Bilkent University master’s programs are graduate degrees offered through three graduate schools in Ankara, with English proficiency asked of every applicant, and most admitted graduate students receive funding. Bilkent’s University Facts page, dated December 2025, lists 59 graduate programs. Bilkent’s admissions page, accessed 26 October 2026, states that about 90 percent of graduate students receive financial support, given as a tuition waiver or a tuition waiver plus a monthly stipend.

This article covers master’s study at Bilkent University, also known as İhsan Doğramacı Bilkent University, with notes on doctoral routes where they shape the master’s decision. It answers four practical questions: which programs exist, who is eligible, how graduate funding works, and when to apply. The sources are Bilkent’s own admissions, facts and department pages, the YÖK University Monitoring and Evaluation Report for Bilkent covering 2018 to 2023, and the Regulation on Graduate Education and Training published in the Official Gazette on 20 April 2016.
Bilkent departments set their own application windows, interview dates and score requirements, and these change each semester. Treat every date in this article as a snapshot as of October 2026.

What graduate programs does Bilkent University offer?
Bilkent University offers 59 graduate programs, according to its University Facts page as of December 2025. They sit in three graduate schools: the Graduate School of Economics and Social Sciences, the Graduate School of Engineering and Science, and the Graduate School of Education. Master’s degrees are awarded as MA, MS, MFA, MBA or LL.M., depending on the field.
A graduate school is the academic unit within a Turkish university that runs graduate education and manages application and enrolment procedures. At Bilkent, each graduate school groups departments by discipline, while the departments themselves set most admission details.
Bilkent’s Graduate Students page, accessed 26 October 2026, lists the following master’s options:
Graduate School of Economics and Social Sciences: Archaeology, Business Administration (MBA, Executive MBA and MS), Conference Interpreting, Economics, History, Interior Architecture and Environmental Design (MFA), International Relations, Law (LL.M. in Private Law and Public Law), Media and Design (MFA), Media and Visual Studies, Music, Philosophy, Political Science, Psychology and Turkish Literature.
Graduate School of Engineering and Science: Architecture, Chemistry, Computer Engineering, Electrical and Electronic Engineering, Industrial Engineering, Materials Science and Nanotechnology, Mathematics, Mechanical Engineering, Molecular Biology and Genetics, Neuroscience and Physics.
Graduate School of Education: Curriculum and Instruction, Curriculum and Instruction with IB Teaching and Learning, and Teaching English as a Foreign Language.
A master’s with thesis is a graduate program completed through coursework and the preparation of a thesis. Science departments such as Mathematics and Physics describe thesis-based MS programs. The Department of Mathematics states on its Graduate Program page that the normal duration of the MS degree is two years, with a strong emphasis on thesis research.
Bilkent also runs a shared graduate course on research ethics, GE 500 Research Methods and Academic Publication Ethics, according to the Graduate Students page. Scale is the other useful context. The Bilkent University Facts page lists about 12,500 enrolled students, 30 undergraduate programs and exchange agreements with 388 universities in 54 countries. Bilkent was established on 20 October 1984 by decision of the İhsan Doğramacı Foundations, and its historical background page describes it as Türkiye’s first private, not-for-profit university.
Who is eligible for a Bilkent master’s program?
Bilkent University considers applicants who hold, or are about to complete, a bachelor’s degree and who can show academic ability and English proficiency. Bilkent’s admissions page, accessed 26 October 2026, lists four common requirements: ALES or GRE scores, fluency in written and oral English, official transcripts, and recommendations from people qualified to judge academic ability. Departments add their own criteria.
ALES is the centralised examination administered by the Student Selection and Placement Centre (ÖSYM) and used in applications to graduate programs and in academic staff recruitment in Turkey. At Bilkent, the entrance test depends on the applicant’s citizenship and residence. The Department of Electrical and Electronics Engineering states that resident Turkish citizens submit ALES, while non-Turkish citizens and Turkish citizens residing abroad may submit the GRE General Test instead. The Business Administration graduate program asks for the GMAT, according to the admissions page.
An international student is a person who is not a citizen of the Republic of Turkey and who is admitted to a higher education institution under international student status. The Regulation on Graduate Education and Training, Article 35(2), leaves the admission procedures for foreign national applicants to each university senate. That is why Bilkent’s rules for international applicants appear on its own pages rather than in a single national list.
Table 1. Bilkent graduate entry requirements by applicant group, as stated on Bilkent pages accessed 26 October 2026
Requirement | Resident Turkish citizens | International applicants | Source |
|---|---|---|---|
Entrance test | ALES (GMAT for Business Administration) | GRE General Test (GMAT for Business Administration) | Admissions page; Electrical and Electronics Engineering page |
English proficiency | Accepted tests listed by each program | TOEFL iBT, IELTS or Bilkent English Proficiency Exam in Electrical and Electronics Engineering | Admissions page; Electrical and Electronics Engineering page |
Academic record | Official transcripts and proof of degree | Official transcripts and proof of degree | Admissions page; Physics page |
Supporting letters | Two recommendation letters in science departments | Two recommendation letters in science departments | Electrical and Electronics Engineering and Physics pages |
Written statement | Statement of purpose | Statement of purpose | Electrical and Electronics Engineering and Physics pages |
Minimum scores differ by department and by degree level, so they are not reproduced here. The Department of Electrical and Electronics Engineering, for example, states that it applies no minimum grade point average to MS applicants and reviews files holistically. Other departments, including Physics, publish a minimum grade point average. Applicants should read the requirement list of the exact program they plan to choose.

How do Bilkent graduate scholarships work?
Bilkent graduate scholarships are merit-based funding packages assessed on the same academic criteria as admission. Bilkent’s admissions page, accessed 26 October 2026, states that about 90 percent of graduate students receive financial support. The support takes one of two forms, a tuition waiver alone or a tuition waiver combined with a monthly stipend, and the stipend amount is adjusted each year for changes in the cost of living.
Financial assistance is provided in the form of a tuition waiver or a tuition waiver plus a monthly stipend.
— Bilkent University, Application for Admission page, accessed 26 October 2026
A tuition waiver is a form of graduate funding under which a university does not charge an admitted student its tuition fee for a defined period of study. At Bilkent, the waiver matters because the admissions page states that an annual tuition fee applies to all international and Turkish graduate students. Fees vary by academic year, and the current fee schedule appears only on Bilkent’s official fees page.
A graduate stipend is a regular payment that a university makes to a funded graduate student to support living costs during the period of study. Bilkent does not attach the stipend to every award; some students receive the waiver only.
Bilkent’s admissions page adds that both admission and financial assistance are based on academic accomplishment and scholarly promise. The page lists the grounds that play no part in the decision: gender, race, ethnicity, religion, age, national origin and physical disability. International applicants are therefore assessed for funding through the same academic criteria as Turkish applicants.
Departments describe extra elements of the package. The Department of Mathematics states that support for qualified full-time students can include a tuition waiver, a monthly stipend, an accommodation discount, private health insurance and office space, for the normal duration of study. The Department of Physics lists research and teaching assistantships, tuition waivers and on-campus housing for assistantship holders. Funding generally continues only while the student keeps satisfactory academic standing, as the Mathematics page notes.
The teaching assistantship role carries duties set by each department and by university rules. Those duties are not described in a single public Bilkent document, so applicants should ask the department what the role involves before accepting an offer.

Log InHow do you apply to a Bilkent master’s program?
Applications to Bilkent University master’s programs are made online through the university’s STARS graduate application system. The Department of Electrical and Electronics Engineering states that only online applications are accepted. The applicant chooses a program, uploads scores, transcripts and a statement of purpose, arranges recommendation letters, and may be invited to an interview before the department decides on admission and funding.
The sequence below reflects the steps described on Bilkent’s admissions page and on the Electrical and Electronics Engineering, Mathematics and Physics pages, accessed 26 October 2026. Departments may add steps or change the order.
Choose the program and read its own admissions page, because entrance tests, accepted English tests and minimum scores are set at program level.
Take the entrance test that fits your profile: ALES for resident Turkish citizens, the GRE General Test for international applicants, or the GMAT for Business Administration. For the GRE, the Electrical and Electronics Engineering and Physics pages give Bilkent’s Educational Testing Service (ETS) institution code as 0620.
Take an accepted English test. Electrical and Electronics Engineering lists TOEFL iBT, IELTS and the Bilkent English Proficiency Exam.
Prepare official transcripts, proof of degree if already awarded, a statement of purpose and two recommendation letters.
Submit the application through the STARS graduate application system before the program’s deadline.
Attend an interview if invited. Electrical and Electronics Engineering, Mathematics and Physics all describe an interview stage.
After admission, contact the Turkish Embassy or Consulate in your country with the acceptance letter to learn whether a visa is required.
Doctoral applicants face one extra rule. The Electrical and Electronics Engineering page states that PhD applicants who submit IELTS or the Bilkent English Proficiency Exam must also meet the foreign language requirement of the Interuniversity Council (ÜAK), usually shown through the Foreign Language Examination (YDS) or an equivalent test. The Regulation on Graduate Education and Training, Article 16(5), sets that foreign language condition for doctoral admission.
Visa rules depend on Turkey’s visa regime with each home country, according to Bilkent’s admissions page. Residence procedures after arrival fall under the Presidency of Migration Management, and applicants should check that institution’s guidance directly.
When are Bilkent graduate application deadlines?
Bilkent University sets graduate application deadlines department by department, and several science and engineering programs admit students in the spring semester as well as the fall. The Department of Electrical and Electronics Engineering lists 9 November 2026 as its application deadline for the spring semester of 2026-2027, with interviews from 25 to 27 November 2026. Other departments publish different windows.
The safest reading of Bilkent’s calendar is that there is no single university-wide deadline. Engineering and science departments tend to announce dates through the Graduate School of Engineering and Science, as the Physics page notes. Fine arts and design programs may run one admission round per academic year, as the Department of Interior Architecture and Environmental Design did for 2026-2027.
Table 2. Sample Bilkent graduate application calendars by department, from department pages accessed 26 October 2026
Department | Intake | Application window | Interview stage | Page date |
|---|---|---|---|---|
Electrical and Electronics Engineering | Spring semester 2026-2027 | Deadline 9 November 2026 | 25–27 November 2026, if invited | No date shown; deadlines for 2026-2027 |
Mathematics | 2025 application round | 6 October to 4 November 2025 | 24–26 November 2025 | No date shown; dates for 2025 |
Interior Architecture and Environmental Design (MFA and PhD) | Academic year 2026-2027 | 15 April to 15 May 2026 | Not stated | Announcement dated 12 April 2026, updated 23 August 2026 |
Physics | Each semester | Announced by the Graduate School of Engineering and Science | Interview part of evaluation | No date shown |
Table 2 shows two patterns. The two science departments with published dates ran an autumn round, closing in early November, for students starting in the spring semester. The Interior Architecture and Environmental Design round closed in May for students starting in the fall semester. The Mathematics calendar is from 2025, so it shows the typical timing rather than the next deadline.
Seasonal change is the main risk with any Bilkent deadline. Dates move from one semester to the next, and a department may skip an intake. Check the department page and the STARS graduate application system before planning around a specific date.

How do Bilkent departments differ on structure and funding?
Bilkent departments share a national framework but differ in coursework, interview practice and funding extras. The Regulation on Graduate Education and Training sets the floor: a master’s with thesis takes four semesters and must be completed within six, under Article 7(1). Each Bilkent department then adds its own course rules, interview stage and support package on top of that regulatory floor.
The maximum period of study is the longest duration set out in regulation within which a graduate program must be completed before the right to enrolment ends. For a Bilkent MS in Physics, the department page gives an expected length of four semesters and a maximum of six, matching Article 7(1).
Course load follows the same pattern. Article 6(2) of the regulation requires at least seven courses, a seminar course and a thesis, with no fewer than 21 credits in total. The Physics page asks for at least 21 credit units, and the Mathematics page describes 7 lecture-based courses in each program. These are the primary rule and one department’s application of it, not two different standards.
Doctoral study shows more variation. The Physics page gives an expected length of eight semesters and a maximum of 12 for the PhD, and it asks for a thesis-based paper to be accepted or published in a reputable journal before the defense. That publication condition is a department rule, not a national one.
Points worth comparing between Bilkent departments before applying:
Whether the department admits students in both semesters or once a year.
Which English tests it accepts, and whether doctoral applicants also need a YDS-type score.
Whether an interview is part of the evaluation.
Which funding elements it lists, such as housing, health insurance or office space.
Whether doctoral candidates face a publication condition before the defense.
Academic context differs by school too. The YÖK University Monitoring and Evaluation Report for Bilkent recorded 17.26 students per academic staff member and 1.09 doctoral students per faculty member in 2023. The University Facts page lists 15 European Research Council (ERC) projects and 1,021 Scientific and Technological Research Council of Turkey (TÜBİTAK) projects over 2005 to 2025. Research activity on that scale is one reason to ask each department how assistantships are allocated.
Are Bilkent graduate and undergraduate scholarships the same?
No. Bilkent graduate funding and Bilkent undergraduate scholarships are separate systems with different rules. Graduate funding is a tuition waiver, or a waiver plus a monthly stipend, assessed on the same academic criteria as admission. Undergraduate scholarships come in named categories tied to entry results. Bilkent’s scholarships page states that students who already graduated with a bachelor’s degree cannot benefit from those undergraduate categories.
The confusion usually starts with headline figures. Bilkent’s University Facts page, as of December 2025, states that 66 percent of enrolled students receive scholarships and that the total scholarship rate equals full scholarships for 48 percent of students. Those figures describe the whole student body, which is mostly undergraduate. The graduate-specific figure is a different one: about 90 percent of graduate students receive financial support, according to Bilkent’s admissions page accessed 26 October 2026.
A second source of confusion is the word “scholarship” itself. Bilkent’s graduate pages mostly speak of financial assistance, tuition waivers, stipends and assistantships. Scholarship websites that summarize Bilkent often call the whole package a “fully funded scholarship”. That label can hide the fact that some students receive the waiver without a stipend, as the admissions page describes.
A third point concerns international applicants. The scholarships page notes that international applicants seeking undergraduate financial assistance are evaluated on their high school grades. That rule does not describe graduate funding, where admission and financial assistance are based on academic accomplishment and scholarly promise.
Undergraduate scholarship categories that graduate applicants may see
Bilkent’s scholarships page lists several undergraduate categories, including full, partial, comprehensive and talent-based scholarships. Each category carries the same exclusion for applicants who already hold a bachelor’s degree. A graduate applicant who lands on that page through a search engine is reading rules for first-degree students. The graduate funding description sits on the Application for Admission page and on individual department pages instead.
The practical lesson is to read the source behind any Bilkent funding figure. A percentage drawn from the whole university says little about a specific master’s program. The department page and the admission offer are the documents that define what a graduate student receives.

What should you do next as an applicant?
The next step for a Bilkent University master’s applicant is to pick one or two programs, confirm their current deadlines, and start the tests that take longest to schedule. As of October 2026, at least one engineering department closes its spring 2026-2027 round on 9 November 2026, so applicants aiming for that intake have only a short window left.
Planning backward from the deadline helps. The GRE, GMAT, TOEFL iBT and IELTS all need booking, and official score reports take time to arrive. Recommendation letters depend on other people’s schedules. Official transcripts from a university abroad can take time to request.
Shortlist Bilkent programs from the Graduate Students page and open each department’s admissions page.
Confirm the next application window for each program on the department page and in the STARS graduate application system.
Book the entrance test that applies to you: ALES, the GRE General Test or the GMAT.
Book an accepted English test, and check whether a doctoral YDS-type score is also needed.
Request official transcripts and proof of degree.
Ask two referees for recommendation letters well before the deadline.
Draft a statement of purpose that names the research area and possible supervisors.
Ask the department what its funding package and any assistantship duties include.
After admission, contact the Turkish Embassy or Consulate about visa requirements.
Funding questions deserve attention early. Bilkent’s admissions page describes two funding forms, and departments add different extras, so the offer letter is the place to confirm whether a stipend, housing or health insurance is included. Applicants with competing offers can compare them on those elements rather than on headline percentages.
Seasonal change remains the main caution. Department deadlines, accepted tests and minimum scores can change between semesters. This article will be reviewed by 25 November 2026, but the department page always takes priority over any summary.

Real-World Examples
The examples in this section are illustrative scenarios created to explain situations applicants may encounter.
Amina, an engineering graduate aiming for spring entry. Amina finished a bachelor’s degree in electrical engineering abroad and wants to start an MS at Bilkent in the spring semester. In late October she finds that the Electrical and Electronics Engineering deadline is 9 November 2026. Her GRE score is ready, but her English test result is not. She books the earliest available IELTS date, asks her referees for letters the same week, and prepares her statement of purpose while waiting. If the IELTS result arrives too late, she plans to apply in the next round instead, using the extra time to contact possible supervisors.
Daniel, comparing two funding offers. Daniel receives admission offers from two Bilkent science departments. Both mention funding, but one offer includes a monthly stipend and the other mentions only a tuition waiver. He re-reads Bilkent’s admissions page and sees that both forms of support exist. He writes to each department to ask what the package includes, such as housing or health insurance, and what any assistantship duties involve. With the answers in hand, he compares the offers on research fit and support rather than on the word “scholarship”.
Leyla, confused by the 66 percent figure. Leyla reads that 66 percent of Bilkent students receive scholarships and assumes this covers her planned master’s in economics. When she checks the University Facts page, she sees the figure refers to all enrolled students. She then finds the scholarships page, which excludes bachelor’s degree holders from the undergraduate categories. Leyla switches to the Application for Admission page, which describes graduate funding, and asks the Department of Economics about its package before building her plan.
Tomás, choosing between a master’s and a direct PhD. Tomás holds a strong bachelor’s degree in physics and wonders whether to apply directly for a PhD. The Physics page shows that applicants without a master’s thesis face a higher grade point average requirement, and that the PhD runs eight semesters with a publication condition before the defense. Tomás decides to compare both routes with the department’s graduate coordinator. He prepares one application file that would suit either route and asks which one the department would recommend for his profile.

Browse UniversitiesFrequently Asked Questions
Does Bilkent University offer fully funded master’s programs?+
Bilkent offers merit-based graduate funding to most of its master’s students. Its admissions page, accessed 26 October 2026, states that about 90 percent of graduate students receive financial support. The support is either a tuition waiver alone or a tuition waiver plus a monthly stipend, so “fully funded” describes some offers but not all of them. Departments such as Mathematics and Physics list extras like housing, health insurance or assistantships. The admission offer letter confirms what an individual student receives.
can international students apply to bilkent masters without ALES+
Yes, in most cases. The Department of Electrical and Electronics Engineering states that non-Turkish citizens and Turkish citizens residing abroad may submit the GRE General Test instead of ALES. The Mathematics page also asks international applicants for GRE scores. The Business Administration graduate program asks for the GMAT, according to Bilkent’s admissions page. Score minimums and accepted tests can change between semesters, so applicants should confirm the requirement on the department page before booking a test.
Do I need to apply separately for a Bilkent graduate scholarship?+
Bilkent’s admissions page links funding closely to admission. It states that both admission and financial assistance are based on academic accomplishment and scholarly promise, which means the application file is the main basis for both decisions. Whether a program asks for a separate funding form is not stated on a single university-wide page. Applicants should check the program page and the STARS graduate application system, and ask the department directly if the funding section of the form is unclear.
Which English tests does Bilkent accept for master’s admission?+
Bilkent’s admissions page asks every graduate applicant for fluency in written and oral English and refers applicants to each program’s list of accepted tests. The Department of Electrical and Electronics Engineering, for example, accepts TOEFL iBT, IELTS and the Bilkent English Proficiency Exam. Minimum scores differ by program and can change between semesters. Doctoral applicants in some departments may also need a foreign language score recognized by the Interuniversity Council (ÜAK), such as YDS.
How long does a master’s degree at Bilkent take?+
A master’s with thesis at Bilkent is generally planned for four semesters, or two years. The Regulation on Graduate Education and Training, Article 7(1), sets four semesters as the standard length and six semesters as the maximum. The Bilkent Physics page uses the same four and six semester limits, and the Mathematics page describes a normal duration of two years for the MS. Any scientific preparatory courses are not counted in that standard length under Article 7(1).
when is the bilkent graduate application deadline for spring 2027+
Deadlines for the spring semester of 2026-2027 differ by department. The Department of Electrical and Electronics Engineering lists 9 November 2026 as its deadline, with interviews from 25 to 27 November 2026 for invited applicants. Other engineering and science departments announce their dates through the Graduate School of Engineering and Science. Because dates can shift between semesters, check the department page and the STARS graduate application system before relying on any single date.
Are Bilkent master’s programs taught in English?+
English is the working language that Bilkent asks graduate applicants to prove. The university’s admissions page asks every graduate applicant to show fluency in written and oral English, and departments list the English tests they accept. This article did not find a single university-wide statement on the language of instruction for each program. Applicants considering a field with a Turkish-language subject, such as Turkish Literature, should confirm the language of courses and the thesis with that department before applying.
Do international students need a visa to study at Bilkent?+
Visa requirements depend on the student’s nationality. Bilkent’s admissions page states that students may need a visa depending on Turkey’s visa regime with their home country. Admitted students are asked to contact the Turkish Embassy or Consulate in their country and submit their acceptance letter to find out whether a visa is needed. Residence procedures after arrival are handled by the Presidency of Migration Management, and its official guidance should be checked directly.
is there an application fee for bilkent graduate programs+
The Department of Physics states that there is no application fee for its graduate programs. Other departments do not all address the question on their pages. Fee policies can change between academic years, so applicants should check the STARS graduate application system and the specific department page before submitting. Tuition is a separate matter: Bilkent’s admissions page states that an annual tuition fee applies to graduate students, and the tuition waiver that forms part of every funding package described on that page covers it for funded students.
Can I apply for a PhD at Bilkent without a master’s degree?+
Some Bilkent departments accept PhD applicants who hold only a bachelor’s degree, with stricter entry conditions. The Department of Electrical and Electronics Engineering and the Department of Physics both set a higher grade point average expectation for PhD applicants without a master’s thesis. Entrance test expectations may also be higher for that route. Applicants considering this path should read the department’s doctoral admission rules and ask the graduate coordinator which route suits their academic record.
