Introduction
You can study in Turkey without IELTS in many cases, because Turkish universities publish their own lists of accepted English examinations rather than following one national certificate. An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status, and that status does not carry a fixed English test with it.
Turkey hosted 336,366 international students in 2024, up from 301,694 in 2023, according to the Council of Higher Education (YÖK) Internationalization Strategy Document 2024-2028, published in February 2025. The same document counts 208 higher education institutions and places Turkey eighth in the world by international student numbers. Across that many institutions, language conditions differ, and the difference is written into regulation rather than left to chance.
This article works from three primary sources: the Regulation on Principles to be Followed in Foreign Language Education and Instruction in a Foreign Language at Higher Education Institutions, published in the Official Gazette on 23 March 2016, No. 29662; the Regulation on Graduate Education and Training, published on 20 April 2016, No. 29690; and the equivalence document published by ÖSYM on 11 March 2025. University conditions are drawn from published admission pages of Boğaziçi University, Koç University, Sabancı University and Istanbul Technical University.
Two things change between application seasons: the equivalence document, which ÖSYM has revised eleven times since 6 January 2012, and each university's own announcement. Mezun Kampüsü follows those announcements as universities publish them. Confirm any condition in this article against the announcement for the exact program and the exact application period before you act on it.

What does English proficiency mean for graduate study?
English proficiency in Turkish graduate admission means a document that one specific university accepts as evidence that you can follow courses in English. No single national English certificate exists for master's and doctoral applicants. The Regulation published in the Official Gazette on 23 March 2016, No. 29662, places the proficiency examination itself with each higher education institution rather than with a central body.
Article 8 of that regulation sets the frame. Associate, undergraduate and graduate programs may be taught partly or wholly in a foreign language following a senate decision and the approval of YÖK, and a compulsory preparatory class is opened in those programs. Article 4 defines partial instruction as a program in which at least 30 per cent of total course credits are delivered in the foreign language. A program taught entirely in Turkish cannot open a compulsory preparatory class at all, under Article 8 of the same regulation.
Article 6 then explains what happens to a newly registered student. Students entering a program taught partly or wholly in a foreign language sit a level-determination and a proficiency examination organised by the higher education institution, and the senate may run these as one examination or as two. The score decides both exemption from the preparatory class and, for those who continue, the level at which they start.
For a graduate applicant, the practical question is therefore narrow. Not "do I have IELTS", but "what does this graduate school accept, at what level, and for how long is it valid". A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures, and it is the graduate school announcement that carries the answer.
Four points decide a file:
The language of instruction of the specific program, which may be Turkish, English, or a mixture
Whether the applicant is exempt from the proficiency examination under Article 6 of the 2016 regulation
Which examinations the university senate accepts, and the minimum level the senate has announced
How long the result of that examination stays valid, which Article 6 ties to the validity period set by the institution running the examination
Which routes prove English without IELTS?
Six routes are available to a graduate applicant, and five of them involve no IELTS certificate at all. Two run through examinations administered or recognised by ÖSYM. Two run through the university itself, either its own proficiency examination or the compulsory preparatory class. One rests on previous education in the language of instruction. The sixth is a university's own recognition of an outside examination.
The routes are not ranked. An applicant in Lagos with no test centre nearby and an applicant already enrolled in an English-taught bachelor's program in Nairobi face different arithmetic, and the regulation accommodates both. What matters is that each route ends in a document the graduate school named in advance.
The national route rests on examinations administered by ÖSYM. The published accepted list of Sabancı University, in its graduate application requirements for the 2026-2027 academic year, names YDS, e-YDS, YÖKDİL, e-YÖKDİL and e-TEP alongside international examinations, which shows how the national examinations sit next to international ones in a single institutional list.
The equivalence route rests on ÖSYM's document dated 11 March 2025, which lists seven English examinations: Cambridge C2 Proficiency, Cambridge C1 Advanced, Cambridge Linguaskill General, TOEFL iBT, PTE Academic, Oxford Test of English Advanced and Oxford Test of English. That document also states that results of examinations held in Turkey are not accepted as equivalent unless the sittings took place in buildings belonging to state universities.
Table 1. Six routes to document English for graduate study in Turkey, with the body that decides each route and its main limitation
Route | Who decides it | What it produces | Main limitation |
|---|---|---|---|
ÖSYM-administered examination (YDS, e-YDS, YÖKDİL, e-YÖKDİL, e-TEP) | ÖSYM administers; the university senate announces the level | A national score | Sittings follow ÖSYM's own calendar |
International examination listed in ÖSYM's equivalence document | ÖSYM Board of Directors, under Law No. 6114, Article 7 | A score converted to the national scale | The list is revised; sittings held in Turkey must take place in state university buildings |
Examination recognised only by a university senate | The university senate | Recognition valid at that university | Does not transfer to another institution |
The university's own proficiency examination | The university, under Article 6 of the 2016 regulation | Exemption from the preparatory class | Held on the institution's own dates |
Compulsory preparatory class | The university, under Article 8 of the 2016 regulation | Proficiency built during the year | The regulation sets a two-year limit |
Previous education in the medium of instruction | The university, under Article 6 of the 2016 regulation | Exemption without sitting any examination | Conditions attach to the country and the school |
Who decides which English examination counts?
Three bodies share the decision, and confusing them is the most common source of error. ÖSYM decides which international examinations are equivalent to the national foreign language examination. YÖK approves foreign-language instruction in a program. The university senate decides which examinations it accepts for its own students and at which level. IELTS sits outside the first list and inside several of the third.
The legal basis for the first is Law No. 6114, Article 7, quoted on ÖSYM's equivalence page: equivalence between ÖSYM's foreign language examinations and international foreign language examinations is determined by a decision of the Board of Directors, based on the reports of an equivalence working commission. ÖSYM's document dated 11 March 2025 is the output of that process.
The basis for the third is Article 6 of the regulation published on 23 March 2016. Students are exempt from the level-determination and proficiency examination if they succeed, at a score determined by the senate of the higher education institution, in central foreign language examinations accepted by YÖK and in international foreign language examinations whose equivalence has been accepted. The senate sets the level; the equivalence decision sets the list of international examinations for that particular route.
A separate mechanism explains why IELTS still appears on many Turkish university pages. Under the same Article 6, the institution designs its own proficiency examination, and a senate may recognise an outside examination as equivalent to that institution's own test. Boğaziçi University states this directly.
The TOEFL® IBT and IELTS Academic (Paper-based/Computer-delivered) examinations are recognized by the Boğaziçi University Senate as equivalent to the BÜYES/BUEPT examination.
— Boğaziçi University, English Proficiency and Exemption, accessed 6 September 2026
So an IELTS Academic certificate can carry weight at one university and none at the next. It is not a national key, and its absence is not a closed door.
How do you check one program's language rules?
Check the program announcement first, then the graduate school regulation, then the foreign languages school page, in that order. The program announcement carries the accepted examinations and the level for that application period. The graduate school regulation carries the standing rules. The foreign languages school page carries the proficiency examination dates and the exemption conditions. Reading them out of order produces most avoidable mistakes.
Istanbul Technical University illustrates why the third page matters. Its Registrar's Office states that the foreign language examinations accepted by the ITU Senate and the minimum scores are published on a separate reference page, and that students who cannot provide an accepted English proficiency result complete the English preparation course at the School of Foreign Languages. The accepted list and the consequence of not having a result live on two different pages.
Validity is the second trap. Article 6 of the regulation published on 23 March 2016 ties the usable life of a result to the validity period set by the institution that administers the examination, and states that where no validity period is specified, YÖK determines it. Institutions then apply their own window: Boğaziçi University states that only examination results obtained within the last two years are accepted.
Open the announcement for the exact program and the exact application period, not a general admissions page
Write down every accepted examination named there, including the national ones
Confirm whether your certificate is inside the validity window the university states
Check whether the test format you took is accepted, since some universities exclude home or online versions
Find the date of the university's own proficiency examination and note the registration deadline
Read the exemption clauses in case your previous education already qualifies
Save a dated copy of the page you relied on, because announcements are replaced each season
Announcements are seasonal. A condition confirmed for one application period is evidence about that period only, and universities publish revised announcements for the next one.
How do universities differ in practice?
Published pages of four institutions show four different arrangements, which is the clearest evidence that no single national answer exists. One names IELTS Academic. One names a single international test. One names a long list without IELTS. One defines exemption by reference to the national equivalence framework, which excludes IELTS by construction.
Boğaziçi University sets out that the TOEFL iBT and IELTS Academic examinations are recognised by its senate as equivalent to its own BÜYES/BUEPT examination, and adds that IELTS Online and TOEFL Home Edition results are not accepted. Koç University states on its graduate How to Apply page that only TOEFL iBT is accepted. Sabancı University names TOEFL iBT, PTE, CAE, CPE, YDS, e-YDS, YÖKDİL, e-YÖKDİL and e-TEP in its graduate requirements for the 2026-2027 academic year, and states that applicants without a qualifying result can be admitted on the condition of a satisfactory result in its own English Language Assessment Exam.
Zonguldak Bülent Ecevit University shows the fourth pattern. Its School of Foreign Languages regulation, published in the Official Gazette on 18 August 2016, No. 29805 and amended on 10 January 2019, grants exemption to students who reach the stated level in central foreign language examinations accepted by YÖK and in foreign language examinations whose equivalence has been accepted by ÖSYM. Because ÖSYM's document dated 11 March 2025 does not list IELTS, that route does not run through IELTS at this institution.
Table 2. What four published university pages say about accepted English examinations, as accessed on 6 September 2026
Institution | Whose list decides | IELTS Academic named on the page | Institution's own examination |
|---|---|---|---|
Boğaziçi University | Its own senate | Yes, together with TOEFL iBT | BÜYES/BUEPT |
Koç University | Its own graduate admission page | No; TOEFL iBT named as the accepted test | Not named on that page |
Sabancı University | Its own graduate requirements | No; nine other examinations named | English Language Assessment Exam |
Zonguldak Bülent Ecevit University | YÖK-accepted central examinations and ÖSYM equivalence | No | Foreign language proficiency examination |

Which route fits which applicant?
Match the route to your circumstances rather than to reputation. An applicant with a recent TOEFL iBT or PTE Academic result has the widest reach, because those examinations appear both in ÖSYM's equivalence document dated 11 March 2025 and on many senate lists. An applicant with IELTS Academic should shortlist universities that name it. An applicant with no certificate has two workable paths and should not treat that as a barrier.
Applicants already inside Turkey, or able to travel there, are often better served by the national examinations. YDS, e-YDS, YÖKDİL and e-YÖKDİL are administered by ÖSYM and appear on institutional lists such as Sabancı University's graduate requirements for the 2026-2027 academic year. A result from those examinations needs no equivalence step, because they are the reference point the equivalence document converts other scores into.
Applicants whose previous degree was taught in English should read the exemption clauses before booking any test. Boğaziçi University exempts, subject to the stated time conditions, students who completed the last two years of undergraduate, master's or doctoral education at a higher education institution where the language of instruction is English in a country whose native or official language is English.
What proof of prior English-medium education usually involves
Universities that grant exemption on the basis of previous education generally ask for more than a diploma. A transcript showing the language of instruction, a letter from the registrar of the earlier institution, and evidence of the country and school conditions in the relevant clause are commonly requested together. Conditions on elapsed time since graduation are applied strictly at institutions that publish them, and the exemption may be subject to an interview by the preparatory unit.
Applicants aiming at a doctorate face one additional layer. Article 16 of the Regulation on Graduate Education and Training requires doctoral applicants to hold, in a language other than their mother tongue, a minimum score set in that regulation from a central foreign language examination accepted by YÖK, or the corresponding score from an international examination whose equivalence has been accepted by ÖSYM. Article 25 applies a parallel requirement to proficiency in art programs. University senates may raise those minimum levels.
Does an equivalence list mean automatic acceptance?
No. Appearing in ÖSYM's equivalence document means a score can be converted to the national scale; it does not oblige any university to accept that examination for its own programs. Absence from the document works the same way in reverse: it removes the national conversion route, not the possibility that a senate recognises the examination as equivalent to its own test. Equivalence and acceptance are two separate decisions.
The history makes the distinction concrete. The ÖSYM equivalence table valid from 17 July 2013 to 13 February 2014 named IELTS among the recognised English examinations. The table that replaced it on 14 February 2014 did not, and the document dated 11 March 2025 does not either. Yet Boğaziçi University's published page recognises IELTS Academic as equivalent to its own BÜYES/BUEPT examination. Both statements are accurate at the same time, because they answer different questions.
A second confusion sits close by and costs applicants whole semesters. The English preparatory class and the scientific preparatory program are unrelated. A scientific preparatory program is a set of completion courses that a student admitted to a graduate program from a different field must complete before beginning the main program. It concerns subject background, not language. A student can be required to do one, both or neither, and the two are governed by different rules: the language preparatory class by the regulation published on 23 March 2016, the scientific preparatory program by the Regulation on Graduate Education and Training published on 20 April 2016.
The third misreading concerns test format. Several universities accept an examination while excluding particular delivery formats of it. Boğaziçi University states that Institutional TOEFL results, TOEFL Home Edition results and IELTS Online results are not accepted. ÖSYM's equivalence document adds a location condition for sittings held in Turkey. A certificate can therefore carry the right name and still fall outside the rule.
What should you do next?
Start from the program, not from the test. Choose two or three graduate programs, read what each one accepts, and only then decide which examination to sit or whether you need one at all. Sitting a test before reading the announcement is how applicants end up with a valid certificate that the university they wanted does not use.
A workable order:
Shortlist programs and confirm the language of instruction of each, since a Turkish-medium program will ask for Turkish rather than English
Read each program's announcement for the current application period and list the accepted examinations
Check whether any certificate you already hold is named, is inside the validity window and is in an accepted format
If nothing you hold is named, compare two options: an examination that appears on the lists of most of your shortlist, or the university's own proficiency examination
Note the proficiency examination date and its registration deadline, which are usually earlier than the enrolment date
Prepare the exemption evidence if your previous education was in the language of instruction
Re-check every announcement before the application period opens, because conditions are republished each season
For Turkish-medium programs the requirement moves to Turkish. TÖMER is the common name for the Turkish language teaching centres attached to Turkish universities, which provide Turkish courses and issue certificates of Turkish proficiency, and a Certificate of Turkish Proficiency is the document showing an applicant's level of Turkish and required for admission to Turkish-medium programs; the accepted level varies between universities.
Two dates deserve a place in your calendar. The publication date of the announcement you relied on, and the expiry date of any certificate you hold. ÖSYM has revised its equivalence document eleven times since 6 January 2012, and the Regulation on Graduate Education and Training was amended on 15 January 2026 and again on 6 March 2026. Conditions confirmed in one season are evidence about that season.

Real-World Examples
The examples in this section are illustrative scenarios created to explain situations applicants may encounter.
Amina, an IELTS holder with a narrow shortlist. Amina holds an IELTS Academic certificate taken at a paper-based centre and wants a master's with thesis in a social science field. Her first shortlist has five universities. Reading each announcement, she finds that some name IELTS Academic and others do not, and that one defines exemption by reference to examinations recognised through ÖSYM equivalence, which does not include IELTS. She keeps the universities that name IELTS Academic on her main list and, for the two that do not, notes the dates of their own proficiency examinations as a second route rather than dropping the programs.
Deng, applying with no certificate at all. Deng finishes a bachelor's degree taught in his own country's national language and has no English examination result. His shortlisted English-taught master's programs each run an institutional proficiency examination before enrolment. He registers for one of them, and reads the preparatory class rules in case he does not reach the required level. The regulation published on 23 March 2016 opens a compulsory preparatory class in programs taught partly or wholly in a foreign language, so a preparatory year is a defined path rather than a refusal.
Leyla, a doctoral applicant. Leyla plans to apply to a doctoral program and already holds a TOEFL iBT result. Article 16 of the Regulation on Graduate Education and Training requires a minimum score from a central foreign language examination accepted by YÖK or the corresponding score from an examination whose equivalence has been accepted by ÖSYM. Because TOEFL iBT appears in ÖSYM's document dated 11 March 2025, her result can be converted for that requirement. She still checks whether the senate of her target university has raised the minimum level, since the regulation permits it.
Tomas, exempt but unaware of it. Tomas completed a master's degree at an institution where the language of instruction was English, in a country whose official language is English, and assumed he would have to sit a test. Reading the exemption clauses, he finds that several universities exempt applicants in his position when the stated time conditions are met, and that they ask for a registrar's letter confirming the language of instruction. He requests the letter early, since his former institution takes several weeks to issue documents, and keeps a proficiency examination date in reserve.
Can I apply to a master's in Turkey without IELTS?+
In many cases yes. There is no national rule requiring IELTS for master's admission, and IELTS does not appear in ÖSYM's equivalence document dated 11 March 2025. Universities publish their own accepted examination lists, which commonly include examinations administered by ÖSYM and international examinations recognised through equivalence, and most institutions also run their own proficiency examination. Confirm the accepted list in the announcement of the specific program and application period, since conditions differ between universities and are republished each season.
is ielts accepted in turkey universities+
At some, yes. Boğaziçi University states that TOEFL iBT and IELTS Academic examinations are recognised by its senate as equivalent to its own BÜYES/BUEPT examination. Other institutions do not name IELTS: Koç University's graduate How to Apply page names TOEFL iBT as the accepted test, and Sabancı University's graduate requirements for the 2026-2027 academic year list other examinations. Acceptance is an institutional decision, so an IELTS certificate should be matched against the announcement of each university on your shortlist.
Which English examinations does ÖSYM accept as equivalent?+
ÖSYM's equivalence document dated 11 March 2025 lists seven English examinations: Cambridge C2 Proficiency, Cambridge C1 Advanced, Cambridge Linguaskill General, TOEFL iBT, PTE Academic, Oxford Test of English Advanced and Oxford Test of English. The same document states that examinations not listed in it are not evaluated as equivalent, and that sittings held in Turkey are not accepted unless they took place in buildings belonging to state universities. ÖSYM has published eleven superseded versions of this document since 6 January 2012.
Do I need an English certificate for a Turkish-taught program?+
Generally the requirement moves to Turkish rather than English. A Certificate of Turkish Proficiency is the document showing an applicant's level of Turkish and required for admission to Turkish-medium programs; the accepted level varies between universities. The regulation published in the Official Gazette on 23 March 2016 also states that a compulsory foreign language preparatory class cannot be opened in a program taught entirely in Turkish, although an optional preparatory class may be opened by senate decision.
What happens if I have no English certificate at all?+
Two routes remain open. Most universities running English-taught programs administer their own proficiency examination, which the regulation published on 23 March 2016 places with the institution. Applicants who do not reach the required level attend the compulsory preparatory class that the same regulation requires in programs taught partly or wholly in a foreign language. The regulation sets a two-year limit for completing that preparatory class, so plan the timing with the graduate school before enrolment.
can i do phd in turkey without ielts+
Yes, provided you meet the requirement in another accepted way. Article 16 of the Regulation on Graduate Education and Training requires doctoral applicants to hold, in a language other than their mother tongue, a minimum score from a central foreign language examination accepted by YÖK or the corresponding score from an international examination whose equivalence has been accepted by ÖSYM. Since IELTS is not in ÖSYM's document dated 11 March 2025, applicants generally use YDS, YÖKDİL or a listed international examination for that requirement.
How long does an English examination result stay valid?+
Article 6 of the regulation published on 23 March 2016 ties this to the validity period set by the institution administering the examination, and states that YÖK determines it where no period is specified. Universities then apply their own window: Boğaziçi University states that only examination results obtained within the last two years are accepted. Check the validity rule in the program announcement rather than assuming a common standard, and note the examination date on your certificate.
Does a preparatory class delay graduation?+
Time spent in a preparatory class is handled separately from the program's own duration in the regulations governing it, and the preparatory class carries its own limit. The regulation published on 23 March 2016 states that students who do not complete the compulsory preparatory class successfully within two years have their registration with the program ended. The same article allows a management board to waive the attendance requirement for students who prefer to prepare independently and pass the institution's examination.
Is TOEFL Home Edition or IELTS Online accepted?+
Not everywhere, and several universities exclude these formats explicitly. Boğaziçi University states that Institutional TOEFL results, TOEFL Home Edition results and IELTS Online examination results are not accepted. ÖSYM's equivalence document adds that results of sittings held in Turkey are not accepted as equivalent unless they took place in buildings belonging to state universities. Read the format conditions before booking, because a certificate in an excluded format cannot usually be substituted after the application deadline.
what if my degree was taught in english+
You may be exempt without sitting any examination. Article 6 of the regulation published on 23 March 2016 exempts students who completed secondary education in a country where the language of instruction is spoken as a native language, under the stated conditions. Universities add their own clauses: Boğaziçi University exempts, subject to time conditions, students who completed the last two years of undergraduate, master's or doctoral education at an English-medium institution in a country whose native or official language is English.
Does the same rule apply at every university in Turkey?+
No. The regulation published on 23 March 2016 sets the framework, and the senate of each higher education institution sets the accepted examinations and the level within that framework. The four institutions compared in this article publish four different arrangements. Announcements are also revised between application periods, so a condition confirmed at one university in one season is not evidence about another university, or about the same university in a later season.
About Mezun Kampüsü
