign Identification Number. A Foreign Identification Number is the identification number beginning with 99 that is issued to foreign nationals holding a residence permit in Turkey and used in official procedures.
If you have e-Devlet access, request the certificate through YÖK's online school recognition service there.
If your university is in the Netherlands, Ukraine, the United States or the Turkish Republic of Northern Cyprus, apply directly to the Department of Recognition and Equivalence Services in Ankara, as YÖK's FAQ specifies.
If you have no e-Devlet access, submit the petition form in person at the department's front office or send it by email, following YÖK's FAQ.
Keep the certificate with your application file and check whether the graduate school asks for it at application or at final registration.
YÖK's "Information About Recognition and Equivalence" page lists three criteria for a foreign institution and program to count as recognized: recognition by the competent authorities of the origin country, accreditation by the related accreditation or quality assurance bodies, and recognition by YÖK. If any criterion is uncertain for your university, contact the department before the application period opens.
How do universities word the requirement differently?
Universities in Turkey phrase the recognition requirement in different ways, and the stage at which documents are due also differs between graduate schools. Some name the Certificate of Recognition only, while others write "equivalency and/or recognition". Table 2 compares three published university pages, each checked on 30 September 2026.
A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures. Graduate schools write their own admission rules within YÖK's framework, so one YÖK certificate can appear under different names.
Table 2. How three graduate school pages word recognition and equivalence requirements for applicants with foreign degrees (university pages, accessed 30 September 2026)
University and unit | Document named | Stage stated | Health-field note | Page date |
|---|---|---|---|---|
Gazi University, Graduate School of Natural and Applied Sciences | "Equivalency certificate and/or school recognition certificate issued by YÖK" | Application, under Article 8(3)(a) | Not stated on the page | Updated 15 May 2026 |
Beykent University, international graduate candidates page | Recognition Certificate from YÖK; Equivalency Certificate for some fields | Listed among application and registration documents | Equivalency Certificate required only for health and medical fields | No date shown |
Marmara University, Institute of Middle East and Islamic Countries Studies | School recognition letter for foreign nationals; equivalence for Turkish citizens | Graduate application | Foreign nationals in medicine and dentistry apply for equivalence | No date shown |
Table 2 reflects three pages, not a general rule. The Gazi University page uses "and/or", leaving room for either document. The Marmara University page separates foreign nationals from Turkish citizens, a distinction YÖK's own pages also draw.
Translation rules vary too. Gazi University's page asks for the original foreign diploma with a certified Turkish translation, and YÖK's Turkish-language page asks equivalence applicants for originals and translations certified in Turkey. An apostille is a certification attached to an official document that makes it valid in another country that is party to the Hague Convention. Each program announcement states whether one is needed.

Which route fits which applicant profile?
The right document depends on three facts about you: your citizenship, the field of the program you want, and where your previous degree was earned. For an international applicant to a non-clinical program, YÖK's pages point to the Certificate of Recognition. Clinical health programs and master's graduates from Northern Cyprus follow the equivalence route, according to YÖK's FAQ.
An international applicant to a master's or PhD outside clinical health fields generally needs the Certificate of Recognition. YÖK's Turkish-language page states that such applicants do not need to apply for equivalence.
An international applicant to a health program with clinical practice needs the Certificate of Equivalence. YÖK's English FAQ states that access to postgraduate health programs is only possible with that certificate.
A Turkish citizen with a foreign bachelor's or master's degree may face an equivalence requirement. Marmara University's institute page, for example, asks Turkish citizens with such degrees to apply for equivalence. Practice varies between universities.
A holder of a doctorate earned abroad does not use YÖK's department for equivalence. YÖK's FAQ directs doctoral, associate professorship and professorship equivalence to the Inter-University Council (ÜAK).
YÖK's Internationalization Strategy Document places Turkey eighth in the world for hosting international students, with 310,201 in 2023. Knowing your profile early saves a second request.
Rules for graduates of universities in Northern Cyprus
YÖK's English FAQ sets two specific rules for degrees from the Turkish Republic of Northern Cyprus. All master's graduates from Northern Cyprus must go through the equivalence process, whatever their nationality. Graduates of Northern Cyprus programs that admit students through a special talent examination must also apply for equivalence, including Turkish citizens. The FAQ adds that the program must appear in the relevant placement guides published by the Measurement, Selection and Placement Center (ÖSYM); only programs listed there qualify.
Does a recognized diploma count as a Turkish degree?
No. A recognized diploma is not the same as a diploma declared equivalent to a Turkish degree. The Certificate of Recognition confirms the status of the foreign institution and program; it makes no finding about which Turkish field or level your degree matches. YÖK's English FAQ states this directly: the recognition document "does not replace the Diploma Equivalence Certificate."
In YÖK's procedures the two words have separate meanings under the Regulation on Recognition and Equivalence of Foreign Higher Education Diplomas (Official Gazette, 5 December 2017, amended 15 March 2024). Four points help keep them apart.
The recognition document has uses beyond graduate admission. YÖK's FAQ lists credit transfer, Social Security Institution (SGK) procedures and doctoral recognition requests to the Inter-University Council alongside postgraduate applications.
An equivalence application does not always end in a certificate. YÖK's Internationalization Strategy Document reports that of the 2023 decisions, 4,169 ended in equivalence, 4,569 were referred to the Level and Competency Determination System (SYBS), 740 were rejected and 1,591 were returned.
The two documents serve different purposes after graduation. YÖK's FAQ describes the Diploma Equivalence Certificate as the document that refers to academic and professional qualifications and facilitates access to the labor market.
Recognition at home is one criterion, not the whole test. YÖK's criteria also include accreditation and recognition by YÖK itself.
The 2023 figures show the practical gap: fewer than half of the 11,069 decisions ended in equivalence, and the largest group was referred to SYBS. For graduate applicants outside clinical health fields, the recognition document generally covers admission instead.
The Lisbon Recognition Convention sets the wider frame. The ENIC-NARIC network describes it as a treaty adopted in 1997, counts 55 countries under it and lists Türkiye among its member countries. According to ENIC-NARIC, the Convention asks that a foreign qualification be recognized unless the assessing authority can show a substantial difference.
What should you do before you apply?
Start by identifying which document your target program asks for, then request it early enough to meet the program's deadline. For most international applicants outside clinical health fields, the program will ask for the Certificate of Recognition from YÖK. Applicants aiming at clinical programs, and Turkish citizens with foreign degrees, may need the longer equivalence procedure.
Read the target program's latest admission announcement and note whether it names recognition, equivalence or both.
Note whether the document is due at application or at final registration.
Check whether the program is a health program with clinical practice.
Confirm that your university and program names match your diploma exactly.
Request the Certificate of Recognition through e-Devlet, the front office or email, as YÖK's FAQ describes for your situation.
If equivalence applies, book the appointment and prepare originals with translations certified in Turkey.
Contact the graduate school if the announcement uses "and/or" wording and your case is unclear.
YÖK does not publish a fixed processing time for equivalence; its English page ties timing to Science Field Advisory Commission examinations and correspondence. An early start is sensible for anyone on the equivalence route.
Each graduate school publishes its own admission calendar. YÖK's statistics bulletin of 27 March 2026 counts 208 higher education institutions in the 2025–2026 academic year, and document wording can differ between them. The regulation was amended on 15 March 2024; check the Official Gazette and YÖK's legislation page before each application period for later changes.
Keep copies of every YÖK document you receive. According to YÖK's FAQ, an equivalence certificate is issued only once and delivered only to the applicant or a legal representative.

Real-World Examples
The examples in this section are illustrative scenarios created to explain situations applicants may encounter.
Amina, computer engineering master's applicant. Amina holds a bachelor's degree in computer engineering from a university outside Turkey and wants to apply for a master's with thesis. She does not have a Turkish identity number, so she cannot use e-Devlet. She reads YÖK's FAQ, fills in the petition form and sends it to the Department of Recognition and Equivalence Services by email. While she waits, she checks her target program's announcement and sees that the recognition document is due at final registration, so she prepares her translated diploma and transcript in parallel.
Daniel, dentistry graduate aiming at a clinical PhD. Daniel graduated in dentistry abroad and is interested in a doctoral program with clinical practice in Turkey. He learns that the recognition certificate is not enough for his case, because health programs with clinical practice require the Certificate of Equivalence. He submits his online equivalence application well before the admission period and brings original documents with certified Turkish translations to his appointment. Because YÖK publishes no fixed processing time, he also considers a non-clinical research program as a second option.
Selin, Turkish citizen with a German degree. Selin is a Turkish citizen who completed her bachelor's degree in Germany. She assumes that, like her international classmates, she needs only a recognition document. When she reads her target graduate school's announcement, she finds that Turkish citizens with foreign degrees are asked for equivalence. She applies for the Certificate of Equivalence through e-Devlet and emails the graduate school to confirm which document it accepts while her equivalence decision is pending. She keeps the graduate school's reply with her file so that registration goes smoothly.
Omar, master's graduate from Northern Cyprus. Omar completed a master's degree at a university in the Turkish Republic of Northern Cyprus and wants to start a PhD in Turkey. He is not a Turkish citizen, so he expects the recognition route. After reading YÖK's FAQ, he learns that all master's graduates from Northern Cyprus go through equivalence regardless of nationality. He checks that his program appears in the relevant ÖSYM guide, starts the equivalence application, and plans his doctoral applications around the likely timeline.

Browse UniversitiesFrequently Asked Questions
Is a YÖK recognition certificate the same as diploma equivalence?+
No. The recognition certificate confirms that YÖK recognizes your foreign university and program; equivalence states which Turkish degree, field and level your diploma matches. YÖK's English FAQ, accessed on 30 September 2026, states that the recognition document is issued at institutional level and does not replace the Diploma Equivalence Certificate. Most international graduate applicants outside clinical health fields are asked for recognition.
do i need yök equivalence for a masters in turkey as a foreign student+
Usually not. YÖK's Turkish-language equivalence page states that foreign nationals applying for a master's or doctorate do not need to apply for equivalence, except for health fields with clinical practice. Graduate schools generally ask international applicants for the Certificate of Recognition instead. Some pages use "equivalency and/or recognition" wording, so read the program's admission announcement for your application period.
Can I apply for a PhD in Turkey if my university isn't recognized by YÖK?+
Graduate schools generally use YÖK recognition to confirm that a foreign degree can be used for admission, so the institution's recognition status comes first. YÖK's "Information About Recognition and Equivalence" page lists three criteria: recognition by the origin country's authorities, accreditation by a quality assurance body, and recognition by YÖK. If your institution's status is uncertain, contact YÖK's Department of Recognition and Equivalence Services before the application period.
How long does YÖK diploma equivalence take?+
YÖK does not publish a fixed duration. Its English "Information About Recognition and Equivalence" page states that processing time depends on Science Field Advisory Commission examinations and the correspondence needed for evaluation. The Turkish-language page adds that the country of graduation and the program also affect timing. Start early if your program requires equivalence.
Who handles equivalence for a doctorate earned abroad?+
The Inter-University Council (ÜAK) handles it, not YÖK's Department of Recognition and Equivalence Services. YÖK's English FAQ directs doctorate, associate professorship and professorship equivalence to ÜAK, while associate's, bachelor's and master's diplomas go to YÖK. School-level diplomas are handled by the Ministry of National Education (MEB). Admission to a Turkish PhD concerns your earlier master's or bachelor's degree, so ÜAK is not part of that step.
can i apply for yok equivalence from outside turkey+
Yes, with some conditions. YÖK's English FAQ states that applicants living outside Turkey can apply through a power of attorney issued in Turkey. Foreign nationals need a Foreign Identification Number from the Ministry of Interior for the online step through e-Devlet, after which documents are submitted in person. Recognition requests without e-Devlet access can go by email with a petition form.
Do medical and dental graduate programs require equivalence?+
Yes, in most cases. YÖK's English FAQ states that access to postgraduate health programs is only possible with the Diploma Equivalence Certificate. YÖK's Turkish-language page words the exception as health fields with clinical practice, which is the narrower and safer reading. Marmara University's institute page, for example, states that foreign nationals in medicine and dentistry apply for equivalence. Check the specific program's announcement to confirm.
Is the recognition certificate needed at application or registration?+
It depends on the university. Gazi University's Graduate School of Natural and Applied Sciences lists YÖK equivalence or recognition documents among application documents on a page updated on 15 May 2026. Beykent University's page lists it among both application and registration documents. The admission announcement for your program and period is the reliable source. Requesting the certificate before the window opens covers both cases.
Does the Lisbon Recognition Convention apply to Turkey?+
Türkiye appears among the member countries listed by the ENIC-NARIC network, which describes the Lisbon Recognition Convention as a treaty adopted in 1997. YÖK's legislation page lists the Convention among its reference documents. Its shared principle is that a foreign qualification is recognized unless the assessing authority can show a substantial difference. YÖK's own procedures follow the regulation of 5 December 2017, amended on 15 March 2024.
Are degrees from Northern Cyprus universities treated differently?+
Yes. YÖK's English FAQ states that all master's graduates from the Turkish Republic of Northern Cyprus must complete the equivalence process, whatever their nationality. Graduates of Northern Cyprus programs that admit students through a special talent examination must also apply for equivalence. The FAQ adds that the program must appear in the relevant ÖSYM placement guide.
