Introduction

A master's application at a Turkish university is built around a small, stable set of documents: an undergraduate diploma, an academic transcript, proof of identity, evidence of language ability, and — for degrees earned abroad — a recognition document from the Council of Higher Education (YÖK). Each graduate school publishes its own list, so the exact file varies between universities.

That variation sits on top of a large system. The Council of Higher Education (YÖK) reported 208 higher education institutions and 6,301,434 enrolled students in its Higher Education Statistics bulletin of 27 March 2026, including 330,464 master's students. In its announcement of the Internationalization in Higher Education Strategy Document on 9 February 2025, YÖK described Türkiye as hosting 350,000 international students and as the eighth country worldwide by international student numbers.

This article answers the questions applicants send most often: which documents form the core file, which papers depend on where the bachelor's degree was earned, what the recognition step involves, how certification differs between countries, and what is asked for after admission. The phrasing "masters application documents" is used as often as "master's", and both refer to the same file.

The sources used are the Regulation on Graduate Education and Training (Lisansüstü Eğitim ve Öğretim Yönetmeliği), YÖK's recognition and equivalence guidance, the Student Selection and Placement Centre (ÖSYM) examination guide, the Study in Türkiye portal operated for international applicants, and the Hague Conference on Private International Law (HCCH) status table. Application calendars, accepted certificates and institutional document lists are set for each term, so anything time-sensitive should be confirmed against the graduate school's own announcement for the period in question.

What documents does a master's application at a Turkish university require?

A master's application file at a Turkish university normally holds five items: a bachelor's diploma or provisional graduation certificate, an academic transcript, a passport or identity document, evidence of language ability, and, for degrees earned outside Türkiye, a recognition document from the Council of Higher Education (YÖK). The Study in Türkiye portal lists the first three as the base set for graduate applicants.

The remaining items depend on the program. A master's with thesis is a graduate program completed through coursework and the preparation of a thesis, and thesis-track admission frequently involves academic assessment beyond the paperwork. A master's without thesis is a coursework-focused graduate program completed with a term project instead of a thesis, and its admission file is often lighter.

The documents that recur across graduate school announcements in Türkiye are:

  • The undergraduate diploma, or a provisional graduation certificate where the diploma has not yet been issued

  • The academic transcript showing courses, grades and the graduation result

  • A passport or, for applicants already resident in Türkiye, an identity document

  • Evidence of language ability for the language of instruction of the program

  • A recognition document from the Council of Higher Education (YÖK) where the bachelor's degree was earned outside Türkiye

Two further items appear often enough to plan for: a statement of purpose, which is a short written text in which an applicant explains their academic background, research interests and reasons for choosing a specific graduate program; and a letter of recommendation, which is a written assessment of an applicant prepared by an academic or professional referee and submitted as part of a graduate application. Neither is set by national regulation. Both are added by graduate schools that want to assess candidates beyond grades, which is why they appear in some announcements and not others.

Who needs which documents?

Document requirements in Türkiye follow the applicant's citizenship and where the bachelor's degree was earned, rather than the applicant's field of study. Article 35 of the Regulation on Graduate Education and Training leaves admission procedures for foreign nationals, and for Turkish citizens who completed their entire bachelor's degree abroad, to each university senate. Two applicants to the same program can therefore be asked for different files.

An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status. For this group, the added paperwork almost always concerns the origin of the degree rather than the person. A bachelor's degree earned at a Turkish university needs no recognition step, whichever passport the holder carries. A bachelor's degree earned abroad triggers the recognition step, whether the holder is a foreign national or a Turkish citizen.

ALES is the centralised examination administered by the Student Selection and Placement Centre (ÖSYM) and used in applications to graduate programs and in academic staff recruitment in Turkey. Article 5 of the Regulation on Graduate Education and Training ties master's admission to a bachelor's diploma together with an ALES score in the score type of the program, at a minimum determined by each university senate. Because Article 35 hands admission procedures for foreign nationals to the senate, whether an ALES result is requested from an international applicant varies between universities.

How does diploma recognition work before enrollment?

A degree earned outside Türkiye is checked against the Council of Higher Education's (YÖK) list of recognized institutions before enrollment. For graduate admission, YÖK's recognition and equivalence guidance states that the recognition certificate is sufficient for registration at a university, with health programs treated separately. Equivalence is a different and heavier procedure.

A Certificate of Recognition is a document confirming that a higher education institution abroad, and the specific program attended there, appear among the institutions recognised by the Council of Higher Education (YÖK); it does not mean the diploma has been declared equivalent to a Turkish qualification. That distinction is the single most useful thing a master's applicant can understand early, because it decides how much time the paperwork takes.

The foreign nationals who want to apply for a postgraduate degree at Turkish universities, the document issued by the Council of Higher Education, "HE Institution Recognition Certificate", is enough for registration to the university, except for health programs.

— Council of Higher Education (YÖK), Recognition and Equivalence information, accessed 2 September 2026

By contrast, a Certificate of Equivalence is the Council of Higher Education's formal determination of which Turkish qualification, in which field and at which level, a diploma obtained abroad corresponds to. YÖK describes equivalence as an online submission followed by presentation of original documents at a scheduled appointment, which is a longer route than recognition.

Before either route, the diploma and transcript usually need certification in the country that issued them. An apostille is a certification attached to an official document that makes it valid in another country that is party to the Hague Convention. According to the Hague Conference on Private International Law (HCCH) status table updated on 30 June 2026, the Apostille Convention has 130 Contracting Parties, and it has been in force for Türkiye since 29 September 1985. Where the issuing country is not a party, consular certification is the process by which documents from countries outside the Hague Convention are approved by the relevant national authorities and the Turkish diplomatic mission, in place of an apostille.

How do you assemble your application file, step by step?

Assembling a master's application file for a Turkish university runs in four movements: collect the academic originals, obtain the recognition document, arrange certification and translation, then submit everything through the graduate school's own application system. Article 35 of the Regulation on Graduate Education and Training requires each institution to announce its programs, application conditions, deadlines and required documents for every application period.

The order matters more than the length of the list. Certification is performed in the country that issued the document, which is difficult to arrange after relocating. Translation follows certification, because the certification is itself part of what gets translated. Recognition is checked against the institution and program named on the diploma, so an inaccurate transcript delays everything downstream.

A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures. In practice the graduate school (enstitü), not the faculty or the department, is the office that publishes the document list and accepts the file, and its announcement is the authoritative version for that period.

  • Request an official transcript and a diploma or provisional graduation certificate from your undergraduate institution

  • Confirm the exact institution and program name printed on the diploma matches the transcript

  • Arrange apostille or consular certification in the country that issued the documents, before leaving it

  • Have certified documents translated into the language the graduate school requires

  • Apply to the Council of Higher Education (YÖK) for the recognition document if your bachelor's degree was earned abroad

  • Obtain evidence of language ability for the program's language of instruction

  • Prepare a statement of purpose and contact referees early if the announcement lists them

  • Read the graduate school's announcement for the current application period and upload the file before its stated deadline

Applicants whose bachelor's degree is in a different field should keep detailed course descriptions. A scientific preparatory program is a set of completion courses that a student admitted to a graduate program from a different field must complete before beginning the main program, and Article 30 of the Regulation on Graduate Education and Training limits it to two semesters. Clear course content in the transcript is what a department uses to decide how much of that preparation is needed.

How do requirements differ by program type?

Program type changes the entry qualification more than it changes the paperwork. Article 5 of the Regulation on Graduate Education and Training ties master's admission to a bachelor's diploma and an ALES score at a level set by the senate, while allowing institutions not to request ALES for a master's without thesis. Doctoral admission adds a master's diploma and a central foreign language result.

The academic weight of the program explains the difference. Article 6 of the Regulation on Graduate Education and Training defines a master's with thesis as at least seven courses, a seminar and thesis work, totalling no fewer than 21 credits and 120 ECTS credits, and Article 7 sets its normal duration at four semesters with completion in at most six. Article 12 gives a master's without thesis a range of two to three semesters. A program that ends in a thesis therefore tends to assess research readiness at the application stage.

Some universities add a scientific assessment, which is a written or oral evaluation of subject knowledge administered by a university as part of its graduate admissions; it is not a centralised examination and its scope varies by program. Where a bilim sınavı is used, the application file usually stays the same and the extra step is a scheduled examination or interview.

How much can requirements vary between universities?

Variation between universities is built into the system rather than accidental. Article 35 of the Regulation on Graduate Education and Training gives each university senate the authority to set admission procedures for international applicants, and the same article requires every institution to publish its own document list for each application period. Deadlines, accepted language certificates and assessment formats therefore differ.

Three things are set nationally and change slowly: the qualification needed to enter each program level, the role of ALES under Article 5, and the recognition requirement for degrees earned abroad. Almost everything else is institutional. That includes the number of recommendation letters, whether a statement of purpose is read, which language certificates are accepted, whether an interview is held, and how documents are uploaded.

Language evidence is the most variable item. A Certificate of Turkish Proficiency is the document showing an applicant's level of Turkish and required for admission to Turkish-medium programs; the accepted level varies between universities. TÖMER is the common name for the Turkish language teaching centres attached to Turkish universities, which provide Turkish courses and issue certificates of Turkish proficiency. For English-taught programs, the accepted certificates and the treatment of applicants who studied in English are again senate decisions.

Timing is equally institutional. Graduate application periods are announced by term rather than by a single national calendar, which is why a document list read in one period may not match the next. ALES timing is the exception with a published national schedule: ÖSYM's 2026 guide sets three administrations across the year and states that results remain valid for five years from the announcement date, so an existing result often covers more than one application period.

Where graduate school announcements most often differ

Announcements diverge on practical points rather than principles: whether uploaded scans are accepted or originals must be presented at registration, whether translations must be produced in Türkiye, how a provisional graduation certificate is treated when the diploma is still pending, and how referees submit letters. Reading last term's announcement gives a reliable sense of the shape, but the current period's text is the one that governs the file.

Recognition or equivalence — which one does a master's applicant need?

Recognition and equivalence are different documents with different purposes, and master's applicants confuse them more often than any other pair. The Council of Higher Education's (YÖK) recognition and equivalence guidance states that the recognition certificate is enough for registration to a university for foreign nationals applying to a postgraduate degree, apart from health programs. Equivalence answers a separate question.

Recognition asks whether the institution and program that issued the diploma appear on YÖK's recognized list. Equivalence asks which Turkish qualification the diploma corresponds to, in which field and at which level. The first is a check against a list. The second is an academic determination, and YÖK's description of the process — online application followed by an appointment at which original documents are presented — reflects that difference in depth.

The practical consequence is a difference in planning time rather than a difference in difficulty. An applicant who assumes equivalence is required for a master's application may begin a longer procedure than the graduate school asked for. An applicant who assumes neither is required may reach registration without the document the university needs.

Health programs are named as an exception in YÖK's own wording, and that exception is worth checking directly with the graduate school rather than inferred. The same applies to anyone whose plans extend beyond study — recognition and equivalence serve different purposes outside the university as well, and a document that satisfies a graduate school is not automatically the document another authority will ask for.

Two smaller confusions are worth clearing at the same time. A provisional graduation certificate is generally accepted where a diploma has not yet been issued, but the graduate school's announcement is what confirms this for a given period. And a transcript that omits course content can slow a departmental review even when every formal document is present, because course comparison is what a department uses when the bachelor's degree is in another field.

What happens after your documents are accepted?

Acceptance moves the paperwork from the graduate school to the state. After enrollment, an international student arranges a student residence permit, an identification number and health coverage. The Study in Türkiye portal describes an online application, an appointment, delivery of documents to the Provincial Directorate of Migration Management within five working days, and a decision within ninety days at the latest.

A student residence permit is the residence permit granted to a foreign national studying in Turkey, allowing them to remain in the country for the duration of their studies. Study in Türkiye lists a passport with validity beyond the requested permit period, health insurance, evidence of means of support and a student certificate from the enrolling institution among the documents involved.

Two further items follow enrollment. A Foreign Identification Number is the identification number beginning with 99 that is issued to foreign nationals holding a residence permit in Turkey and used in official procedures. General Health Insurance is the social security coverage providing access to healthcare services in Turkey; the application period for international students is limited by regulation, which makes it a matter of timing rather than paperwork volume.

An ordered path through the period between offer and first semester:

  1. Complete registration at the graduate school with the original documents the announcement names

  2. Request a student certificate from the institution once registration is confirmed

  3. Begin the residence permit application and keep the appointment date the system assigns

  4. Deliver the required documents to the Provincial Directorate of Migration Management within the stated window

  5. Apply for the identification number and health coverage in the order your institution's international office advises

  6. Confirm whether a scientific preparatory program has been assigned before planning the first semester's course load

Because application calendars, accepted certificates and permit procedures are set for each period, anything above should be checked against the graduate school's current announcement and the responsible institution before acting on it.

Real-World Examples

The examples in this section are illustrative scenarios created to explain situations applicants may encounter.

Amina, an engineering graduate applying from abroad. Amina completed a bachelor's degree in civil engineering in her home country and wants a master's with thesis at a state university in Türkiye. Her diploma and transcript need certification in the country that issued them, and she arranges this before booking travel, since the offices involved are local. She then applies to the Council of Higher Education (YÖK) for the recognition document. Her graduate school's announcement lists a statement of purpose, so she drafts it while the recognition application is in progress rather than after. Sequencing the two tasks in parallel is what keeps her inside the application period.

Daniyar, a Turkish citizen who studied entirely abroad. Daniyar holds Turkish citizenship but completed his whole bachelor's degree at a university in another country. He assumes the domestic application route applies to him and is surprised to find a recognition step in the announcement. Article 35 of the Regulation on Graduate Education and Training places him in the same category as foreign national applicants for admission procedure purposes, because the degree was earned abroad. Reading the graduate school's announcement for his specific profile, rather than the general domestic instructions, gives him the correct document list and the correct deadline for the period he is applying in.

Leyla, moving from economics into public health. Leyla graduated in economics and wants a master's in a public health department. Her core file is complete, but the department needs to see what she has already studied. She requests a transcript that includes course descriptions rather than course titles alone, which lets the department compare content properly. She is admitted with a scientific preparatory program attached. Article 30 of the Regulation on Graduate Education and Training limits that preparation to two semesters, so she plans her first year around completion courses and treats the main program as beginning afterwards.

Omar, deciding between two program types. Omar works full time and is choosing between a master's with thesis and a master's without thesis. The document lists he compares are close to identical, but the programs are not: Article 12 of the Regulation on Graduate Education and Training gives a master's without thesis a two to three semester range, while Article 7 sets four semesters as the normal duration for a thesis track. He also notes that Article 5 allows institutions not to request ALES for a master's without thesis. He chooses based on the program's shape rather than on paperwork, and confirms both points in the graduate school's own announcement.

What documents are required for a master's application in Türkiye?+

The core file is a bachelor's diploma or provisional graduation certificate, an academic transcript, a passport or identity document, and evidence of language ability for the program's language of instruction. The Study in Türkiye portal lists the diploma, transcript and identity document as the base set for graduate applicants. Where the bachelor's degree was earned outside Türkiye, a recognition document from the Council of Higher Education (YÖK) is added. Individual graduate schools may also ask for a statement of purpose or letters of recommendation, and their announcement for the current application period is the authoritative list.

Do international students need a Certificate of Recognition or a Certificate of Equivalence for a master's application?+

For graduate admission, the Council of Higher Education's (YÖK) recognition and equivalence guidance states that the recognition certificate is enough for registration to a university for foreign nationals applying to a postgraduate degree, with health programs named as an exception. Recognition confirms that the institution and program appear on YÖK's recognized list. Equivalence is a separate determination of which Turkish qualification a foreign diploma corresponds to, and it involves an online application followed by an appointment with original documents. Confirm which one your graduate school requires before starting either procedure.

Can I apply for a master's in Turkey without ALES as an international student?+

It depends on the university. Article 5 of the Regulation on Graduate Education and Training ties master's admission to a bachelor's diploma and an ALES score at a minimum set by the senate, and allows institutions not to request ALES for a master's without thesis. Article 35 separately gives each university senate the authority to set admission procedures for foreign national applicants. Because of that, whether ALES is requested from an international applicant varies between universities, and the graduate school's announcement for the period is where the answer appears.

What documents do I need for a master's in Turkey if my country is not in the Apostille Convention?+

Consular certification replaces the apostille. The Hague Conference on Private International Law (HCCH) status table updated on 30 June 2026 lists 130 Contracting Parties to the Apostille Convention. Where a document originates in a country outside that group, it is certified by the relevant national authorities and then by the Turkish diplomatic mission in that country. The certification is arranged where the document was issued, which is why it is easier to complete before relocating. Translation is normally done after certification, since the certification itself forms part of the translated document.

Do I need to speak Turkish to apply for a master's program in Türkiye?+

Not for every program. Language requirements follow the language of instruction of the specific program, and Turkish-medium programs generally ask for a Certificate of Turkish Proficiency, with the accepted level varying between universities. TÖMER centres attached to Turkish universities provide Turkish courses and issue proficiency certificates. English-taught programs ask for evidence of English instead, and each senate decides which certificates it accepts and how applicants who already studied in English are treated. Check the program's language of instruction before selecting which certificate to obtain.

How long is an ALES result valid?+

The Student Selection and Placement Centre (ÖSYM) states in its 2026-ALES Application Guide that results are valid for five years from the date they are announced. The same guide lists three administrations across 2026, dated 10 May, 2 August and 29 November 2026. A valid result therefore usually covers more than one graduate application period. Because the minimum score is set by each university senate under Article 5 of the Regulation on Graduate Education and Training, holding a valid result and meeting a specific program's requirement are two separate questions.

How many recommendation letters do Turkish universities ask for?+

There is no nationally set number. Letters of recommendation are not required by the Regulation on Graduate Education and Training, which means each graduate school decides whether to ask for them and how many. Article 35 of the regulation requires institutions to announce their required documents for each application period, so the announcement is where the number appears. Where letters are requested, referees often submit them directly through the application system rather than to the applicant, which makes contacting referees early a scheduling matter rather than a paperwork one.

Is a statement of purpose required for a master's application in Türkiye?+

Not universally. A statement of purpose is a short written text in which an applicant explains their academic background, research interests and reasons for choosing a specific graduate program. It is added by graduate schools that assess candidates beyond grades, and it appears more often for a master's with thesis than for a master's without thesis, since a thesis track evaluates research readiness. The Regulation on Graduate Education and Training does not require it. Whether one is expected is stated in the graduate school's announcement for the application period.

What happens if my bachelor's degree is in a different field from the master's program?+

Applications from a different field are normal and are handled through preparation rather than exclusion. A scientific preparatory program is a set of completion courses that a student admitted to a graduate program from a different field must complete before beginning the main program, and Article 30 of the Regulation on Graduate Education and Training limits it to two semesters. Departments decide how much preparation is needed by comparing course content, so a transcript that includes course descriptions rather than titles alone supports a faster and more accurate review.

When do master's application periods open at Turkish universities?+

Graduate application periods are announced by each institution for each term rather than through a single national calendar. Article 35 of the Regulation on Graduate Education and Training requires institutions to announce program names, application conditions, deadlines and required documents for each period. That means a document list read in one term may not match the next. ALES has a published national schedule by contrast, with three administrations listed for 2026 in the Student Selection and Placement Centre (ÖSYM) guide, which allows examination timing to be planned further ahead than application timing.

Are documents accepted as scans, or must originals be presented?+

Both appear in practice, and the distinction is usually between stages rather than between universities. Many graduate schools accept uploaded documents at the application stage and ask for originals at registration. The Regulation on Graduate Education and Training does not set a single national rule on document format, which places the decision with the institution. Keeping certified originals available through to registration, rather than only at application, avoids the most common timing problem for applicants who have already relocated.

What documents are needed after admission for a student residence permit?+

The Study in Türkiye portal describes an online residence permit application followed by an appointment, delivery of documents to the Provincial Directorate of Migration Management within five working days, and a decision within ninety days at the latest. The documents listed include a passport valid beyond the requested permit period, health insurance, evidence of means of support and a student certificate from the enrolling institution. Residence permit rules carry legal consequences and change over time, so confirm the current requirements with the responsible institution before applying.
