In most cases, yes. As of October 2026, the Council of Higher Education (YÖK) states on its Study in Türkiye portal that graduate programs outside health fields can register students who hold a School Recognition Letter for their bachelor's degree. Full diploma equivalence is generally expected for clinical medical fields, and each university senate sets its own admission rules for international applicants.
Turkey, officially Türkiye in English, hosts a large international student body. YÖK's Internationalization Strategy Document 2024–2028, published in February 2025, counts 336,366 international students in Turkish higher education in the 2023–2024 academic year. Of these, 31,438 were master's students and 11,027 were doctoral students.
This guide covers what recognition means, who needs it, how to obtain it and how universities apply it. It relies on the Official Gazette, YÖK's recognition service, the Study in Türkiye portal, university graduate school pages and international bodies such as the Hague Conference on Private International Law (HCCH). Mezun Kampüsü compiled these sources so you can see the rule and the practice side by side.
Application calendars, document lists and registration windows can change from one semester to the next. Treat any date in this guide as a reference point and confirm it with the graduate school you are applying to.

What does acceptance of a foreign bachelor's degree mean?
Acceptance of a foreign bachelor's degree in Turkey has two separate layers. First, YÖK confirms that the university and program that awarded your degree are authorized to grant academic degrees; this is recognition. Second, the graduate school of the Turkish university decides whether to admit you. Recognition concerns your degree, while admission remains a decision of each university.
A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures.
The legal basis is the Regulation on the Recognition and Equivalence of Higher Education Diplomas Obtained Abroad, published in the Official Gazette on 5 December 2017 (No. 30261). Article 3 of that regulation defines recognition as YÖK's acceptance that a foreign higher education institution and its relevant program are authorized to award academic degrees. The same article defines equivalence as a comparison of learning outcomes between a foreign diploma and a Turkish one at the same level. Eurydice reports an amendment of 12 August 2023 (No. 32277), and YÖK's Department of Recognition and Equivalence Services lists a further amendment of 15 March 2024 (No. 32490).
Two documents follow from these definitions. A Certificate of Recognition is a document confirming that a higher education institution abroad, and the specific program attended there, appear among the institutions recognised by the Council of Higher Education (YÖK); it does not mean the diploma has been declared equivalent to a Turkish qualification. The Study in Türkiye portal calls this document a School Recognition Letter, and the regulation calls it a graduation recognition certificate.
A Certificate of Equivalence is the Council of Higher Education's formal determination of which Turkish qualification, in which field and at which level, a diploma obtained abroad corresponds to.
Recognition is not an entrance exam result from the Student Selection and Placement Centre (ÖSYM), and it is unrelated to the YÖS, an exam used principally for undergraduate admission.
Who needs a School Recognition Letter for a master's?
Most international applicants to master's programs outside health fields can use a School Recognition Letter for their bachelor's degree, according to the Study in Türkiye FAQ managed by YÖK, accessed in October 2026. Applicants to clinical medical fields are generally asked for a full Certificate of Equivalence. Each university senate can add its own rules on top of that baseline.
An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status. For this group, the Regulation on Graduate Education and Training, published in the Official Gazette on 20 April 2016 (No. 29690), leaves admission details to the universities. Article 35(2) of that regulation states that the procedures and principles for admitting foreign national candidates to graduate programs are set by the senates of higher education institutions.
The same Article 35(2) also covers Turkish citizens who completed their entire bachelor's degree abroad. For that group, graduate school pages such as that of the Marmara University Institute of Health Sciences describe an equivalence route. If you hold dual citizenship that includes Turkish citizenship, check which route your graduate school applies to you.
The table compares the three documents applicants meet most often.
Document | What it confirms | Issued by | Typical use for a master's applicant |
|---|---|---|---|
Certificate of Recognition (School Recognition Letter) | The awarding university and program are recognized by YÖK | YÖK Department of Recognition and Equivalence Services | Registration in graduate programs outside health fields (Study in Türkiye FAQ, accessed October 2026) |
Certificate of Equivalence | Which Turkish qualification, field and level the diploma matches | YÖK, after a commission review | Clinical medical fields; Turkish citizens with degrees from abroad at some graduate schools, such as the Marmara University Institute of Health Sciences |
Diploma and transcript with certified translation | Completion of the degree and the courses taken | The awarding university, with certification from a notary or Turkish mission | Supporting documents in both procedures (Regulation of 5 December 2017, Article 4) |
YÖK's strategy document reports that master's students made up 9.35 percent of international students in Turkey in the 2023–2024 academic year.
How do you get YÖK recognition for your degree?
You can obtain YÖK recognition in one of two ways. You can apply to the YÖK Department of Recognition and Equivalence Services yourself, usually online through the e-Government Gateway, or the university that admits you can request the check on your behalf. Middle East Technical University (METU), for example, states that it contacts YÖK directly for newly admitted international graduate students.
YÖK sets out the baseline in a single sentence on its Study in Türkiye portal:
Graduate programs other than "Health Fields" can be registered with "School Recognition Letter" which proves recognition of higher education institution where undergraduate diploma is obtained by Council of Higher Education. For medical fields with clinical practice, equivalence certificate for the graduated undergraduate program must be obtained.
— Council of Higher Education (YÖK), Study in Türkiye Frequently Asked Questions, accessed 1 October 2026
If you apply yourself, the process can be summarized in four stages. First, you open an application through the e-Government Gateway, the Turkish state's online services portal. The Study in Türkiye FAQ notes that graduates of institutions in the Turkish Republic of Northern Cyprus, the United States and the Netherlands apply in person or by mail rather than online. Second, you upload or present your diploma and transcript. Third, YÖK checks that your institution and program meet the recognition criteria in Article 5 of the 2017 regulation. Fourth, YÖK issues its decision.
Article 5 lists three routes to recognition: authorization by the competent authorities of the home country, recognition of a branch campus by both countries involved, or operation under an international organization of which Turkey is a member.
If your admitting university handles the request, you still provide the same diploma and transcript. METU's registration page, dated 18 August 2026, states that a student needs to visit YÖK in person only if YÖK returns a negative response. Other graduate schools may expect you to bring the letter, so read your own registration page.
Full equivalence is longer: the Study in Türkiye FAQ lists six stages, ending with a final YÖK decision after a commission review.

Log InWhich documents should you prepare for recognition?
Prepare your bachelor's diploma, your official transcript and certified translations of both. Article 4 of the Regulation on the Recognition and Equivalence of Higher Education Diplomas Obtained Abroad also lists the diploma supplement for European degrees, transfer transcripts if you changed universities, and thesis pages where relevant. Certification by a Turkish notary or Turkish diplomatic mission is generally expected.
Graduate schools differ on the language of translation. The Doğuş University School of Graduate Studies, in a page updated on 20 January 2026, asks for notarized Turkish translations of the bachelor's diploma and transcript. METU accepts translations into Turkish or English.
Authentication is the second layer. An apostille is a certification attached to an official document that makes it valid in another country that is party to the Hague Convention. The Hague Conference on Private International Law (HCCH) reports that the Apostille Convention of 5 October 1961 has 130 Contracting Parties, as of October 2026. Consular certification is the process by which documents from countries outside the Hague Convention are approved by the relevant national authorities and the Turkish diplomatic mission, in place of an apostille.
Use this list to prepare before the application period opens:
Request an official copy of your bachelor's diploma or a temporary graduation certificate from your university.
Order a sealed official transcript that lists every course and grade.
Ask for a diploma supplement if your university issues one.
Check whether your country is party to the Apostille Convention and obtain an apostille or consular certification.
Commission certified translations into Turkish, or into English if your graduate school accepts English.
Scan each original and its translation as separate files for online upload.
Save your e-Government Gateway login or residence details if you plan to apply to YÖK yourself.
How do Turkish universities check foreign degrees differently?
Turkish universities apply the same YÖK recognition baseline but differ in who requests the letter, which document they name and when they collect it. Article 35(2) of the Regulation on Graduate Education and Training gives each senate this discretion. Comparing three published graduate school pages shows how much practice can vary for applicants with a foreign bachelor's degree.
University and unit | Document named | Who obtains it | When it is collected | Source date |
|---|---|---|---|---|
Middle East Technical University (METU), Registrar's Office | Recognition letter from YÖK | The university contacts YÖK; the student may bring a letter already obtained | At registration of newly admitted international students | 18 August 2026 |
Doğuş University, School of Graduate Studies | Recognition or equivalency document from YÖK | The applicant | Listed among the documents required for admission | 20 January 2026 |
Marmara University, Institute of Health Sciences | School recognition document; equivalence for health fields | The applicant | At final registration for thesis programs | Accessed 1 October 2026 |
The differences extend beyond recognition. ALES is the centralised examination administered by the Student Selection and Placement Centre (ÖSYM) and used in applications to graduate programs and in academic staff recruitment in Turkey. Doğuş University states on its 20 January 2026 page that foreign applicants to its thesis-based master's and doctoral programs do not need to submit ALES or an equivalent exam result. Exam rules at other graduate schools can differ, so check them program by program.
Language rules also vary. TÖMER is the common name for the Turkish language teaching centres attached to Turkish universities, which provide Turkish courses and issue certificates of Turkish proficiency. Doğuş University asks for a TÖMER document for Turkish-taught graduate programs and its own English Proficiency Exam for English-taught thesis programs when applicants did not study in English.
The table is a snapshot of three pages, not a ranking, and each page can change between semesters.

When is your foreign degree checked during admission?
At some Turkish universities, including METU and the Marmara University Institute of Health Sciences, the recognition check happens at final registration, after you have been admitted, rather than at the application stage. Some graduate schools ask for a recognition or equivalency document in the application file itself. The Regulation on Graduate Education and Training leaves this timing to each senate, so the admission announcement of your program is the document that settles it.
A typical sequence for an international applicant looks like this:
The graduate school publishes its international admission announcement with dates and required documents.
You submit an online application with your diploma, transcript and translations.
The graduate school evaluates your file and may hold an interview or a scientific assessment.
The admission results are published.
You complete final registration, where the recognition letter is requested or confirmed.
Your enrollment becomes active, and you can move on to the student residence permit process.
Registration windows can be short. METU's page lists registration for newly admitted international graduate students from 7 to 18 September 2026, a window of 12 days (derived from those dates).
Under Article 7 of the 2016 graduate regulation, a master's with thesis normally lasts four semesters and must be completed within six. Under Article 12, a master's without thesis lasts at least two and at most three semesters. A master's with thesis is a graduate program completed through coursework and the preparation of a thesis.
If your bachelor's degree is in a different field from the master's you choose, a further step can apply. A scientific preparatory program is a set of completion courses that a student admitted to a graduate program from a different field must complete before beginning the main program. Article 30(4) of the 2016 regulation limits the scientific preparatory program to at most two semesters.
Is recognition the same as diploma equivalence?
No. Recognition confirms that the institution and program that awarded your bachelor's degree are authorized to grant academic degrees, while equivalence matches your diploma to a specific Turkish qualification by field and level. Under the 2017 regulation, the Certificate of Recognition does not have the status of a diploma equivalence certificate, and the two procedures answer different questions.
For most master's applications outside health fields, the Study in Türkiye FAQ indicates that recognition is enough. Equivalence becomes relevant when the master's is in a clinical medical field, or when a graduate school asks for it under its own senate rules.
Equivalence reviews have also become more structured. Eurydice, the European Commission's education information network, reports in a page updated on 23 May 2025 that the August 2023 amendment requires equivalence decisions to take Turkish Qualifications Framework outcomes into account. Turkey has taken part in the Bologna Process since 2001, according to the same Eurydice page.
The Lisbon Recognition Convention, adopted on 11 April 1997 under the Council of Europe and UNESCO, recognizes qualifications unless substantial differences are shown, and Türkiye is a party to it, according to Eurydice.
Degrees earned through distance education are a separate case. Article 10 of the 2017 regulation sets specific conditions for online programs, including alignment of program outcomes and credit load with the equivalent campus-based program.
Doctoral and higher diplomas follow a different route
The Study in Türkiye FAQ states that the equivalence of doctoral and higher diplomas is handled by the Interuniversity Board (ÜAK), not by the YÖK Department of Recognition and Equivalence Services. This matters only if you already hold a doctorate from abroad. For a master's applicant with a foreign bachelor's degree, the relevant procedures remain YÖK recognition and, in health fields, YÖK equivalence of the bachelor's degree.
What should you do next as an applicant?
Start by confirming that YÖK recognizes your university and program, then match that result to the admission rules of the specific graduate school you want. Recognition is the baseline set by YÖK; the senate rules of each university decide the rest. Working in that order keeps you from preparing documents that a particular program does not ask for.
A practical order of work looks like this:
Read the international admission announcement of each target program and note whether it asks for a recognition letter, an equivalence certificate or neither at the application stage.
Check whether your field counts as a health field with clinical practice; if it does, plan for the longer equivalence review.
Start apostille or consular certification in your home country before you travel.
Order certified translations in the language your graduate school names.
Ask the graduate school whether it requests recognition from YÖK itself, as Middle East Technical University (METU) does, or expects you to bring the letter.
Keep copies of every document for your student residence permit application after enrollment.
A student residence permit is the residence permit granted to a foreign national studying in Turkey, allowing them to remain in the country for the duration of their studies.
Rules on documents and exams can change between admission rounds. Recheck every requirement on the official page of your graduate school close to your application date, and contact the graduate school directly when a page is unclear. If a page and a staff reply seem to differ, ask for the rule in writing and keep it with your application records.

Real-World Examples
The examples in this section are illustrative scenarios created to explain situations applicants may encounter.
Amina, an engineering graduate applying for a thesis master's
Amina completed a four-year bachelor's degree in civil engineering in Nigeria and wants a master's with thesis at a public university in Ankara. Her target program is outside health fields, so she plans around a School Recognition Letter rather than full equivalence. The graduate school's announcement says it will request recognition from YÖK itself at registration. Amina still obtains an apostille for her diploma and transcript before leaving home and orders certified English translations, which the graduate school accepts. At registration, the recognition check runs alongside her enrollment.
Daniel, a pharmacy graduate considering a health sciences master's
Daniel holds a pharmacy degree from a university in Kazakhstan and is interested in a master's at an Institute of Health Sciences. Reading the Study in Türkiye FAQ, he learns that clinical medical fields generally require a Certificate of Equivalence for the bachelor's degree. He emails the graduate school to ask whether his chosen program counts as a clinical field. The reply confirms that equivalence is expected, so Daniel starts the YÖK equivalence application early, and applies to one non-clinical program in parallel as a second option.
Sara, who earned her degree online
Sara completed a bachelor's degree in business through a distance-education program offered by a university in the United Kingdom. Before applying to a master's in Istanbul, she reads that Article 10 of the 2017 recognition regulation sets separate conditions for distance-education programs, including alignment of credits and outcomes with campus programs. Sara then contacts the YÖK Department of Recognition and Equivalence Services with her transcript and program details. With an answer in hand, she knows which documents to add to her application file.
Omar, switching from economics to data science
Omar has a bachelor's degree in economics from Egypt and wants a master's in data science. His degree is recognized, but the program's announcement notes that applicants from other fields may be placed in a scientific preparatory program. Under the 2016 graduate regulation, that stage lasts at most two semesters. Omar reviews the listed preparatory courses, prepares certified translations of his transcript, and plans his residence permit and housing around a timeline that may include the extra semesters.

Browse UniversitiesFrequently Asked Questions
Do international students need YÖK equivalence for a master's in Turkey?+
Usually not, outside health fields. The Study in Türkiye FAQ, managed by the Council of Higher Education (YÖK), states that graduate programs other than health fields can register students with a School Recognition Letter for their bachelor's degree. A full Certificate of Equivalence is generally expected for medical fields with clinical practice. Each university senate can add its own requirements, so confirm the rule in your program's announcement.
what is a school recognition letter in turkey+
A School Recognition Letter is the name the Study in Türkiye portal uses for the Certificate of Recognition issued by YÖK. It confirms that the foreign university and program that awarded your degree are recognized by YÖK. It does not declare your diploma equivalent to a Turkish qualification. The 2017 regulation calls it a graduation recognition certificate, so expect several names.
Can I apply for a master's in Turkey before my recognition letter arrives?+
At some universities, yes. Graduate schools such as that of Middle East Technical University (METU) check recognition at registration, after admission, and METU states that it contacts YÖK on the student's behalf. Other graduate schools ask for a recognition or equivalency document in the application file. Each program's announcement states which approach applies, and it can change between rounds.
Do I need an apostille on my bachelor's diploma?+
An apostille is generally expected if your degree comes from a country that is party to the Apostille Convention, which the Hague Conference on Private International Law (HCCH) reports has 130 Contracting Parties as of October 2026. Article 4 of the 2017 recognition regulation lists the diploma, transcript and diploma supplement among documents that need certification.
What if my country is not part of the Hague Apostille Convention?+
In that case, documents are usually authenticated through consular certification instead of an apostille. Consular certification is the process by which documents from countries outside the Hague Convention are approved by the relevant national authorities and the Turkish diplomatic mission, in place of an apostille. Ask the Turkish embassy or consulate in your country which offices need to stamp your documents.
Is equivalence required for a health sciences master's in Turkey?+
For clinical medical fields, generally yes. The Study in Türkiye FAQ states that for medical fields with clinical practice, an equivalence certificate for the undergraduate program must be obtained. Not every health sciences program is clinical, so ask the graduate school whether your chosen program falls under this rule before starting the YÖK equivalence review.
can i do a masters in turkey with an online bachelor's degree+
It can be possible, but distance-education degrees are reviewed under separate conditions. Article 10 of the Regulation on the Recognition and Equivalence of Higher Education Diplomas Obtained Abroad, dated 5 December 2017, sets rules for online programs, including alignment of credits and outcomes with campus-based programs. Contact the YÖK Department of Recognition and Equivalence Services with your program details before applying.
What happens if YÖK does not recognize my university?+
A negative result is a point to clarify with YÖK in person. METU's registration page, dated 18 August 2026, asks students to visit YÖK when YÖK gives a negative response. Article 5 of the 2017 recognition regulation lists the criteria YÖK applies, so ask the Department of Recognition and Equivalence Services which criterion concerns your institution and which documents from your home country's authorities may help.
Is ALES required for international applicants to a master's in Turkey?+
It depends on the university. ALES is a national exam administered by the Student Selection and Placement Centre (ÖSYM). Doğuş University states on a page updated 20 January 2026 that foreign applicants to its thesis-based master's and doctoral programs do not need ALES or an equivalent score. Exam rules at other graduate schools can differ, so check each program's announcement.
my bachelors is in a different field can i still do a masters in turkey+
Often yes, though you may need extra coursework. Turkish graduate schools can place applicants from a different field in a scientific preparatory program. Article 30(4) of the Regulation on Graduate Education and Training, dated 20 April 2016, limits that program to at most two semesters. Admission and any preparatory courses are decided by the graduate school of each university.
