Introduction
Turkey's Regulation on Graduate Education and Training, published in the Official Gazette on 20 April 2016 under number 29690, sets no age condition for admission to a master's or doctoral program. The age caps international applicants meet come from scholarship programs. Other rules — time limits, examination validity, dual enrolment — end more applications than age does.
That gap between what applicants worry about and what the regulation actually says is the subject of this article. The questions answered here are narrow and practical: who writes the rule that decides your file, how long a graduate program may run before the right to enrolment ends, how long an examination result remains usable, and which clocks start on the day you first register.
The material comes from four kinds of source. The regulation itself supplies the binding rules and their article numbers. The Council of Higher Education (YÖK) supplies the statistical picture through its Higher Education Statistics bulletin of 27 March 2026. The Student Selection and Placement Centre (ÖSYM) supplies the examination rules through the 2026-ALES Application Guide. The Presidency for Turks Abroad and Related Communities (YTB) supplies the scholarship conditions through Türkiye Scholarships and the Study in Türkiye portal.
Two things change with the calendar and should be re-checked each cycle: university admission announcements, which are republished every application period, and scholarship criteria, which YTB restates annually. Mezun Kampüsü follows those announcements as universities release them.

Does Turkey set an age limit for graduate study?
The Regulation on Graduate Education and Training, published in the Official Gazette on 20 April 2016 under number 29690, contains no age condition for admission to a master's or doctoral program. Age appears nowhere among the admission requirements it lists. An applicant of any age may be considered, provided the academic conditions set by the regulation and by the university are met.
What the regulation does specify is academic. For master's admission it requires a bachelor's diploma and a score in the relevant score type of ALES, the level being set by the university senate above a floor written into Article 5. For doctoral admission, Article 16 sets out the diploma conditions, a minimum grade average for applicants entering directly from a bachelor's degree, and a central foreign language examination result in a language other than the applicant's mother tongue.
ALES is the centralised examination administered by the Student Selection and Placement Centre (ÖSYM) and used in applications to graduate programs and in academic staff recruitment in Turkey.
Because age is absent from the regulation, an age condition can only reach an applicant through a different instrument: a scholarship program's own criteria, or a specific employment route such as a funded assistant position. Those are separate systems with separate rules, and they are described in the sections that follow. Where a program announcement does carry an age condition, the condition belongs to that announcement or to a funder, not to the national admission rules.
Who decides admission rules for international applicants?
Four levels of authority shape a graduate application in Turkey, and knowing which level a rule sits at tells you whether it can be negotiated, waived or varied. The Regulation on Graduate Education and Training sets the national frame. Each university senate sets the principles applied inside that frame. The graduate school runs the procedure. The individual program announcement carries the conditions for one intake.
Article 35 of the Regulation on Graduate Education and Training places international admissions with the university. The principles for admitting foreign national candidates, and Turkish citizens who completed their entire bachelor's education abroad, are determined by the senates of the higher education institutions. That single sentence explains most of the variation applicants notice between universities.
A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures. A university senate is the academic decision-making body of a Turkish university that approves the principles applied to graduate admission and graduate study. An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status.

Where does age actually matter in Turkey?
Age matters in funding, not in admission. Türkiye Scholarships, the government scholarship program run by the Presidency for Turks Abroad and Related Communities (YTB), applies age ceilings that vary by study level. An applicant above a ceiling is outside that scholarship program, and remains eligible to apply to the graduate program itself under the ordinary admission rules.
The Study in Türkiye portal, operated by YTB, states the ceilings directly.
Graduate candidates should not be older than 30 years, PhD candidates should not be older than 35 years.
— Study in Türkiye, Presidency for Turks Abroad and Related Communities (YTB), accessed 1 September 2026
The same page sets a ceiling of 21 years for undergraduate candidates and 45 years for research candidates. The Türkiye Scholarships criteria page describes the research ceiling differently, at 50 years, so applicants to that particular route should read the criteria page for the cycle they are applying in rather than relying on a summary.
The scale of that program explains why its rules travel further than the admission regulation. YTB announced on 26 February 2026 that Türkiye Scholarships had received close to 200,000 applications for the 2026 cycle, against roughly 10,000 applications when the program began in 2012. An applicant reading about study in Turkey is statistically more likely to have read a scholarship page than a regulation, which is how a funding condition comes to be repeated as an admission condition.
Two consequences follow. An applicant above a scholarship ceiling has not lost access to graduate study in Turkey and can apply directly to a graduate school. An applicant below a ceiling still has to satisfy every academic condition in the Regulation on Graduate Education and Training, because the scholarship criteria sit alongside those conditions rather than replacing them.
Which admission rules do applicants miss most often?
Four rules in the Regulation on Graduate Education and Training decide files quietly, because they are not part of the document checklist a program announcement publishes. Each one is written into a numbered article, and each one is easier to satisfy before an application than to repair afterwards.
You may hold only one thesis-based registration. Article 35 states that, with the exception of master's programs without thesis, a candidate cannot register for and continue in more than one graduate program at the same time.
A lateral transfer needs a completed semester. Article 32 allows a successful student who has completed at least one semester in another graduate program, inside or outside the university, to be admitted by lateral transfer. A lateral transfer is a move from one higher education program to another where the required conditions are met.
Courses taken as a special student sit outside a program. A special student is a person admitted to specific courses at a higher education institution without being enrolled in one of its programs. Article 31 sets the approval route; how those courses are treated on later enrolment varies between universities.
Supervision capacity limits places. Article 35 ties quotas to the number of thesis students a faculty member may supervise, capped at fourteen for thesis master's and doctoral programs combined. A program with strong demand and few available supervisors will announce a small quota for reasons unrelated to any individual application.
A fifth point belongs with these, though it sits outside the regulation. An examination result has a shelf life. ÖSYM states in the 2026-ALES Application Guide that results of that examination are valid for five years from the date they are announced, and that the examination was held three times during 2026. An applicant who sat ALES early in a bachelor's degree may find the result has expired by the time a doctoral application is ready.
How long can a graduate program last?
The Regulation on Graduate Education and Training sets both a normal duration and an outer limit for every graduate program type, and the outer limit is binding. The maximum period of study is the longest duration set out in regulation within which a graduate program must be completed before the right to enrolment ends. Articles 7, 12 and 17 fix those periods in semesters.
The doctoral timetable carries an additional internal deadline. A qualifying examination is the assessment of a doctoral student's subject knowledge and research capability after the coursework stage, and is the condition for proceeding to the thesis stage. Article 19 requires a student admitted with a master's degree to sit it by the end of the fifth semester, and a student admitted with a bachelor's degree by the end of the seventh. Article 19 also limits a student to two attempts within one year. After a successful qualifying examination, Article 20 requires the Thesis Monitoring Committee to meet at least twice a year, once between January and June and once between July and December. A Thesis Monitoring Committee is the committee that periodically evaluates and tracks the progress of a doctoral thesis.
Table 2 — Normal and maximum durations by program type, in semesters
Program type | Admission route | Normal duration | Maximum duration | Regulation article |
|---|---|---|---|---|
Master's with thesis | Bachelor's degree | 4 semesters | 6 semesters | Article 7 |
Master's without thesis | Bachelor's degree | 2 semesters | 3 semesters | Article 12 |
Doctorate | Master's with thesis | 8 semesters | 12 semesters | Article 17 |

How the semester count runs when you do not register
Articles 7, 12 and 17 count the periods from the semester in which the courses of the program are first given, and count each subsequent semester whether or not the student registered for it. A semester in which a student takes no courses is therefore still a semester inside the count. Time spent in a scientific preparatory program is counted separately, under Article 30, and does not sit inside the program's own duration.

Thesis or non-thesis: which route fits you?
The choice between a master's with thesis and a master's without thesis changes three things at once: the length of the program, what you produce at the end, and whether you may hold a second registration. A master's with thesis is a graduate program completed through coursework and the preparation of a thesis. A master's without thesis is a coursework-focused graduate program completed with a term project instead of a thesis.
Article 35 of the Regulation on Graduate Education and Training is the rule that most often decides this in practice. Master's programs without thesis are exempted from the ban on holding more than one graduate registration, so an applicant already enrolled elsewhere has a route that the thesis-based programs do not offer. Doctoral progression pulls the other way, because a doctoral application entered through Article 16's master's route requires a master's with thesis.
An integrated doctorate is a route allowing admission directly into a doctoral program with a bachelor's degree, without a master's degree. Article 16 attaches its own conditions to that route, including a minimum bachelor's grade average and a higher ALES level than the ordinary doctoral route, both set out in the article.
Work through the comparison in this order:
Decide whether a doctorate is a realistic next step. If it is, the thesis route keeps Article 16's master's pathway open.
Check whether you are or will be registered in another graduate program. If so, Article 35 leaves only the non-thesis option available alongside it.
Read the maximum duration for the route in Table 2 against the years you can realistically commit.
Check the program announcement for the field your bachelor's degree must be in, because a different field triggers a scientific preparatory program under Article 30.
Confirm the language of instruction and the proof each university accepts for it, since this varies between universities.
Is ALES required for international graduate applicants?
Not automatically. Article 35 of the Regulation on Graduate Education and Training leaves the admission principles for foreign national candidates to each university senate, so whether an ALES result is required, and what may substitute for it, is a university-level decision rather than a national rule. Some universities ask international applicants for ALES; others accept an international equivalent; others assess without it.
The confusion runs in both directions, and both directions cost applications. An applicant who assumes ALES is always required may sit an examination the target program never asked for. An applicant who assumes ALES is never required for international candidates may submit a file that the graduate school marks incomplete. The only reliable answer is the senate principles and the announcement of the specific program, for the specific application period.
Three points make the picture clearer. First, ÖSYM's 2026-ALES Application Guide states that candidates who studied abroad may sit ALES on condition that they hold an equivalence document, which links the examination route to diploma recognition. Second, the Article 5 floor for a master's ALES score and the Article 16 conditions for doctoral admission are minimums; a senate may set higher requirements, and many do. Third, the doctoral foreign language condition in Article 16 asks for a central examination result in a language other than the candidate's mother tongue, which is a separate requirement from any Turkish proficiency the program may ask for.
A scientific preparatory program is a set of completion courses that a student admitted to a graduate program from a different field must complete before beginning the main program. Article 30 applies it to candidates whose previous degree is in a different field, and its duration sits outside the program's own maximum period.

What should you check before you apply?
Most of the rules described in this article can be confirmed in a single sitting, before an application is submitted rather than after a file is returned. The confirmations below apply to graduate admission in Turkey generally; the specific answers come from the university and the application period you are applying in.
Two obligations begin at first registration rather than at application, and both belong on the same list. General Health Insurance is the social security coverage providing access to healthcare services in Turkey; the application period for international students is limited by regulation. The Social Security Institution (SGK) states in its announcement on foreign national students that a written request must be made to the provincial social security office within three months of first registration at the institution where the student studies. Separately, the Study in Türkiye portal operated by YTB states that foreigners staying longer than their visa or visa exemption period, or longer than ninety days, are required to obtain a residence permit; the Presidency of Migration Management publishes the student residence permit application documents, a page last updated on 13 December 2023.
Diploma paperwork sits at the front of the same sequence. A Certificate of Recognition is a document confirming that a higher education institution abroad, and the specific program attended there, appear among the institutions recognised by the Council of Higher Education (YÖK); it does not mean the diploma has been declared equivalent to a Turkish qualification.
Read the senate principles for international admission at each university on your shortlist.
Confirm whether the program announcement asks for an ALES result or accepts an equivalent.
Check the announcement date of any examination result you plan to submit against its validity period.
Confirm you hold no other thesis-based graduate registration, as required by Article 35.
Compare the maximum duration of the route against the years you can commit.
Start the recognition or equivalence application for your foreign diploma before the application window opens.
Diarize the three-month General Health Insurance window from your first registration date.
Re-read the program announcement for the current application period rather than an earlier one.
Real-World Examples
The examples in this section are illustrative scenarios created to explain situations applicants may encounter.
Amara, applying at 38. Amara has worked for eleven years since her bachelor's degree and wants a master's in public health in Turkey. She reads a scholarship page listing an age ceiling for graduate candidates and assumes she is excluded from study altogether. The Regulation on Graduate Education and Training contains no age condition, so the ceiling she read applies to Türkiye Scholarships rather than to admission. Amara's realistic path is a direct application to a graduate school, with funding sought separately through university-level opportunities or her employer. Her open questions are the ALES or equivalent requirement at each university and the recognition status of her foreign diploma.
Rahul, holding an old examination result. Rahul sat ALES in his final undergraduate year and is now preparing a doctoral application three and a half years later. ÖSYM states that results are valid for five years from the announcement date, so his result has not expired, but it will during the period he would spend on the application cycle if he delays. Rahul checks the 2026 examination calendar, sees three sittings in the year, and books one that leaves the new result in hand before the doctoral announcement he is targeting opens. He also confirms with the graduate school whether the program accepts an international equivalent.
Leila, already registered elsewhere. Leila is enrolled in a master's with thesis at a university in her home country and wants to add a Turkish program. Article 35 of the Regulation on Graduate Education and Training states that, other than master's programs without thesis, a candidate cannot register for and continue in more than one graduate program at the same time. Leila's options are to complete the current program first, to withdraw from it, or to consider a master's without thesis, which the article exempts. She raises the question with the graduate school before applying rather than at enrolment.
Tomás, changing field. Tomás holds a bachelor's degree in economics and applies to a doctoral program in political science. The program admits him with a scientific preparatory program attached, under Article 30 of the Regulation on Graduate Education and Training. Tomás reads the article and finds that the preparatory period is counted separately from the doctoral program's own duration, so his qualifying examination deadline under Article 19 runs from the semester the doctoral coursework begins. He plans his residence permit and insurance timing around the earlier registration date rather than the later one.
Is there an age limit for a master's degree in Turkey?+
No. The Regulation on Graduate Education and Training, published in the Official Gazette on 20 April 2016 under number 29690, sets no age condition for admission to a master's program. Its requirements are academic: a bachelor's diploma and a score in the relevant ALES score type, set by the university senate above the floor in Article 5. Age ceilings that appear in guidance about study in Turkey generally come from scholarship programs. Individual program announcements should still be read for the application period concerned.
Can I start a PhD in Turkey after 40?+
The admission regulation places no age condition on doctoral applications, so an application at that age is assessed on the conditions in Article 16 like any other. Those conditions cover the diploma held, the ALES score type and level, and a central foreign language examination result in a language other than the applicant's mother tongue. Funding is a separate question: Türkiye Scholarships applies an age ceiling for doctoral candidates, so an applicant above it would look to other funding routes while applying to the program directly.
Do international students have to take ALES for graduate admission in Turkey?+
Not as a national rule. Article 35 of the Regulation on Graduate Education and Training leaves the admission principles for foreign national candidates to each university senate, so the requirement varies between universities. Some ask for an ALES result, some accept an international equivalent, and some assess without one. The reliable source is the senate principles of the university and the announcement for the specific program and application period, because a general answer will be wrong for some institutions.
How long is an ALES result valid?+
Five years from the date the result is announced, according to the Student Selection and Placement Centre (ÖSYM) in the 2026-ALES Application Guide of 25 March 2026. The same guide records three administrations scheduled during 2026. An applicant who sat the examination early and then took time between degrees should check the announcement date of the result rather than the examination date. Universities may also apply their own recency preferences within that period, so the program announcement is worth reading alongside the guide.
Can I enrol in two graduate programs in Turkey at the same time?+
Generally not. Article 35 of the Regulation on Graduate Education and Training states that, with the exception of master's programs without thesis, a candidate cannot register for and continue in more than one graduate program at the same time. That exemption is the practical route for someone who wants a second registration. An applicant already registered in a thesis-based program elsewhere should raise the position with the graduate school before applying, since the question is easier to resolve before enrolment than after.
What happens if I do not finish my thesis within the maximum period?+
The Regulation on Graduate Education and Training treats the maximum period as an outer limit rather than a target, and Articles 7, 12 and 17 attach a consequence to it: a student who has not completed the program by the end of that period ends their registration in it. The periods themselves are six semesters for a master's with thesis, and twelve or fourteen semesters for a doctorate depending on the admission route. Because this involves a loss of study rights, the position should be confirmed with the graduate school.
Does a scientific preparatory program count against my maximum period of study?+
No. Article 30 of the Regulation on Graduate Education and Training sets a separate limit for the scientific preparatory program, and Articles 7, 12 and 17 begin the program's own count from the semester in which the courses of the program are first given. A student admitted with a preparatory requirement therefore has that period in addition to the program duration. Registration and insurance deadlines, however, generally run from first registration, which is the earlier date.
Can international students do a PhD in Turkey without a master's degree?+
Article 16 of the Regulation on Graduate Education and Training provides for admission to a doctoral program with a bachelor's degree, subject to conditions set in that article covering the bachelor's grade average and the ALES level, both higher than for the ordinary doctoral route. An integrated doctorate is a route allowing admission directly into a doctoral program with a bachelor's degree, without a master's degree. The maximum duration for that route is fourteen semesters under Article 17, against twelve for the master's route.
Do I need Turkish to apply for a graduate program in Turkey?+
It depends on the language of instruction of the program. A Certificate of Turkish Proficiency is the document showing an applicant's level of Turkish and required for admission to Turkish-medium programs; the accepted level varies between universities. TÖMER is the common name for the Turkish language teaching centres attached to Turkish universities, which provide Turkish courses and issue certificates of Turkish proficiency. Programs taught in English set their own English requirements instead, and the doctoral foreign language condition in Article 16 applies separately.
When do I have to apply for General Health Insurance as an international student?+
The Social Security Institution (SGK) states in its announcement on foreign national students that a written request must be made to the provincial social security office or social security centre within three months of first registration at the institution of study. That window runs from registration, not from arrival or from the start of teaching. Because the consequences of missing it concern access to healthcare coverage, an applicant should confirm the current procedure with the university's international student office at registration.
Can I transfer from one graduate program to another in Turkey?+
Article 32 of the Regulation on Graduate Education and Training allows a successful student who has completed at least one semester, in another department of the same university or in a graduate program at another higher education institution, to be admitted by lateral transfer. A lateral transfer is a move from one higher education program to another where the required conditions are met. The receiving graduate school sets the procedure and decides which courses carry over, so outcomes vary between universities and between programs.
Does an age limit apply to Türkiye Scholarships?+
Yes. The Study in Türkiye portal, operated by the Presidency for Turks Abroad and Related Communities (YTB), states that graduate candidates should not be older than 30 years and PhD candidates should not be older than 35 years, with separate ceilings for undergraduate and research candidates. The Türkiye Scholarships criteria page states the research ceiling differently, so applicants to that route should read the criteria page for their own cycle. These ceilings govern the scholarship, not admission to the graduate program.

This article is general information about graduate admission rules in Turkey and is not personal academic, legal or financial advice. The rules described rest mainly on the Regulation on Graduate Education and Training, published in the Official Gazette on 20 April 2016 under number 29690, which has been amended since publication; regulation and administrative practice can change over time. Admission conditions, quotas and required documents vary between universities and between application periods, because Article 35 of that regulation leaves the principles for international candidates to each university senate. Scholarship criteria are set by the funding body and are restated for each cycle. Applicants should confirm every detail with the relevant institution — the university and its graduate school, the Council of Higher Education, the Student Selection and Placement Centre, the Presidency for Turks Abroad and Related Communities, the Social Security Institution or the Presidency of Migration Management — before acting on it.
